Abstract


In Mexico, the political constitution guarantees and obligesthe state to provide all its citizens with the human right ofaccess to drinking water for their personal and domesticconsumption. Therefore, the Mexican state must supply drinking water to more than one hundred twenty-three million inhabitants, a task that is not simple and expensive.The supply of drinking water involves a process of catchment,reservoir, conduction by primary pipes, treatment and purification, deposit, pumping to secondary pipes andfinally the direct supply to the population. In the previous context, the Mexican state will require a considerable economic investment so that current and future generations of Mexicans do not lack this vital liquid. Taxes can solve the financing of the supply of drinking water for the following years. This paper presents a financing proposal through taxes to generate the economic resources for this indispensable and vital ordering.
