Toward an Integrated Statistical System Based on Registers

Abstract

Many countries have started to use administrative registers for statistical purposes. When a national statistical institute starts to use registers, the survey methods will change. The newly created registers will be used for both censuses and sample surveys as frames and as sources of statistical variables. Gradually, the statistical system will become increasingly register-based. The countries in northern Europe have made this transition from a traditional area frame based statistical system into a completely register-based system.
