In the last few years, Inner-Erzsebetvaros (the inner part of Budapest, near to the city cen- ter) has experienced construction works in such a large scale that, taken into account the ratio of empty plots and houses permitted to demolish, might bring forth the total transformation of both the physical and the social image of the area. The study analyses changes in the social status of the area in the past years; the views of present residents on renewal; the way the repeatedly announced and delayed city renewal plans affect their lives. We present processes which seem to make gentrification inevitable, interests advocating such a process, and interests being overshadowed in policy-making. The analysis is based on data of the 1990 and 2001 population census, and a survey conducted in 2005.

The city development is determined partly by spontaneous processes generated by the capitalist market economy and also by urban policy and planning. As a consequence of these processes some groups of the society gain advantages while others suffer damages. When we try to analyse sociologically the urban policy and planning our focus is not on realised physical results, but on the system of explicit or hidden social interests, power relations and conflicts. (How it is related to external interests and power structures, how much it is capable of autonomous it functioning and representing its own ethos, when and how much it serves or is exposed for the stronger power structures around it.) In this study we start to unfold this very complex issue — for the sake of simplicity called: the sociology of urban planning — with the research of publicity and public participation.

The situation of Budapest and its agglomeration is a good example how the change of the political-power structure effects social relationships. In the last few years between the two fields more closer connection and interaction was developed than earlier. These changes make it reasonable to analyse how can we understand the spatial dimension of urban society, when we carry out our survey not simple within the administration border of the capital, but we examine both the capital and its agglomeration. The first question of the study is how can we understand the spatial dimensions of social processes within the area of the capital and its agglomeration. In other words we analyse that the spatial segregation of high and low status strata in what extent step across the settlement borders and what kind of patterns do the risks of the poverty concentration have during such research.

ABSTRACT The relationship between urban planning and tourism consumption is presented through one of the most attractive and popular districts of Budapest (District VII). Budapest is the capital city of Hungary and has a population of 1.7 million inhabitants making it one of the largest metropolitan regions in Central Eastern Europe. Budapest is typical of many other post-socialist cities in that its urban development process has followed a somewhat different trajectory from many Western European cities until recently, for example the relatively slow rate of gentrification in the post-socialist years. The paper will focus in particular on one central district of the city (VII) which currently contains a high concentration of hospitality and entertainment facilities (especially ‘ruin pubs’) and attracts a large numbers of tourists. The planning and development history of the district will be explained, including many controversies and conflicts which have arisen over the years. In addition to analysing the significance of the areas’ heritage and the intensive growth of the creative industries, the paper will also provide a case study about the Budapest-specific ‘ruin bar’ phenomenon, as well as data on the global issue of Airbnb, which is becoming an extremely topical and controversial issue in many other cities in the world today. ‘Ruin bars’ and Airbnb represent local and global examples of tourism consumption which have flourished despite or even because of an unstructured, often unregulated urban planning system. Through this examination, two main questions are addressed: to what extent has planning (or a lack of it) influenced urban development and the new trends of international tourism in Budapest? and what role has tourism played in the transformation of a central district within the inner city?

In Hungarys housing system, home ownership has become the dominant tenure, covering 85%–90% of the housing stock after the first decade of intensive privatisation in the 1990s. Mortgage loans were heavily subsidised between 2000 and 2004 as a part of pro-homeownership housing policy. After cutting the subsidies in 2004 (as the cost of the subsidy programme was unsustainable), the tenure preferences of households have not changed: the low interest rate, high risk foreign exchange mortgage became the typical loan product. After 2008 the housing and mortgage market collapsed: new construction decreased by 70%--80%, housing transactions plummeted, house prices decreased and mortgage arrears become a huge social problem. The mortgage crises proved that homeownership could be as risky and unpredictable as renting. It is expected that there will be a shift in tenure choice as a consequence of the mortgage crisis. The paper sets out to assess if stakeholders in the housing sector (households, government, banks, etc.) will learn from these experiences, and start showing a stronger preference and support for renting, which could result in a more balanced tenure structure and more stable housing system.
