Spanish Abstract: Este ensayo es un análisis sobre las consideraciones regulatorias que son necesarias para que la Comisión Internacional Contra la Impunidad de El Salvador (CICIES) sea exitosa. Una consideración clave es la necesidad de la CICIES de superar la impunidad estructural dentro del estado salvadoreño y las debilidades del sistema judicial para combatir la corrupción generalizada. Por lo tanto, la CICIES debe tener autonomía técnica, administrativa, regulatoria y legal para realizar minuciosas inspecciones libres de influencias indebidas por parte del estado salvadoreño. Crear la CICIES a través de una asociación como la Organización de Estados Americanos u otra organización multilateral, así como colaborar con la sociedad civil local, puede contribuir al éxito de la CICIES. Sin embargo, la CICIES debería estar sujeta a supervisión parcial del estado, incluyendo auditorías de cuentas regulares. La estructura y el funcionamiento de la CICIES deben ser cuidadosamente considerados para que pueda utilizar exitosamente el sistema de justicia para combatir la corrupción y la violencia que afectan a muchos salvadoreños hoy en día. English Abstract: This paper is an analysis of what regulatory considerations are necessary for an International Commission Against Impunity in El Salvador (CICIES) to succeed. A key consideration is the necessity of a CICIES to overcome structural impunity within the Salvadoran state and the weaknesses in the judicial system to combat widespread corruption. Therefore, a CICIES should have technical, administrative, regulatory, and legal autonomy to conduct thorough investigations free of undue influence from the Salvadoran state. Creating a CICIES through a partnership with the Organization of American States or another multilateral organization, as well as collaborating with local civil society, can help CICIES become a success. However, a CICIES should be subject to some oversight from the state, including regular auditing. The structure and operation for a CICIES should be carefully considered so that it can successfully utilize the justice system to combat the corruption and violence that affect many Salvadorans today.
