Lithuanian road safety solutions based on intelligent transport systems

Abstract The rapid growth of traffic intensity was predetermined by the dynamic change in the number of cars and the need for carriage. Vehicle congestion and high risk of accidents result in disappointment of many drivers and public transport users, causing psychological tension and increasing the accident rate. The accident rate is one of key indicators that help measuring processes of the transport system and its development. With the help of various road safety solutions, the modern world aims to ensure safe transportation and achieve reduction in the number of traffic accidents. Just as any other country, Lithuania is focusing on these issues as well. Research of competitive environment of Klaipėda Seaport comparing to other seaports in the eastern Baltic Sea region

Abstract Constructive and systematic management of a seaport may determine its successful competitive ability in the international market. The analysis of competitive ability of Klaipėda Seaport highlighted its weakest points, influencing the overall competitiveness of the port. The encouragement of port competitive ability is often stressed, however, there is a lack of methodologically based competitive models that include all key factors determining port competitive ability. The current paper gives stages of evaluation both the significance of indices and the importance of criteria in the international market allowed us to determine factors that have an impact on port competitive ability mostly. The method, allowing to predict cargo flows, was used in the description of scenarios for the encouragement of port competitiveness. Algorithm for the assessment of heavyweight and oversize cargo transportation routes

The improvement of transportation systems and technologic equipment leads to changing technical capabilities of this equipment. With the development of technologies, industrial development is also inevitable, resulting in correspondingly increasing need of transportation of HeavyWeight and OverSize (HW/OS) cargo. The application of a systematic approach in HW/OS cargo transportation processes allows reducing costs of delivery of such a cargo several times, which leads to a dramatic change of economic development and investment attraction conditions. Thus creating a system of criteria for the selection and assessment of HW/OS routes, which would allow selecting the most appropriate route of transportation in terms of cost and time, is expedient for this reason. The algorithm for the assessment of HW/OS cargo transportation routes will be drawn up in this article. This algorithm enables an objective evaluation of HW/OS transportation processes comparing different modes of transport, route segments, cargo transportation and cargo handling technology, and it can be practically applied to any territory.

Analysis of the accidents and incidents occurring during the transportation of dangerous goods by railway transport

The article examines the accidents and incidents taking place while transporting dangerous goods by railway transport. The paper presents and considers research results indicating the way the respondents estimate the main factors related to risk in rail transport. Also, the correlation of the annual losses encountered by enterprises due to accidents and the losses caused by other factors are analysed. The work suggests recommendation measures for reducing accidents in railway transport while shipping dangerous cargoes.

Methodology of Selection of Heavy and Oversized Freight Transportation System

Abstract Dynamically changing economic conditions influence the growing demand of various freights transportation. Inevitably, the demand for heavy and oversized freight transportation is increasing, which is quite problematic. In many cases, it is very difficult to standardize the technology of heavy and oversized freight transportation. Decisions are necessary, which would allow to deliver heavy or oversized freight to the destination place, allocating fewer funds as possible for infrastructure improvements, choosing the most appropriate mode of transport for such freight transportation or using advantages of multimodal (combined) transport. In this article there will be selected methodology of heavy and oversized freight transportation system, carrying heavy and oversized freight by road transport. There will also be made an approval of this methodology, based on a hypothetical route within Lithuanian territory.

The paper presents various scientific interpretations of the concept of competition, the concept of a competitive environment, methods and models of competitive environment assessment and the competition factors that influence the activities of the company are presented as well. According to this literature assessment, the analysis of competitive environment of passenger transportation of JC “Lithuanian Railways” was carried out and the forecast of passenger transportation was provided for all modes in 2017–2021.

Analysis of clusterization and networking processes in developing intermodal transportation

Abstract Analysis of the processes of clusterization and networking draws attention to the necessity of integration of railway transport into the intermodal or multimodal transport chain. One of the most widespread methods of combined transport is interoperability of railway and road transport. The objective is to create an uninterrupted transport chain in combining several modes of transport. The aim of this is to save energy resources, to form an effective, competitive, attractive to the client and safe and environmentally friendly transport system. Under the modern conditions of globalization and integration into the European Union, the processes of networking are becoming increasingly important. In the context of intensive changes in the life of the society and business development processes, networking processes inevitably make influence on intermodal transportation. Therefore, the processes of clusterization, networking and integration have a significant impact on international economic area, including the development of a single social, scientific, technological information and transport system.

The solution of customs posts management problems at railway border stations

Transportation problems occurring at customs posts at railway border stations can be addressed by the analyzing the origin of the problems and any environmental impacts of optimizing transportation processes, applying the principles of management theory, creating a model of customs posts operations, and using calculations to determine the technical capacities of the customs posts. The article first discusses the principles of the theory of management, followed by an analysis of the management of complex technical systems. It next proposes a method for solving transportation problems at railway border stations on the basis of time definition analysis. A model is proposed for managing customs posts operations and technical capacities are determined.

The Influence of the European Union Member States on Developing the Haulage of Hazardous Cargo in Lithuania

Abstract Technological development inevitably increases the number of hazardous cargo in the European Union. The essential problem of the haulage of hazardous consignment deals with insufficient safety. The topic seems to be relevant due to importance to ensure the safety of carrying hazardous cargo, since while transporting such materials, a certain possibility of a negative impact on nature, peoples health and safety occurs. This article assesses the current situation of the haulage of hazardous cargo in Lithuania and investigates activities of developing the possibilities of the haulage of hazardous cargo in the countries of the European Union (EU). The conduced research on transport organizations in the EU countries helped with evaluating safety remedies and with ensuring the safe haulage of hazardous cargo used by particular organizations as well as suggested the kinds of transport used for transporting hazardous cargo.
