Android platform has gained popularity in recent years in terms of market share and number of available applications. Android operating system is built on a modified Linux kernel with built-in services such as email, web browser, and map applications. In this paper, automatic number plate recognition (ANPR) was designed and implemented on Android mobile phone platform. First, the graphical user interface (GUI) for capturing image using built-in camera was developed to acquire car plate number in Malaysia. Second, the preprocessing of raw image was done using contrast enhancement, filtering, and straightening. Next, an optical character recognition (OCR) using neural network was utilized to extract texts and numbers. The proposed ANPR algorithm was implemented and simulated using Android SDK on a computer. The preliminary results showed that our system is able to recognize most of the plate characters by almost 88%. Future research includes optimizing the system for mobile phone implementation with limited CPU and memory resources, and geo-tagging of the image using GPS coordinates and online database for various mobile applications.

This paper discusses the implementation of IPv6 address generation/assignment mechanism proposed in [1] in Dibbler DHCPv6. In the mechanism, each user is assigned with random address which uniquely allocated for his/her exclusive use. It is shown that it can be incorporated into existing Dibbler software and tested under various network topologies. The proposed mechanism will enhance user privacy by dynamic address assignment and yet does not compromise network visibility since users can be traced individually regardless of dynamically changing IPv6.

The Automatic Number Plate Recognition (ANPR) System has performed as the main role in various access control and security, such as: tracking of stolen vehicles, traffic violations (speed trap) and parking management system. In this paper, the portable ANPR implemented on android mobile phone is presented. The main challenges in mobile application are including higher coding efficiency, reduced computational complexity, and improved flexibility. Significance efforts are being explored to find suitable and adaptive algorithm for implementation of ANPR on mobile phone. ANPR system for mobile phone need to be optimize due to its limited CPU and memory resources, its ability for geo-tagging image captured using GPS coordinates and its ability to access online database to store the vehicles information. In this paper, the design of portable ANPR on android mobile phone will be described as follows. First, the graphical user interface (GUI) for capturing image using built-in camera was developed to acquire vehicle plate number in Malaysia. Second, the preprocessing of raw image was done using contrast enhancement. Next, character segmentation using fixed pitch and an optical character recognition (OCR) using neural network were utilized to extract texts and numbers. Both character segmentation and OCR were using Tesseract library from Google Inc. The proposed portable ANPR algorithm was implemented and simulated using Android SDK on a computer. Based on the experimental results, the proposed system can effectively recognize the license plate number at 90.86%. The required processing time to recognize a license plate is only 2 seconds on average. The result is consider good in comparison with the results obtained from previous system that was processed in a desktop PC with the range of result from 91.59% to 98% recognition rate and 0.284 second to 1.5 seconds recognition time.

This paper describes the development of Final Year Project (FYP) Online System in order to support the implementation of Outcome Based Education (OBE). OBE has become a model for learning environment and curriculum design for the educational system. OBE sets obvious educational goals and helps the student to achieve those goals. The proposed system is supporting the OBE in order to make a transparent and objective evaluation of each student which is essential to introduce continuous quality improvement (CQI) as mandated by Engineering Accreditation Council (EAC) in Malaysia. Furthermore, the system enables an effective and efficient FYP administration. Contributing to the education and development of open source, the system will be developed under Open Source Initiative including GNU Linux Ubuntu, Apache for the web server, MySQL for the relation database management system (RDBMS), PHP server scripting and jQuery java script framework which is addressed by Google. Moreover, in order to gain the best quality and the limited time as well, we are using Rapid Application Development (RAD) as our software development life cycle. In conclusion, the aim of this paper is to address the development of FYP online system as an efficient and effective way to support the OBE model.

Since the past decades, many researchers proposed their methods to recognize the vehicle number plate. One of the methods is template matching which is executed in the optical character recognition (OCR) step of the automatic number plate recognition (ANPR) system. In previous researches, many researchers are used a high end desktop PC and high resolution camera to implement the ANPR system. In this paper, the optimization of ANPR algorithm on limited hardware of Android mobile phone is presented. First, various steps to optimize ANPR and OCR block using template matching are described. Our proposed algorithm was based on Tesseract library. For comparison purpose, the template matching based OCR will be compared to Artificial Neural Network (ANN) based OCR. The optimization on ANPR was performed as currently there is no image processing tool available on the standard Android mobile phone. By optimization of ANPR, many advantages could be achieved, such as higher recognition accuracy, less resource consumption, and less computational complexity. Results on 30 images showed that the recognition rate was 97.46% while the processing time was 1.13.

This paper presents the development of a mobile based voter information management system for the 2014 Indonesian Presidential Election with regard to the case of the Indonesian voters in Malaysia. The growth of the number of smart phone users across the whole world has significantly increased over the last decade, especially in Asia. In keeping with this situation, the need for information has also indicated an ascending trend. One of smart phone advantages is the ability to meet the information needs of users by providing mobile applications with high portability.
