A Method to Evaluate the Hoisting Outsourcing Provider of Wind Turbines

Abstract

Service outsourcing is an organizational model that can effectively maximize the efficiency of business activities by reducing the input of human and material resources. In wind power industry, many business activities can be outsourced, i.e., hoisting, transportation, commissioning, and maintenance. The selection and evaluation of outsourcing service providers is an important issue. This paper develops a method to evaluate the hoisting outsourcing provider of wind turbines. The logistic function is used to normalize the data other than the linear normalization method, which makes the results of evaluation more scientific, reasonable and robust. A practical case study is delivered to validate the developed method.
