Purpose – This purpose of this paper is to synthesize and propose the indicators of knowledge management capability (KMC) in different knowledge management (KM) processes to assess KM effectiveness. It also intends to provide useful indicators for those who are interested in the study of KMC to create effective KM, who can utilize the aforementioned indicators as guidelines in the development of empirical definitions by testing them.Design/methodology/approach – This paper is a literature review research, through which indicators of KMC for KM effectiveness are synthesized, utilizing related documents, literature and other research studies and the characteristics of which are evaluated by the KM experts as specified in qualitative research.Findings – The results of the research suggest two main aspects of KMC for KM effectiveness: first, a resource‐based perspective, which comprises technology, structure and culture; and second, a knowledge‐based perspective, which comprises expertise, learning and inform...

Fostering innovation in a mature company can often seem like a swim upstream—the needs of the existing business often overwhelm attempts to create something new. Mature companies understand that to compete today they need to innovate. But finding sources of innovation while still paying attention to the current business can be a struggle. Open innovation has played an important role to drive the new business in 21th century. Academic research commercialization may be challenged by the faculty members’ academic routines, institutional priorities, and faculty retention. In order to undertake applied research, university scientists must spend a certain amount of time each period to keep up with the latest scientific developments and absorb new ideas. Because almost all faculty members have teaching responsibilities, many of them fear that participation in the protection and commercialization of Intellectual Property Rights is time consuming. There are lots of basic researches focuses on polylactic acid (PLA), the most promising bioplastics, however that is still far behind the commercialization step. The close innovation system may take longer time to achieve excellence in its technology under fierce competition environment. This study illuminates the complexities and challenges involved in managing innovation toward specific results. These challenges seem to result, in part, from the multidisciplinary nature of R&D work, it associated with r isks, uncertainty and non-linear processes. One of the finding in this study is that many of the factors that drive innovative bioplastic industry are derived in collaboration with technology push and demand pull. The study’s findings contribute to our understanding of consumer attitudes towards ‘Green’ products such as bioplastics. Most critical in this respect is whether such products make economic sense for a company. This study may provide some guidelines to support development of a concrete direction for PLA under open innovation atmosphere.

Purpose – The purpose of this paper is to study the criteria of R & D commercialization capability by using the successful cases from government research institutes. Design/methodology/approach – The data were collected from 272 entrepreneurs and researchers with a structured questionnaire. The data analysis was carried out by the structural equation modeling (SEM). Findings – The research results revealed that there are six criteria for R & D project commercialization capability, these are arranged according to the significance; marketing, technology, finance, non-financial impact, intellectual property, and human resource. Moreover, the evaluator’s roles, both researchers and entrepreneurs, effect the level of criteria for consideration. Research limitations/implications – This research is derived from samples form voluntary participants from the disclosed lists in the governmental research institutes. Although SEM results provide weight for each R & D commercialization capability that would be the firs...

The purpose of this research was to study the research and development (R&D) evaluation process situation and identify criteria for commercialization capability in Thai government in research institutes. The data were collected by in-depth interviews and purposive sampling is deployed. Series of interviews were conducted with 14 Thai experts from all the eight Thai government research institutes which stipulated R&D commercialization as their mission. The research results revealed that most of Thai R&D institutes focus on basic research; hence, the developed technology does not fit to the industrial demand. This paper hence suggested that the research institute should set the research agenda based on market together with technology driven. To assess the commercialization capability, six criteria for R&D project commercialization capability are technology, marketing, finance, intellectual property, resource, and beneficial impact should be considered but at different level relates to R&D development process. This paper is based on innovation theory to decrease the ambiguous subjectivity of Fuzzy expert system. Moreover, the proposed model explains major criteria to be used at each R&D development process to ensure commercialization capability.

Social networking is rapidly growing so much so that it has become a driving force for governments to access data which allows citizens without any restrictions over the Worlds social media. In 2015, the Thai government released a three year Digital Government Development Plan. This plan is a performance guideline of the e-government and for the open government data of the country. Several countries have conducted research on the Open Government Data Assessment but their research does not suit the context of Thailand. Therefore, the purpose of the present review and research presentation is to assess and evaluate the degree of development of the Open Government Data components that exist in the country. The methodology used in the evaluation and validation of this research consist of interviewing officials of top government management agencies responsible for e-government and the Digital Government Development Plan in Thailand. This research identified nine key components: Policies and Plans, Laws and regulations, Organization, Enterprise architecture, Capabilities enhancement, Open government principles, Technology infrastructure, Innovation and participation of citizens. The purpose of this research is to develop criterion to assess the potential of community enterprises and to evaluate them empirically. The methodology used mixed methods, semi-structured interviews expertise and survey questionnaires. Data were analysed using confirmatory factor analysis. The results demonstrated 11 factors and 33 indicators to assess and solve operations of the community enterprise, this research identified factors of philosophy of sufficiency economy and sustainability in the criterion as these perspectives become the key activity to achieve competitive advantage. The result can be applied for the community enterprise and will be beneficial for the Royal Thai Government. This study will also benefit other countries with similar circumstance as Thailand.
