Mutations Socio-Spatiales Et Extension Urbaine Au Sud Du Plateau De Sakété (Sud-Est Du Benin)
Abstract
Socio-Spatial Changes And Urban Expansion In The South Of The Plateau Of Sakete (South East Of Benin) R E SUM E L’acceleration du processus d’urbanisation, constatee au Sud du Plateau de Sakete depuis les dernieres decennies, conduit a une mutation socio-spatiale caracterisee par une extension spatiale sans precedent, une forte urbanisation et des habitations qui fragmentent les paysages de maniere irreversible. Cette conquete de l’espace s’explique par les enjeux economiques qui poussent les communautes a s’installer de maniere anarchique en marge des regles urbanistiques. Cette recherche vise donc a evaluer l’extension socio-spatiales au Sud du Plateau de Sakete. L’approche methodologique adoptee comprend trois volets essentiels\xa0: la collecte, le traitement des donnees et l’analyse des resultats. La collecte des donnees a ete faite grâce aux recherches documentaires et enquetes aupres des groupes cibles sur le terrain. Au total, 310 personnes ont ete interrogees par choix raisonne dans 34 villages et 22 quartiers de ville du milieu de recherche. Pendant ce parcours, 8 focus groups ont ete realises et 58 responsables de differents services et structures deconcentres et decentralises ont ete interroges dans les communes. Quant au traitement des donnees, il a ete question du traitement cartographique avec des logiciels tels que Arcgis 10.8, Envi et QGis qui ont servi a l’interpretation des images Landsat 7 ETM, Landsat 8 OLI-TIRS et le DEM de la Mission SRTM au format Geo-Tiff, de resolution spatiale 30 m. Une prevision des unites d’occupation des terres a ete faite a l’horizon 2030 grâce au modele Molusce de QGis. Le logiciel SPSS a ete utilise pour les analyses statistiques. Les resultats obtenus montrent que l’espace urbanise entre 2002 et 2020 est passe de 7343,17 ha a 19471 ha sur un total urbanisable de 47148,28 ha soit une progression de 41,29 % en l’espace de 18 ans. Les predictions pour 2030 revelent que la physionomie du territoire du milieu serait fortement dominee par les agglomerations au detriment des formations naturelles. Ainsi, les agglomerations vont occuper 23574,46 ha soit 50 % de la superficie totale du milieu de recherche. Le croisement des donnees de population et de superficie entre 2002 et 2020, revele que le coefficient de Correlation de Pearson r = 0,959 ce qui traduit une etroite relation entre croissance demographique et mutation spatiale. Le Taux de Consommation des Terres est passe de 1,46 a 1,98 entre 2002 et 2020. L’indice de Gravelius calcule donne k = 147,66 pour l’horizon 2030 avec une vitesse d’urbanisation IV= 0,02. On assistera donc a un etalement soutenu des agglomerations a horizon 2030 avec une forme tres allongee. La physionomie du territoire du milieu serait fortement dominee par les formations anthropiques au detriment des formations naturelles. Toute chose qui peut s’expliquer par une embellie financiere que connaitra les communes du milieu a cause de la fluidite des activites economiques, de la liberalisation du marche foncier qui, a son tour, a eu un impact sur l’evolution spatiale. Face a cette evolution spatiale, une proposition de modele de gestion durable des mutations spatiales a ete faite pour une bonne maitrise des dynamiques urbaines et rurales. ABSTRACT The acceleration of the urbanization process in the south of the Sakete Plateau over the last few decades has led to a socio-spatial mutation characterised by unprecedented spatial expansion, heavy urbanization and housing that irreversibly fragments the landscape. This conquest of space can be explained by the economic stakes that push communities to settle in an anarchic manner on the fringes of urban planning rules. This research therefore aims to evaluate the socio-spatial expansion in the south of the Plateau de Sakete. The methodological approach adopted includes three essential components: data collection, data processing and analysis of the results. Data collection was done through documentary research and surveys of target groups in the field. A total of 310 people were interviewed in 34 villages and 22 city districts in the research area. During this process, 8 focus groups were carried out and 58 officials from different deconcentrated and decentralised services and structures were interviewed in the communes. As for data processing, it was a question of cartographic processing with software such as Arcgis 10.8, Envi and QGis which were used to interpret Landsat 7 ETM, Landsat 8 OLI-TIRS and the DEM of the SRTM Mission in Geo-Tiff format, with a spatial resolution of 30 m. A prediction of land use units was made for the year 2030 using the QGis model Molusce. SPSS software was used for statistical analysis. The results obtained show that the urbanised area between 2002 and 2020 increased from 7343.17 ha to 19471 ha out of a total urbanisable area of 47148.28 ha, i.e. an increase of 41.29% in 18 years. Predictions for 2030 reveal that the physiognomy of the territory in the area will be strongly dominated by urban areas to the detriment of natural formations. Thus, settlements will occupy 23574.46 ha or 50% of the total area of the research area. The cross-tabulation of population and surface area data between 2002 and 2020 reveals that the Pearson Correlation Coefficient r = 0.959, which indicates a close relationship between population growth and spatial change. The Land Consumption Rate increased from 1.46 to 1.98 between 2002 and 2020. The Gravelius index calculated gives k = 147.66 for the 2030 horizon with an urbanization rate IV = 0.02. There will therefore be a sustained sprawl of urban areas by 2030 with a very elongated shape. The physiognomy of the territory of the area would be strongly dominated by anthropic formations to the detriment of natural formations. This can be explained by the financial improvement that the local communities will experience as a result of the fluidity of economic activities and the liberalisation of the land market, which in turn has had an impact on spatial development. Faced with this spatial evolution, a proposal for a sustainable management model of spatial mutations was made for a good control of urban and rural dynamics.
