Abstract.
Let S k (Γ para ( N )) be the space of Siegel paramodular forms of level N and weight k .Fix an odd prime p (cid:45) N and let χ be a nontrivial quadratic Dirichlet character mod p . Basedon [JR1], we define a linear twisting map T χ : S k (Γ para ( N )) → S k (Γ para ( Np )). We calculatean explicit expression for this twist, give the commutation relations of this map with the Heckeoperators and Atkin-Lehner involution for primes (cid:96) (cid:54) = p , and prove that the L -function of the twisthas the expected form. Introduction
Let k and N be positive integers and let p be an odd prime with p (cid:45) N . Let S k (Γ ( N )) denote thespace of elliptic modular cusp forms of weight k with respect to Γ ( N ) ⊂ SL(2 , Z ) and let χ be anontrivial quadratic Dirichlet character mod p . There is a natural twisting map τ χ : S k (Γ ( N )) → S k (Γ ( N p )) such that if f ∈ S k (Γ ( N )) then τ χ ( f ) = (cid:88) u ∈ ( Z /p Z ) × χ ( u ) f | k (cid:20) u/p (cid:21) . (1)See, for example, [Sh] Proposition 3.64. A calculation verifies that for a prime (cid:96) (cid:54) = p , T ( (cid:96) ) τ χ = χ ( (cid:96) ) τ χ T ( (cid:96) ) and ( τ χ f ) | k W (cid:96) = χ ( (cid:96) ) val (cid:96) ( N ) τ χ ( f | k W (cid:96) ) , (2)where f ∈ S k (Γ ( N )), T ( (cid:96) ) is the Hecke operator, and W (cid:96) is the Atkin-Lehner involution at (cid:96) asdefined in Section 2.4 of [Cr], for example. Moreover, if f ∈ S new k (Γ ( N )) is a Hecke eigenform forall primes, then τ χ ( f ) ∈ S new k (Γ ( N p )) is also a Hecke eigenform for all primes and R ( s, τ χ ( f )) = W ( χ ) R ( s, f, χ ) , (3)where W ( χ ) = (cid:80) u ∈ ( Z /p Z ) × χ ( u ) e πiu/p is the Gauss sum of χ , R ( s, τ χ ( f )) = R ( s, τ χ ( f ) ,
1) and R ( s, f, χ ) is the completed L -function as defined in [Sh]. By identifying S k (Γ ( N )) with auto-morphic forms on the ad`eles of GL(2) over Q , it is evident that this twisting only acts on theautomorphic form at the prime p . Hence the global twist is induced by a local twisting map forrepresentations of GL(2 , Q p ).In this paper, we define and investigate the twisting map T χ on the space of Siegel paramodularforms induced by the local twisting map for paramodular representations of GSp(4 , Q p ) with trivialcentral character defined in [JR1]. The main results of this work are given in Section 3. OurParamodular Twisting Theorem proves a formula for T χ similar to, but more involved than, theformula (1). Our L -function Theorem proves commutation relations for the paramodular Heckeoperators and Atkin-Lehner involution analogous to (2) and an identity of completed L -functionsanalogous to (3). In our view, this identity demonstrates that T χ is in fact canonical. Moreover,it follows from Theorem 1.2 of [JR1] that the map T χ is not zero in general. Hence, our theoremmay provide a source of examples to study conjectures such as the paramodular conjecture [BK]and the paramodular B¨ocherer’s conjecture [RT]. a r X i v : . [ m a t h . In another paper [JR2], we apply the formula (5) in the Paramodular Twisting Theorem to com-pute Fourier coefficients of the twisted paramodular form T χ ( F ), resulting in a formula analogousto but more complicated than the formula for an elliptic modular form: τ χ ( f )( z ) = ∞ (cid:88) n =1 W ( χ ) χ ( n ) a n e πinz , where f ( z ) = ∞ (cid:88) n =1 a n e πinz . In [JR2] we also explicitly show that the Fourier coefficients of the twist of a Maass form areidentically zero, as expected from local considerations. This vanishing is a result of nontrivialcancellations that vary depending on the index of the Fourier coefficient. In our view, this providesstrong evidence that the formulas of (5) are correct and do not admit further significant reductions.Other types of twists by Dirichlet characters of Siegel modular forms and their L -functions havebeen studied. See for example, [KR] and the references cited therein. However, the goal of thecurrent paper as explained above appears to be different from previous work. Again, our goal is tocalculate maps on Siegel paramodular forms corresponding to the canonical twists of automorphicrepresentations by quadratic Dirichlet characters.2. Notation
Let M be a positive integer and let χ : ( Z /M Z ) × → C × be a Dirichlet character. We let A denote the adeles of Q and define an associated Hecke character Q × \ A × → C × , denoted by χ , asfollows. Recall that A × = Q × R × > (cid:81) (cid:96)< ∞ Z × (cid:96) , with the groups embedded in A × in the usual ways.In fact, the map defined by ( q, r, n ) (cid:55)→ qrn defines an isomorphism of topological groups Q × × R × > × (cid:89) (cid:96)< ∞ Z × (cid:96) ∼ −→ A × . Let M = (cid:96) val (cid:96) ( M )1 . . . (cid:96) val (cid:96)t ( M ) t be the prime factorization of M . We consider the composition Z × (cid:96) × · · · × Z × (cid:96) t −→ Z × (cid:96) / (1 + (cid:96) val (cid:96) ( M )1 Z (cid:96) ) × · · · × Z × (cid:96) t / (1 + (cid:96) val (cid:96)t ( M ) t Z (cid:96) t ) ∼ −→ ( Z /(cid:96) val (cid:96) ( M )1 Z ) × × · · · × ( Z /(cid:96) val (cid:96)t ( M ) t Z ) × ∼ −→ ( Z /M Z ) × χ −→ C × . We denote the restriction of this composition to Z × (cid:96) i by χ (cid:96) i . If (cid:96) (cid:45) M , then we define χ (cid:96) : Z × (cid:96) → C × to be the trivial character. For each finite prime (cid:96) , χ (cid:96) is a continuous character of Z × (cid:96) , and χ (cid:96) (1 + (cid:96) val (cid:96) ( M ) Z (cid:96) ) = 1. We define the corresponding Hecke character χ : Q × \ A × → C × as thecomposition A × ∼ −→ Q × × R × > × (cid:89) (cid:96)< ∞ Z × (cid:96) proj −→ (cid:89) (cid:96)< ∞ Z × (cid:96) (cid:81) χ (cid:96) −→ C × . (4)We see that if a ∈ Z with ( a, M ) = 1, then χ ( a ) = χ (cid:96) ( a ) · · · χ (cid:96) t ( a ) . Let J = (cid:20) − (cid:21) . Denote the factor of automorphy by j ( h, Z ) = det( CZ + D ). If F : H → C is a function and h ∈ GSp(4 , R ) + , then we define F | k h : H → C by( F | k h )( Z ) = λ ( h ) k j ( h, Z ) − k F ( h (cid:104) Z (cid:105) ) , Z ∈ H . In this section, we present the main results of this paper. The proofs of these theorems arepresented in subsequent sections. The local twisting map from [JR1] induces a twisting map forSiegel paramodular forms, as explained in Section 4. This theorem expresses the twisting mapas a slash operator in a fashion analogous to the formula (1) for elliptic modular cusp forms.Significantly, the matrices in the formula lie in the Borel subgroup of GSp(4), allowing, for example,the computation of Fourier coefficients of the twist, as in [JR2].
Paramodular Twisting Theorem.
Let N and k be positive integers, p an odd prime with p (cid:45) N , and χ the nontrivial quadratic Dirichlet character mod p . Then, the local twisting map fromTheorem 1.2 of [JR1] induces a linear map T χ : S k (Γ para ( N )) → S k (Γ para ( N p )) . If F ∈ S k (Γ para ( N )) , then this map is given by the formula T χ ( F ) = (cid:88) i =1 F | k T iχ , (5) where the T iχ are defined from the T iχ in the Local Twisting Theorem below by replacing o by Z , p k by p k Z , (cid:36) and q by p , and finally A ( P ) U ( Q ) by U ( − Q ) A ( P − ) for × matrices P and Q . Wealso extend the slash operator | k to formal C -linear combinations of elements of GSp(4 , R ) + . The proof of the Paramodular Twisting Theorem is given in Section 5.The following theorem shows that the twisting map from the previous theorem is canonical.Indeed, we prove that if F ∈ S new k (Γ para ( N )) is a Hecke eigenform and T χ ( F ) (cid:54) = 0, then T χ ( F ) is anewform and a Hecke eigenform with the expected L -function. Moreover, Λ( s, T χ ( F )) = Λ( s, F, χ ) , where Λ( s, T χ ( F )) and Λ( s, F, χ ) are the completed L -functions as defined in [JR] and Sec-tion 2, respectively. The proof of the L -function Theorem is given in Section 6. Conjecturally, this completed L -functionsatisfies the functional equationΛ(2 k − − s, F, χ ) = ( − k ( N p ) s − k +1 χ ( N ) (cid:89) (cid:96) | N ε F,(cid:96) Λ( s, F, χ ) . We note that this agrees with the equation in the main theorem of [KR] in the case that theassumptions of that work and this work are both satisfied.The following technical theorem expresses the local twisting map from [JR1] in terms of matricesfrom the Borel subgroup. In the theorem, we let F be a nonarchimedean local field of characteristiczero and odd residual characteristic with ring of integers o and generator (cid:36) of the maximal ideal p of o , and let q be the number of elements in o / p . The existence of an expression involving onlyupper triangular matrices follows from the Iwasawa decomposition for GSp(4 , F ). However, as isevident from the proof, finding such an explicit expression requires some intricate calculations. Local Twisting Theorem.

Automorphic forms
In order to present the proof of the Paramodular Twisting Theorem we must explain the con-nection between Siegel modular forms and automorphic forms on GSp(4 , A ). Let k be a positiveinteger, and let F = { K (cid:96) } (cid:96) , where (cid:96) runs over the finite primes of Q , be a family of compact, opensubgroups of GSp(4 , Q (cid:96) ) such that K (cid:96) = GSp(4 , Z (cid:96) ) for almost all (cid:96) and λ ( K (cid:96) ) = Z × (cid:96) for all (cid:96) . To F and k we will associate a space of automorphic forms on GSp(4 , A ) and a space of Siegel modularforms of degree two. Set K F = (cid:89) (cid:96)< ∞ K (cid:96) ⊂ GSp(4 , A f ) . Since λ ( K (cid:96) ) = Z × (cid:96) for all finite (cid:96) , strong approximation for Sp(4) implies thatGSp(4 , A ) = GSp(4 , Q )GSp(4 , R ) + K F . Then F Φ is well-defined and contained in S k (Γ F ) ,so that there is complex linear map S k ( K F , χ ) −→ S k (Γ F ) . (7) Moreover, the maps (6) and (7) are inverses of each other.Proof.
To prove that Φ F is well defined, suppose that ρhκ = ρ (cid:48) h (cid:48) κ (cid:48) for ρ, ρ (cid:48) ∈ GSp(4 , Q ), h, h (cid:48) ∈ GSp(4 , R ) + , and κ, κ (cid:48) ∈ (cid:81) (cid:96)< ∞ K (cid:96) . Comparing components, we have that ρh = ρ (cid:48) h (cid:48) ∈ GSp(4 , R ) + and ρκ (cid:96) = ρ (cid:48) κ (cid:48) (cid:96) ∈ GSp(4 , Q (cid:96) ) for (cid:96) < ∞ . Therefore ρ = ρ (cid:48)− ρ ∈ Γ F . Noting that λ ( ρ ) = 1, wehave that λ ( h (cid:48) ) k j ( h (cid:48) , I ) − k (cid:89) (cid:96)< ∞ χ (cid:96) ( λ ( κ (cid:48) (cid:96) )) F ( h (cid:48) (cid:104) I (cid:105) )= λ ( ρ h ) k j ( ρ h, I ) − k (cid:89) (cid:96)< ∞ χ (cid:96) ( λ ( ρ κ (cid:96) )) F (( ρ h ) (cid:104) I (cid:105) )= λ ( ρ ) k λ ( h ) k j ( ρ , h (cid:104) I (cid:105) ) − k j ( h, I ) − k (cid:89) (cid:96)< ∞ χ (cid:96) ( λ ( κ (cid:96) )) F ( ρ (cid:104) h (cid:104) I (cid:105)(cid:105) )= λ ( h ) k j ( h, I ) − k (cid:89) (cid:96)< ∞ χ (cid:96) ( λ ( κ (cid:96) ))( F | k ρ )( h (cid:104) I (cid:105) )= λ ( h ) k j ( h, I ) − k (cid:89) (cid:96)< ∞ χ (cid:96) ( λ ( κ (cid:96) )) F ( h (cid:104) I (cid:105) ) . This shows that Φ F is well-defined. Straightforward calculations show that the function also satisfiesfirst four conditions in the definition of S k ( K F , χ ). The proofs of the fifth and sixth conditions aresimilar to the proofs of Lemma 5 and Lemma 7, respectively, in [AS]. Similar calculations showthat F Φ ∈ S k (Γ F ), for Φ in S k ( K F , χ ). Finally, it is clear that these two maps are inverses of eachother. (cid:3) Lemma 4.2.
Let k be a positive integer and let F = { K (cid:96) } (cid:96) and F = { K (cid:96) } (cid:96) , where (cid:96) runs overthe finite primes of Q , be families of compact, open subgroups of GSp(4 , Q (cid:96) ) such that K (cid:96) = K (cid:96) =GSp(4 , Z (cid:96) ) for almost all (cid:96) and λ ( K (cid:96) ) = λ ( K (cid:96) ) = Z × (cid:96) for all (cid:96) . Let χ and χ be quadratic Heckecharacters. Suppose that there is a linear map T : S k ( K F , χ ) → S k ( K F , χ ) given by a right translation formula at the p th place, T (Φ ) = t (cid:88) i =1 c i R (cid:0) B i,p (cid:1) Φ , WISTING OF SIEGEL PARAMODULAR FORMS 9 for Φ ∈ S k ( K F , χ ) . Here c i ∈ C × and B i ∈ Sp(4 , Q ) + are such that B i ∈ K (cid:96) for (cid:96) (cid:54) = p , i ∈ { , ..., t } . Then the composition, T , S k (Γ F ) T −−−−→ S k (Γ F ) (cid:111) (cid:121) (cid:120) (cid:111) S k ( K F , χ ) T −−−−→ S k ( K F , χ ) (8) is given by the formula T ( F ) = t (cid:88) i =1 c i · F | k ( B i ) − for F ∈ S k (Γ F ) .Proof. Let F ∈ S k (Γ F ). By the isomorphism (6) for the family F with character χ we haveΦ = Φ F ∈ S k ( K F , χ ). Using the isomorphism (7) for the family F with character χ , wecalculate the composition F T (Φ ) . Let Z ∈ H and let h ∈ GSp(4 , R ) + be such that h (cid:104) I (cid:105) = Z .Then, using that λ ( B i ) = 1, we have that F T (Φ ) ( Z ) = λ ( h ) − k j ( h, I ) k t (cid:88) i =1 c i Φ ( hB i,p )= λ ( h ) − k j ( h, I ) k t (cid:88) i =1 c i Φ ( B − i hB i,p )= λ ( h ) − k j ( h, I ) k t (cid:88) i =1 c i Φ ( B − i, ∞ h )= λ ( h ) − k j ( h, I ) k t (cid:88) i =1 c i λ ( B − i h ) k j ( B − i h, I ) − k F (( B − i h ) (cid:104) I (cid:105) )= j ( h, I ) k t (cid:88) i =1 c i j ( B − i , Z ) − k j ( h, I ) − k F ( B − i (cid:104) Z (cid:105) )= t (cid:88) i =1 c i j ( B − i , Z ) − k F ( B − i (cid:104) Z (cid:105) )= t (cid:88) i =1 c i ( F | k B − i )( Z ) . Hence, T ( F ) = F T (Φ ) = t (cid:88) i =1 c i · F | k B − i . This completes the proof. (cid:3) Proof of the Paramodular Twisting Theorem
Proof of the Paramodular Twisting Theorem.
We will use Lemma 4.2, Lemma 6.2, and the LocalTwisting Theorem. Let χ be the trivial Hecke character, and let χ be the Hecke charactercorresponding to χ , as in (4). Let F = { K para ( (cid:96) val (cid:96) ( N ) ) } (cid:96) and F = { K para ( (cid:96) val (cid:96) ( Np ) ) } (cid:96) . Let V be the C vector space of functions Φ : GSp(4 , A ) → C such that Φ ∈ V if and only if there exists acompact, open subgroup Γ of GSp(4 , Q p ) such that Φ( gk ) = Φ( g ) for g ∈ GSp(4 , A ) and k ∈ Γ ,and Φ( gz ) = Φ( g ) for g ∈ GSp(4 , A ) and z ∈ A × . The group GSp(4 , Q p ) acts smoothly on V byright translation, and for this action π the center of GSp(4 , Q p ) acts trivially. Next, the operator T χ p : V (0) → V (4 , χ p ) from the Local Twisting Theorem has the form T χ p (Φ) = t (cid:88) i =1 c i · π ( B i )Φwhere c i ∈ C and B i ∈ K para ( (cid:96) val (cid:96) ( N ) ) for (cid:96) (cid:54) = p , and we can arrange to have B i ∈ Sp(4 , Q ) for i ∈ { , . . . , t } by replacing o by Z , p k by p k Z , (cid:36) and q by p . The space S k ( K F , χ ) is contained in V , and moreover one verifies that the image of the restriction T of T χ p to S k ( K F , χ ) is containedin S k ( K F , χ ). By Lemma 4.2, the map T : S k (Γ para ( N )) → S k (Γ para ( N p )) given by (8) has theformula T ( F ) = t (cid:88) i =1 c i · F | k B − i , F ∈ S k (Γ para ( N )) . We let T χ = T ; the formula in the statement of the theorem is a consequence of the expressions for c i and B i in Local Twisting Theorem. (cid:3) Proof of the L -function Theorem Throughout this section, let M and k be positive integers, χ a quadratic Hecke character, and (cid:96) a fixed rational prime. We turn now to the paramodular family F = { K para ( (cid:96) val (cid:96) ( M ) ) } (cid:96) . We willdetermine the explicit relationship between the Hecke operators for Siegel paramodular forms andthose for twisted automorphic forms. Let (cid:96) be a rational prime and define the Hecke operators T (1 , , (cid:96), (cid:96) ) and T (1 , (cid:96), (cid:96), (cid:96) ) on S k (Γ para ( M )) by T (1 , , (cid:96), (cid:96) ) F = (cid:96) k − (cid:88) i F | k a i , T (1 , (cid:96), (cid:96), (cid:96) ) F = (cid:96) k − (cid:88) j F | k b j (9)where Γ para ( M ) (cid:96) (cid:96) Γ para ( M ) = (cid:71) Γ para ( M ) a i (10)and Γ para ( M ) (cid:96) (cid:96) (cid:96) Γ para ( M ) = (cid:71) Γ para ( M ) b j , (11)are disjoint decompositions. We define the Atkin-Lehner involution U (cid:96) on S k (Γ para ( M )) as follows.Choose a matrix γ (cid:96) ∈ Sp(4 , Z ) such that γ (cid:96) ≡ − − mod (cid:96) val (cid:96) ( M ) and γ (cid:96) ≡ mod M (cid:96) − val (cid:96) ( M ) . Then, U (cid:96) = γ (cid:96) (cid:96) val (cid:96) ( M ) (cid:96) val (cid:96) ( M ) (12)normalizes Γ para ( M ) and U (cid:96) is contained in (cid:96) val (cid:96) ( M ) Γ para ( M ), implying that F (cid:55)→ F | k U (cid:96) is indeedan involution of S k (Γ para ( M )). Lemma 6.1.
Let M be a positive integer, let (cid:96) be a prime and set r = val (cid:96) ( M ) . There exist finitedisjoint decompositions K para ( (cid:96) r ) (cid:96) (cid:96) K para ( (cid:96) r ) = (cid:71) g i K para ( (cid:96) r ) and K para ( (cid:96) r ) (cid:96) (cid:96) (cid:96) K para ( (cid:96) r ) = (cid:71) h j K para ( (cid:96) r ) such that Γ para ( M ) (cid:96) (cid:96) Γ para ( M ) = (cid:71) Γ para ( M ) (cid:96)g − i and Γ para ( M ) (cid:96) (cid:96) (cid:96) Γ para ( M ) = (cid:71) Γ para ( M ) (cid:96) h j − . The explicit forms of the representatives are given in the proof.Proof.
The explicit form of the decompositions given in Section 6.1 of [RS] implies that we canchoose representatives g i and h j such that K para ( (cid:96) r ) (cid:96) (cid:96) K para ( (cid:96) r ) = D (cid:71) i =1 g i K para ( (cid:96) r ) ,K para ( (cid:96) r ) (cid:96) (cid:96) (cid:96) K para ( (cid:96) r ) = D (cid:48) (cid:71) j =1 h j K para ( (cid:96) r ) , and (cid:96)g − i ∈ Γ para ( M ) (cid:96) (cid:96) Γ para ( M ) , (cid:96) h − j ∈ Γ para ( M ) (cid:96) (cid:96) (cid:96) Γ para ( M ) , for i ∈ { , . . . , D } and j ∈ { , . . . , D (cid:48) } . For this, it is useful to note that Γ para ( M ) contains severalsymmetry elements: − , − M − M , and in the case that r = 0, the element (cid:104) A t A − (cid:105) where A ∈ Γ ( M ) ⊂ SL(2 , Z ) and A (cid:2) (cid:96) (cid:3) A − = (cid:2) (cid:96) (cid:3) . It follows that the cosets Γ para ( M ) (cid:96)g − i are mutually disjoint and contained in the first doublecoset, and the cosets Γ para ( M ) (cid:96) h − j are mutually disjoint and contained in the second double coset.It remains to prove that the number of disjoint cosets in the first and second double cosets are D and D (cid:48) , respectively. Suppose thatΓ para ( M ) (cid:96) (cid:96) Γ para ( M ) = d (cid:71) i =1 Γ para ( M ) g (cid:48) i is a disjoint decomposition. We have already shown that d ≥ D ; we need to prove that D ≥ d . Wehave K para ( (cid:96) r ) (cid:96) (cid:96) K para ( (cid:96) r ) ⊃ K para ( (cid:96) r ) (cid:96) (cid:96) Γ para ( M ) = d (cid:91) i =1 K para ( (cid:96) r ) g (cid:48) i . We claim that these cosets are disjoint. For suppose K para ( (cid:96) r ) g (cid:48) i = K para ( (cid:96) r ) g (cid:48) j . This implies that g (cid:48) i g (cid:48) j − ∈ K para ( (cid:96) r ). Since for any prime q with q (cid:54) = (cid:96) we have g (cid:48) i g (cid:48) j − ∈ K para ( q val q ( M ) ) as all theelements of Γ para ( M ) (cid:96) (cid:96) Γ para ( M )are contained in K para ( q val q ( M ) ), we have g (cid:48) i g (cid:48) j − ∈ Γ para ( M ). This implies that i = j . It followsthat D ≥ d . The proof that d (cid:48) = D (cid:48) is similar. (cid:3) Let V be the C vector space of functions Φ : GSp(4 , A ) → C such that Φ ∈ V if and only if thereexists a compact, open subgroup Γ of GSp(4 , Q (cid:96) ) such that Φ( gk ) = Φ( g ) for g ∈ GSp(4 , A ) and k ∈ Γ , and Φ( gz ) = Φ( g ) for g ∈ GSp(4 , A ) and z ∈ A × . The group GSp(4 , Q (cid:96) ) acts smoothly on V by right translation, and for this action, denoted by π , the center of GSp(4 , Q (cid:96) ) acts trivially.Assume that χ (cid:96) is unramified. Then S k ( K F , χ ) ⊂ V (val (cid:96) ( M )), where the last space consists ofthe vectors in V that are fixed by K para ( (cid:96) val (cid:96) ( M ) ) as in [RS]. Let T , and T , be the local Heckeoperators and u val (cid:96) ( M ) be the local Atkin-Lehner operator acting on V (val (cid:96) ( M )) as in [RS]. Theseoperators preserve the subspace S k ( K F , χ ) ⊂ V (val (cid:96) ( M )). WISTING OF SIEGEL PARAMODULAR FORMS 13
Lemma 6.2.
Assume that χ (cid:96) is unramified. Let Φ ∈ S k ( K F , χ ) and let F Φ ∈ S k (Γ para ( M )) be theSiegel modular form corresponding to Φ under the isomorphism (7) of Lemma 4.1. Then, (1) T (1 , , (cid:96), (cid:96) ) F Φ = (cid:96) k − χ (cid:96) ( (cid:96) ) F T , Φ , (2) T (1 , (cid:96), (cid:96), (cid:96) ) F Φ = (cid:96) k − F T , Φ , (3) F | k U (cid:96) = χ (cid:96) ( (cid:96) ) val (cid:96) ( M ) F u val (cid:96) ( M ) Φ . Proof.
Let Z ∈ H and let g ∞ ∈ Sp(4 , R ) such that g ∞ (cid:104) I (cid:105) = Z . For the first assertion, we will usethe coset representatives from Lemma 6.1. Note that from the explicit forms given in the proof,we have that g i ∈ K para ( q val q ( M ) ) for primes q (cid:54) = (cid:96) and λ ( g i ) = (cid:96) for each i . We calculate( T (1 , , (cid:96), (cid:96) ) F Φ )( Z ) = (cid:96) k − (cid:88) i ( F Φ | k (cid:96)g − i )( Z )= (cid:96) k − (cid:88) i λ ( (cid:96)g − i ) k j ( (cid:96)g − i , g ∞ (cid:104) I (cid:105) ) − k F Φ ( (cid:96)g − i g ∞ (cid:104) I (cid:105) )= (cid:96) k − (cid:88) i λ ( (cid:96)g − i ) k j ( (cid:96)g − i , g ∞ (cid:104) I (cid:105) ) − k λ ( (cid:96)g − i g ∞ ) − k j ( (cid:96)g − i g ∞ , I ) k Φ(( (cid:96)g − i ) ∞ g ∞ )= (cid:96) k − (cid:88) i λ ( g ∞ ) − k j ( g ∞ , I ) k Φ( g − i, ∞ g ∞ )= (cid:96) k − (cid:88) i λ ( g ∞ ) − k j ( g ∞ , I ) k Φ( g i,f g ∞ )= (cid:96) k − (cid:88) i λ ( g ∞ ) − k j ( g ∞ , I ) k (cid:89) q (cid:54) = (cid:96) χ q ( λ ( g i ))Φ( g ∞ g i,(cid:96) )= (cid:96) k − χ (cid:96) ( (cid:96) ) (cid:88) i λ ( g ∞ ) − k j ( g ∞ , I ) k Φ ( g ∞ g i,(cid:96) )= (cid:96) k − χ (cid:96) ( (cid:96) ) λ ( g ∞ ) − k j ( g ∞ , I ) k ( T , Φ)( g ∞ )= (cid:96) k − χ (cid:96) ( (cid:96) )( F T , Φ)( Z ) . The proof of the second and third assertions are similar. (cid:3)
Proof of the L -function Theorem. To prove (1), let F ∈ S k (Γ para ( N )) and let Φ ∈ S k ( K F , χ )with F = F Φ . Let (cid:96) be a rational prime with (cid:96) (cid:54) = p so that χ ,(cid:96) and χ ,(cid:96) are unramified. Moreover,we have that χ ,(cid:96) is trivial and χ ,(cid:96) ( (cid:96) ) = χ ( (cid:96) ). Then, using (8) and Lemma 6.2 we have T (1 , , (cid:96), (cid:96) ) T χ ( F Φ ) = T (1 , , (cid:96), (cid:96) ) F T (Φ) = (cid:96) k − χ ( (cid:96) ) F T , ( (cid:96) ) T (Φ) = (cid:96) k − χ ( (cid:96) ) F T ( T , ( (cid:96) )Φ) = χ ( (cid:96) ) T χ ( (cid:96) k − F T , ( (cid:96) )Φ )= χ ( (cid:96) ) T χ ( T (1 , , (cid:96), (cid:96) ) F Φ ) . The proofs for the other two operators are similar.To prove (2), we recall from the Paramodular Twisting Theorem that T χ ( F ) is in S k (Γ para ( N p )).To show that T χ ( F ) is a newform, consider the automorphic form associated to F , Φ F , as defined inLemma 4.1. Let V be the subspace of cusp forms on GSp(4 , A ) generated by Φ F under the action ofGSp(4 , A ). The space V is a direct sum of finitely many non-zero irreducible GSp(4 , A )-subspaces V , · · · , V t , so that Φ F = (cid:80) ti =1 Φ i with Φ i ∈ V i . Let V i (cid:39) ⊗ (cid:96) ≤∞ V i,(cid:96) where V i is an irreducible,admissible representation of GSp(4 , Q (cid:96) ). Let F Φ i ∈ S k (Γ para ( N )) be the Siegel modular forms associated to the Φ i by Lemma 4.1; then these are also newforms. In particular, Φ i = ⊗ (cid:96) ≤∞ Φ i,(cid:96) is a pure tensor with Φ i,(cid:96) ∈ V i,(cid:96) a local newform for (cid:96) < ∞ . As in the proof of the ParamodularTwisting Theorem, Φ T χ ( F ) = T χ p Φ F , and thus Φ T χ ( F ) = (cid:80) ti =1 T χ p Φ i = (cid:80) ti =1 ( ⊗ (cid:96) (cid:54) = p Φ i,(cid:96) ) ⊗ T χ p Φ i,p .If T χ p Φ i,p (cid:54) = 0, then by the tables in Appendix A of [RS], V i,p is an unramified Type I representation, χ p ⊗ V i,p is paramodular of level p , and T χ p Φ i,p is a local newform inside χ p ⊗ V i,p . From this andtables A.12 and A.14 in [RS], the eigenvalues for (cid:96) = p are as stated above. In the case that (cid:96) (cid:54) = p ,the eigenvalues are determined by the commutation relations given in (1). The final assertion thenfollows from the definition of the involved local L -factors. (cid:3) Proof of the Local Twisting Theorem
Throughout the remainder of the paper, we will use the following notation. Let F be a nonar-chimedean local field of characteristic zero and odd residual characteristic with ring of integers o and generator (cid:36) of the maximal ideal p of o . We let q be the number of elements of o / p and usethe absolute value on F such that | (cid:36) | = q − . We use the Haar measure on the additive group F that assigns o measure 1 and the Haar measure on the multiplicative group F × that assigns o × measure 1 − q − . We let χ be a quadratic character of F × of conductor p . Let J (cid:48) = − − . For the next two sections, we define GSp(4 , F ) as the subgroup of all g ∈ GL(4 , F ) such that t gJ (cid:48) g = λ ( g ) J (cid:48) for some λ ( g ) ∈ F × called the multiplier of g . For n a non-negative integer, we letK( p n ) be the subgroup of k ∈ GSp(4 , F ) such that λ ( k ) ∈ o × and k ∈ o o o p − n p n o o op n o o op n p n p n o . Let ( π, V ) be a smooth representation of GSp(4 , F ) for which the center acts trivially. If n is a non-negative integer, then V ( n ) is the subspace of vectors fixed by the paramodular subgroup K( p n );also, we let V ( n, χ ) be the subspace of vectors v ∈ V such that π ( k ) v = χ ( λ ( k )) v for k ∈ K( p n ).Finally, let η = (cid:36) − (cid:36) , τ = (cid:36) − (cid:36) , t = − (cid:36) − (cid:36) . Usually, we will write η and τ for π ( η ) and π ( τ ), respectively.In [JR1] we constructed a twisting map, T χ : V (0) → V (4 , χ ) , (13)given by T χ ( v ) = q (cid:90) o (cid:90) o (cid:90) o × (cid:90) o × χ ( ab ) π ( x − a(cid:36) − b(cid:36) − z(cid:36) − b(cid:36) − a(cid:36) − ) τ v d a d b d x d z (P1) WISTING OF SIEGEL PARAMODULAR FORMS 15 + q (cid:90) o (cid:90) p (cid:90) o × (cid:90) o × χ ( ab ) π ( − y − a(cid:36) − b(cid:36) − z(cid:36) − b(cid:36) − a(cid:36) − ) τ v d a d b d y d z (P2)+ q (cid:90) o (cid:90) o (cid:90) o × (cid:90) o × χ ( ab ) π ( t x − a(cid:36) − b(cid:36) − z(cid:36) − b(cid:36) − a(cid:36) − ) τ v d a d b d x d z (P3)+ q (cid:90) o (cid:90) p (cid:90) o × (cid:90) o × χ ( ab ) π ( t − y − a(cid:36) − b(cid:36) − z(cid:36) − b(cid:36) − a(cid:36) − ) τ v d a d b d y d z. (P4)The Local Twisting Theorem asserts that the twisting map T χ may be expressed in terms of uppertriangular matrices. Indeed, by the Iwasawa decomposition GSp(4 , F ) = B · GSp(4 , o ) where B is the Borel subgroup of upper-triangular matrices in GSp(4 , F ). Hence, if v ∈ V (0), so that v isinvariant under GSp(4 , o ), then it is possible to obtain a formula for T χ ( v ) involving only upper-triangular matrices. However, the Iwasawa decomposition does not give an algorithm for findingthis decomposition, nor are these decompositions necessarily universal for a family of elements ofGSp(4 , F ) depending on a parameter.To attack this problem we use the following strategies. In some cases, we directly provide anIwasawa identity g = bk where g ∈ GSp(4 , F ), b ∈ B , and k ∈ GSp(4 , o ). In many cases, we areable to obtain an appropriate Iwasawa identity by using the following formal matrix identity (cid:20) x (cid:21) = (cid:20) x − (cid:21) (cid:20) − x − − x (cid:21) (cid:20) − (cid:21) (cid:20) x − (cid:21) . (14)Both methods require that we decompose the domains of integration in an advantageous mannerand make appropriate changes of variables. The assumptions on the character, χ (cid:54) = 1, χ = 1 and χ (1 + p ) = 1, also play a significant role in the computations.The following proof of the Local Twisting Theorem assembles calculations of the four terms of T χ ( v ). The terms themselves are calculated in a series of lemmas which appear after the proof.The proofs of the lemmas then appear in Section 8. The third term is by far the most delicate, andits calculation comprises the bulk of the remaining pages of this manuscript. Proof of the Local Twisting Theorem.

For the remainder of the proof, we will simplify by combining pairs of terms and rewriting certaindomains. First we combine the terms involving η τ − : qχ ( − η τ − (cid:90) o × (cid:90) o × (cid:90) o × χ ( b ) π ( a(cid:36) − b(cid:36) − x(cid:36) − a(cid:36) − ) v d a d b d x + η τ − (cid:90) o (cid:90) o × (cid:90) o × χ ( a ) π ( b(cid:36) − − a(cid:36) − y(cid:36) − b(cid:36) − ) v d a d b d y = qχ ( − η τ − (cid:90) o (cid:90) o × (cid:90) o × χ ( b ) π ( a(cid:36) − b(cid:36) − x(cid:36) − a(cid:36) − ) v d a d b d x. We now consider terms that involve the η operator. The sum of the third and fourth of these η terms can be rewritten as follows: qη (cid:90) o (cid:90) o × (cid:90) o × χ ( b ) π ( x(cid:36) − − x(cid:36) − a(cid:36) − ( b(cid:36) − ax ) (cid:36) − a(cid:36) − ) v d a d b d x + η (cid:90) o (cid:90) o × (cid:90) o × χ ( ab ) π ( − a(cid:36) − a(cid:36) − y(cid:36) − a ( y + b ) (cid:36) − y(cid:36) − ) v d a d b d y = qη (cid:90) o × (cid:90) o × (cid:90) o χ ( b ) π ( x(cid:36) − − x(cid:36) − a(cid:36) − ( b(cid:36) − ax ) (cid:36) − a(cid:36) − ) v d a d b d x + η (cid:90) o (cid:90) o × (cid:90) o × χ ( b ) π ( x(cid:36) − − x(cid:36) − a(cid:36) − ( b − ax ) (cid:36) − a(cid:36) − ) v d a d b d x.
