Scenario analysis of the Jakarta Coastal Defence Strategy: sustainable indicators impact assessment

Akhmad Hidayatno; Aninditha Kemala Dinianyadharani; Aziiz Sutrisno

As the capital of Indonesia, Jakarta suffers rising pressure on land availability due to its rapid economic and population growth. To sustain its growth, The Indonesian government planned a giant sea-wall land reclamation project as a primary solution in the North of Jakarta, named Jakarta Coastal Defense Strategy (JCDS) or also known at the national level as the National Capital Integrated Coastal Development (NCICD). The project mainly intended to provide new territory for residential and commercial area as well as protection against rising sea level. This paper aims to analyse the impact of the JCDS development in terms of Jakartas economic, social and environmental indicators. The research employed system dynamics model to overview several plausible policy scenarios. The result shows trade-offs on different sustainable indicators based on corresponding scenarios which are beneficial for policy discussion.

Competitiveness of Utility-Scale Wind Farm Development with Feed-In Tariff in Indonesia

Bimo Adi Kusumo; Akhmad Hidayatno; Armand Omar Moeis

Indonesia needs additional 35,000 MW electricity power generation capacity to support the economic development to 2020, and at the same time, Indonesia must increase the portion of renewable energy in the energy mix up to 23% by 2025. Wind farm investment in Indonesia is facing a stalemate due to high risk and the lack of investment assurance in Indonesia. With the aim to increase the wind penetration in Indonesian energy market, this research assesses the competitiveness of wind energy compared to other energy sources by considering the wind farm potential in Indonesia. As an archipelago with five major islands, Indonesia has a unique opportunity to develop wind farm industry. This paper presents a research progress on comprehensive review of wind energy potential in Indonesia and their ability to compete with existing fossil-driven energy market. In this research, a Feed-in Tariff (FIT) policy is simulated as leverage policy to jump-start the development of wind farm in Indonesia. Results show that some part of Indonesia has a good potential for wind energy, and it is competitive enough to provide power cheaper than diesel and gas power plant with the use of FiT policy. However, it could cause a mixed of negative and positive impact to the stakeholders which should be addressed to induce the development of wind farm industry.

Motor grader route and schedule optimization in coal mine haul road maintenance

Denny Kumiawan; Komarudin; Akhmad Hidayatno

Maintenance of mine haul road generally use motor grader. Maintenance of haul road is needed because the surface of the haul road is designed without asphalt/concrete pavement and heavy loaded vehicles so that it has a short durability. Maintenance is done to keep the haul road in good service performance. Poor haul road performance will impact on increasing production costs and decreasing mine productivity. Differences in quality and traffic density among haul roads requires a systematic maintenance process. The current mine haul road maintenance scheduling is generally only based on the knowledge of operators and field supervisors, and observation of current road conditions, so haul road maintenance has not been run systematically. There is no approach that can be used specifically in scheduling haul road maintenance. This research discuss about Motor Grader Route and Schedule Optimization in Coal Mine Haul Road Maintenance. The optimization model in this study was designed using Bandit algorithm. The solution of the designed optimization model results in delays in haul road maintenance is about 40%–70% better than randomly generated solutions.

Bi-objective optimization for Indonesian container terminal planning

Rizka Rhomadona; Komarudin; Akhmad Hidayatno

Increased number of container shipping nowadays, brings new challenges for container terminal to improve their operational performance. In addition with the increase of competition between ports, optimal and integrated planning will help terminal to face those challenges. This research studies about optimizing an integrated planning of the container terminal in Indonesia, using a bi-objective optimization method to minimize time violation, and also operational cost of terminal. The result of this research is a model which already adjusted with terminals real operational condition, so it would be applicable and could help terminal for increasing their performance.

Financial analysis of integrated biodiesel industry in Indonesia

Akhmad Hidayatno; Yuri M. Zagloel; Widodo Wahyu Purwanto; Aziiz Sutrisno

As the largest palm oil producer in the world, Indonesia has the opportunity to develop biodiesel from excess palm oil production. The government is pushing forward the production of biodiesel by inviting private sectors to develop the biodiesel industry. However, the unattractive biodiesel market price causing a not promising trend. One idea to upswing the downtrend is to establish an integrated biodiesel industry covering the whole production chains, from palm plantation, crude palm oil (CPO) factory to biodiesel factory. The idea is based on premise that from an integrated chain, the biodiesel producer can benefit from considerably lower CPO production cost. To evaluate this idea, we need to measure objectively the attractiveness of biodiesel as an investment, by developing a detailed bottom up financial model. Based on our model, development of an integrated biodiesel industry is still not financially feasible with the current diesel market price, shown by two major financial indicators: the internal rate of return and net present value. To achieve the national target, government will have to provide support for the industry by developing a strategic plan taking into account the important factors shown by the model: land productivity, extraction rate and the dangerous delay effects.
