Saudization (Localization) – A critical review

Abstract This paper introduces the concept of Saudization and critically reviews its existing and potential impacts and consequences. It identifies that Saudization has positively contributed to reducing the overall percentage of foreign labor. However, there have been some difficulties, such as a decline in competitiveness among regional business companies with respect to a business friendly environment, and reduced direct foreign investment, which influenced the reduction of the tax on foreign investors. Saudization should place importance on skill development among Saudi nationals by strengthening educational and vocational training, and providing time-specific incentives, rather than relying only on a quota system. Saudization should be implemented more through market forces and incentives. Collecting comprehensive information on the nature and magnitude of Saudi unemployment could be a first step in developing appropriate Saudization policies. This paper suggests appropriate coordination and consultation between the government, the private sector and the public at large, so that any policies on Saudization become more easily acceptable and executable in both the public and private sector.

A communicative planning approach to combat graduate unemployment in Saudi Arabia

Abstract This paper introduces and critically reviews the Saudi education and unemployment situation. It sets out the specialized nature of issues regarding education and unemployment which are seldom found in other countries. The governmental efforts and subsequent results in the employment sectors are investigated to illustrate the reasons behind prevailing and expected future graduate unemployment. In addition, this paper proposes the application of a combination of a rational planning model and the concept of communicative rationality in solving the problem of graduate unemployment in Saudi Arabia. It asserts the need for comprehensive data on the nature and magnitude of unemployment, and adequate consultation with all the stakeholders including the private sector. A brief survey conducted among the graduates of King Fahd University of Petroleum & Minerals (KFUPM) reveals that, while they are competent and easily absorbed into the market, the scenario is not the same for other educational institutions. Similar studies for other educational institutions will facilitate an understanding of the extent of coordination with the job market. A study is being conducted to enhance the creation of a link between the market demand for educational programs and programs offered by educational institutes.

Analysis of factors influencing the selection of college majors by newly admitted students

The selection of a college major is an important decision that must be made by all college students. This selection has a major impact on the individual, his/her family, and the country at large. There are many influencing factors that affect the selection of majors by students. These factors include interest in the major, peer pressure, family pressure, academic ability, the majors reputation, job availability, job salary, the majors prestige, employment in public or private sector, and others. This study was conducted on 412 new orientation students at King Fahd University of Petroleum and Minerals, and on 35 students who selected a major in the College of Environmental Design. The study revealed that the most important factors on the whole were job availability, prospective salary, social status and prestige of the major, in that order. It also revealed that peer and family pressure has little influence on the students in selecting their majors. It also revealed that in the selected group of students in the College of Environmental Design, interest in the major was the most outstanding factor, with personal ability, job availability, salary and prestige of the profession coming later, in that order. Universities having low enrollment in certain programs could focus their advertising to prospective students on these factors to make such programs more appealing.

The role of the private sector towards Saudisation (localisation)

This paper introduces the concept of Saudisation and briefly reviews its existing and potential impacts and consequences. The Saudi Government embarked on the Saudisation of the workforce as a strategic objective to nationalise the workforce and tackle the problem of unemployment among the nationals. The governmental policy seeks to force the private sector to hire more Saudis, to establish a priority for hiring the domestic workforce without relying on market forces and incentives. This paper emphasises on the extent of participation of the private sector and the fundamental reasons which are contributing in the unwillingness to actively participate in the Saudisation programme. It also investigates the measures which might help increasing the participation of the private sector. This paper recommends adopting a participatory approach in policy-making process regarding Saudisation where the private sector can participate actively with other counterparts.

A forecasting methodology for academic manpower requirements in a small sized technical university

The operation of any organization depends on the supply of its manpower, and forecasting manpower needs is an essential part of the future strategic planning. Higher education in no exception, and academic manpower requirements constitute a crucial sector of the human resources development in the country. Subsequently, a simple, reliable yet rigorous method for forecasting such academic, manpower requirements becomes a major element in any strategic planning effort. In this paper, the Stepwise Regression Analysis technique is suggested as a reasonable and reliable forecasting method for a small sized technical university. King Fahd University of Petroleum and Minerals (KFUPM) is used as an example for the application of the technique. The correlation established using the PC based Statgraphics software, was significant enough to justify confidence in the use of that technique. This method provides an attractive option for planners to develop reasonable forecasts for the decision makers.

A futuristic discourse of higher education system linkages with the labour markets in the Kingdom of Saudi Arabia

This research paper reports on the policy analysis of higher education policy debate together with a survey conducted among the alumni of College of Environmental Design (CED) at King Fahd University of Petroleum and Minerals (KFUPM). The Kingdom of Saudi Arabia (KSA) is accelerating its development procedures in all levels with the priority towards the human resources development (HRD). On account of which, the Government of KSA established schools, universities and training centres in every city to reduce the augmented reliance on the rising foreign workforce that is in many ways creating unemployment among the Saudi labour. This research emphasises to explore the linkages and gap between the higher education system in KSA and the facts behind the employer demands for skilled human resources in the labour market. This is concluded by making a futuristic recommendation aimed at facing the challenge of protecting local workforce from being unemployed.

An application mechanism for a GIS-based maintenance system: The case of KFUPM

Maintenance of available facilities is highly dependent upon the efficient use and manipulation of a huge amount of spatial data. The recent past has observed a world-wide increase in the use of computers to effectively maintain the available facilities. In this context Geographic Information Systems (GIS) have evolved as an efficient tool to improve the efficiency in the daily affairs of maintenance. The current manual technique used in most large establishments to handle spatial data is inefficient, time consuming, difficult to use and quite expensive. The maintenance department is a major area which uses the same manual technique in solving its day-to-day problems. This study is an endeavor to develop an application mechanism for a GIS-based maintenance system based on a study at King Fahd University of Petroleum and Minerals, Dhahran, Saudi Arabia.

A GIS based assessment of urban sprawl in North Khobar

Urban sprawl has turn out to be an issue of worldwide interest, mainly because of its alleged negative impacts on the social, economic and environmental aspects of the city. Many studies indicate that it is the pattern, density, and rate of new urban growth that leads to sprawl. The proportion of the total population in a region to the total built-up area of the region is a measure of quantifying sprawl. This paper presents a quantitative method to analyse urban sprawl based on computation of indicators and GIS techniques. It was found out that for the study area the percentage change in the built-up area (1980-2005) was 14 times higher than the percentage change in the population growth, and also with the analysis capabilities in GIS, it determined the patterns and densities of new growth thereby classifying some of those areas as sprawl patterns.

Assessment of the summer program at King Fahd University of Petroleum and Minerals (KFUPM) in Saudi Arabia: directions for development

This study reports the findings of a survey of the perceptions of faculty and students regarding the effectiveness of the summer program at KFUPM. In this study the objective was to identify the concerns of faculty and students about the summer program and suggest possible policies for development. Information was collected using a questionnaire. Students were given 200 questionnaires to fill out and 160 were completed and returned (80% response rate). Faculty on the other hand, were given 70 questionnaires to fill out and 35 were completed and returned (50% response rate). From the study, it was concluded that the summer program should not offer courses that require a long time to develop skills. It should only be conducted as a supplementary semester to help those, unable to complete their course work successfully during the regular semesters, or improve their skill, which indirectly affect the overall completion of their degrees. The study revealed that there were some concerns about the summer program that need to be addressed by the university administration. It also highlighted the need for the introduction of relevant policy measures for the efficient operation and development of the summer program at the university.

Building related PV systems in GCC countries: A SWOT analysis

The Gulf Cooperation Council (GCC) countries have over 50% and 30% of global oil and gas reserves respectively and have therefore traditionally relied on fossil fuels to meet all their energy requirements. In recent years however there has been a realization to diversify their energy mix and tap on their rich solar energy potential. While buildings account for as much as 80% of the total national power generation in these countries, the emphasis thus far has been on large scale solar energy projects. The article examines the prospects of application of PV in building by undertaking a strength, weakness, opportunities and threat (SWOT) analysis. In this respect wide ranging technical, cultural, economic and policy related factors have been highlighted. A modeling exercise has also been undertaken to examine the rooftop applicability of PV in residential buildings. Underlying examples from developed countries, the paper concludes with policy recommendations to promote the application of solar.
