The effects of neighborhood service providers on general and technical parole violation reincarcerations

Abstract

ABSTRACT Although the literature has examined the effects of neighborhood structural characteristics on parolee recidivism, the influence of potentially important neighborhood organizations (e.g., service providers) have often been neglected This study examines the effects of two types of service providers on general and technical parole violation reincarcerations, and how these effects vary across time. Parolee data were obtained from the Pennsylvania Department of Corrections (PA DOC), and the Pennsylvania Board of Probation and Parole (PBPP) for 3,077 parolees released to 209 neighborhoods within Philadelphia. HLM analyses show that although general service providers were associated with increased odds of reincarceration, DOC referred service providers within disadvantaged neighborhoods decreased reincarceration. These effects were strongest during the first six months following release from prison.
