Though many countries are still just beginning to grasp the potential uses and impacts of Electronic-government EG, advances in technologies and their applications continue. Observing the proliferation of EG, countries are increasingly turning to the Internet to market their EG system to gain a competitive advantage. However, the effectiveness and efficiency of such online government systems largely depends on the mission of implementing EG. For successful adoption and implementation of EG, it is essential that a country first identify an explicit objective and a specific strategy. We have examined implementation strategies of EG of seven diverse countries whose objectives and mission for implementing EG differ significantly. However, they have the following strategies in common: i extensive application of information and communication technology ICT in the public sector; ii overall reformation of the public sector; iii development of a better quality service structure; and iv more cohesive integration of citizens with government.

ABSTRACT Imputation of censored response data in bivariate experiments with correlated responses has not been adequately addressed in the current literature. In this article, we show several ways of handling and imputing censored response data in bivariate designed experiments. This article introduces an imputation method for censored response data in designed experiments using the conditional expectation of the relevant truncated distribution. The method takes into consideration the dependency as well as the multivariate nature of the response variables. A numerical example is presented. Variations of the method are presented and imputed values are compared with each other and the original data.

Control charts are very popular for monitoring production processes and designed economically to achieve minimum quality costs. This paper focuses on evaluating the performance of genetic algorithm (GA) and simulated annealing algorithm (SAA) in economical design of X control chart. The performances of GA and SAA is demonstrated through a numerical example and the results were compared with Montgomery (1982). To outperform Montgomerys approach the paper dealt with the same example and demonstrate its utility. Duncan model of single assignable cause without taking into account process improvement and statistical properties is adopted to formulate the cost minimising equation and the computation is achieved through Simpsons one-third approximation rule. A comparison between the performance of GA and SAA is also exhibited in this paper.
