IMPLEMENTATION OF PARTICIPATORY PLANNING IN MAKING DEVELOPMENT IN TELLUMPANUA VILLAGE, TANTE RILAU DISTRICT, BARRU DISTRICT

 

Abstract


Participatory and sustainable village development planning has a strategic role in the framework of regional autonomy because village development is the basis of national development. Community participation is the main asset for successful development. This paper is a study of the implementation of participatory planning in realizing development and observes the level of community participation in development planning in the village. The research was conducted in Tellfeedua Village, Tanete Rilau District, Barru Regency which is a qualitative descriptive study, namely a study using existing data, indepth interviews with key informants, and open questionnaires to collect data from the community (as regular informants). Overall, the implementation of participatory planning in Tellfeedua Village is not good enough. This can be seen from the absence of regulations or guidelines on participatory planning itself, the lack of community involvement in development planning deliberations held in the village, and there is no conformity of the village development work plan with the needs of the local community. Likewise, the level of community participation in development planning is still lacking. Various improvements to the participatory planning system must be a top priority in Tellfeedua Village, the local government must issue Regional Regulations / Guidelines on participatory planning and as soon as possible disseminate information to the community and especially to the village government, community involvement must be increased in every development process, whether starting from the planning, implementation, to evaluation stages, so that people’s
