Evaluation Model of Public Health Emergency Response Capability Based on Minimum Deviation Game Combination Empowerment

 
 

Abstract


Improving the emergency response capacity of government departments to respond to public health emergencies is an important step to improve the construction of China s emergency management system and to protect people s lives and properties. It is of practical significance to carry out emergency capability evaluation research to improve the government s comprehensive emergency management level. In this paper, we construct an index system for evaluating the emergency response capacity of public health emergencies, calculate the index weights by applying the topological hierarchical analysis method, entropy method and multiplicative synthesis method, and calculate the optimal weighting value and the government emergency response capacity evaluation value by constructing a minimum deviation game combination weighting model based on Bessel s formula. The results demonstrate that the least deviation game combination assignment model can find the optimal equilibrium vector solution that can reach agreement or compromise among different assignment methods, which can avoid the shortcomings of single assignment method.
