Abstract
Smart Cities rely on always-on connectivity of all their entities both fixed and mobile, including vehicle fleets, employees of the city, city residents. The connectivity requirements for the first two make city governments into significant customers of communications service providers (CSPs), while efforts to bridge the digital divide for residents via municipal broadband lead to friction between the city government and the CSPs. We propose an algorithm and an aggregator service to increase the utilization of capacity from mobile network operators (MNOs) which is mutually beneficial for both the smart city and the MNOs operating therein, whereby the smart city can act as a single MNO for all its entities including even tourists/visitors. Our simulations show that we can improve a user cost for satisfaction score by 70% compared to a random aggregator.
