The Role of Policy and Regulation in WSUD Implementation

 

Abstract


Abstract This chapter uses case studies to examine the impact of policy and regulation on the implementation of water sensitive urban design in Australia and the international scene. Policy, regulation, and institutional setup are key influences on the implementation of WSUD/low impact development/green infrastructure. Case studies from Australia and around the world (Europe, the United States, Singapore) show how the mix of policies, incentives, regulation, capacity building, and institutional perceptions at various levels impacts, and is influenced by, the institutional culture and context in each jurisdiction. The municipal government has typically been the key agent for WSUD implementation through local planning laws. However, the implementation process requires collaboration across multiple government levels, water agencies, and other societal stakeholders from multiple disciplines (planning, water and wastewater, roads, landscaping, and parks) to support and empower local government and community in the implementation of WSUD.
