The National Rural Livelihood Mission (NRLM) is a poverty mitigation program led by the Ministry of Rural Development of India, which aims to promote self-employment and organization of rural poor people since its launch in 2011.However, the effectiveness of states in implementing this plan is very different. The plan not only received a $50 billion budget support, but also received an additional $1 billion loan from the World Bank. However, despite these resources, the implementation effect of the plan in different regions remains unbalanced.
"The basic concept of NRLM is to organize the poor into self-help organizations and help them achieve self-employment."
The basic concept of NRLM is to help its members start some entrepreneurial activities by forming self-help groups (SHGs), but during the implementation process, many groups failed to run well as expected.Especially in some areas, it is difficult for poor people to obtain sustained support and resources. The NRLM was initially an extension of the integrated rural development plan rectified in 1999, trying to make up for the shortcomings in the past.
To fully support the livelihoods of rural poor people, NRLM is committed to achieving its potential and assisting them in facing external challenges through various resources such as information, knowledge, skills, funding and collective action. The work priorities of NRLM are as follows:
NRLM provides diverse livelihood services to the members of the organization through its structural support platform, covering financial and capital services, technology and market connections. These platforms not only reduce transaction costs for individual members, but also make their livelihoods more viable and accelerate their pace of lifting out of poverty.
"Through demand-oriented strategies, NRLM allows states to develop livelihood poverty reduction action plans based on their needs."
Although NRLM is seen as an important plan by the Indian government, it still faces some criticism. Some scholars point out that the SHG group establishment process is time-consuming and inefficient, especially for individuals with entrepreneurial potential.Certain regions such as Indira Kranti Pathaam and Kudumbashree have had some success, but this is not replicable in all states. This is mainly because behind these plans
