A Systems Approach to Business Models and Public-private Risk Sharing for Large Scale CCS Deployment

Abstract

This paper builds on insights gained from the attempts to deploy Carbon Capture and Storage (CCS) in Europe over the last ten years and describes results of research into business models and public-private risk sharing for large scale CCS that has been undertaken within two European multi-lateral funded projects: ELEGANCY and ALIGN CCUS. Various techno-economic modelling techniques have repeatably shown that CCS infrastructure is essential for meeting mid-century climate targets at lowest cost, but many questions still remain for both public and private stakeholders on how to facilitate investment in, and deployment of, this infrastructure at the requisite scale. The work presented in this paper highlights the structural need for a whole systems or multi-sectoral design of business models and policy intervention in order to enable efficient and effective risk sharing between governments and private sector investors.
