Urgensi Peraturan Desa Dalam Penyelenggaraan Pemerintah Desa

Abstract

Abstrak Desa atau yang disebut dengan nama lain, selanjutnya disebut desa adalah kesatuan masyarakat hukum yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal-usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Peraturan Desa adalah peraturan perundang-undangan yang ditetapkan oleh Kepala Desa setelah dibahas dan disepakati bersama Badan Permusyawaratan Desa sebagaimana yang tercantum didalam Undang-undang Nomor 6 Tahun 2014 tentang Desa. Pokok permasalahan dalam tulisan ini adalah: Bagaimanakah urgensi kedudukan peraturan desa dan apa saja materi muatan peraturan desa serta peranan Peraturan Desa dalam kerangka otonomi daerah. Pada dasarnya setiap desa memiliki pola tingkah laku dan kebiasaan masyarakat yang berbeda dalam kehidupan sehari-hari, sehingga perlu adanya suatu aturan yang konkrit dalam desa itu sendiri yaitu berupa Peraturan Desa. Begitu juga dengan Desa Suka Beras, Kecamatan Perbaungan, Kabupaten Serdang Bedagai hari ini, perlu adanya pemahaman atas urgensi peraturan desa dalam kerangka otonomi daerah dan begaimana peranan serta pengimplementasian suatu bentuk aturan yang ada dalam masyarakat. Diharapkan dari Pengabdian Kepada Masyarakat ini, pemahaman masyarakat tentang Urgensi Peraturan Desa Dalam Penyelenggaraan Pemerintahan Desa bertambah, sehingga masyarakat tahu bagaimana suatu aturan itu dibentuk serta seberapa pentingkah aturan itu dibuat. Adanya keinginan masyarakat untuk maju tidak akan jauh dari aturan serta ketaatan akan aturan dan pola tingkah laku dalam kehidupan, karena tolak ukur keberhasilan suatu desa bukan dilihat dari seberapa banyak peraturan yang ada dalam masyarakat, tetapi bagaimana peraturan itu bermanfaat bagi semua masyarakat. Abstract Village or called by another name, hereinafter referred to as village is a legal community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs th ere are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. Village Regulations are statutory regulations established by the Village Head after being discussed and agreed with the Village Consultative Body as stated in Law Number 6 of 2014 concerning Villages. The main problems at paper is : What is the urgency of the position of village regulations and what are the contents of village regulations and the act of Village Regulations in the framework of regional autonomy. Basically, every village has a different pattern of behavior and community habits in everyday life, so there needs to be a concrete rule in the village itself, namely in the form of Village Regulations. Likewise Suka Beras Village, Perbaungan District, Serdang Bedagai Regency today, it is necessary to have an understanding of the urgency of village regulations within the framework of regional autonomy and how the act and implementation of a form of regulation that exists in the community is needed. The method of implementing this Community Service activity is Legal Counseling with material entitled Urgency of Village Regulations in the Implementation of Village Government, which is delivered by the Community Service Extension team to participants in Community Service activities in Suka Beras Village, Perbaungan District, Serdang Bedagai Regency. Hopefully that by this Community Service, public understand about Urgency of Village Regulations in the Implementation of Village Government will increase, so that people know how a rule is formed and how important it is to make it. The existence of the community s desire to progress will not be far from the rules and obedience to the rules and patterns of behavior in life, because the standard for the success of a village can’t seen from how many regulations there in the community, but how the regulations are beneficial for public .
