A measuring system for characterization of radar-absorbing materials (RAM) with sounding ultra-short electromagnetic pulses (EMP) is proposed. Pulse generation and measurement are considered. Measuring signal processing is discussed. A proposed measuring system allows measurement RAMs characteristics over the frequency range from 0.1 up to 40 GHz.
