Price elasticity of water allocations demand in the Goulburn–Murray Irrigation District

Sarah Ann Wheeler; Henning Bjornlund; Martin Shanahan; Alec Zuo

Bid prices for the demand and supply of water allocations between 2001 and 2007, and average monthly prices paid for water allocations from 1997 to 2007 in the Goulburn-Murray Irrigation District are analysed to estimate price elasticities. Based on bid prices, the price elasticity of demand for water allocations appears highly elastic, with elasticities strongly influenced by the season and drought. The price elasticity of supply for water allocations is also elastic, albeit less elastic than demand. Using actual prices paid, water demand is negatively related to price and is inelastic, and appears to be most influenced by demand the previous month, drought and seasonality factors. Measuring Price Elasticities of Demand and Supply of Water Entitlements Based on Stated and Revealed Preference Data

Estimates of price elasticities of water entitlements (known as permanent water or water rights in the United States) are complicated by data limitations and problems of endogeneity. To overcome these issues, we develop an approach to generate stated preference data and combine them with revealed preference data to estimate price elasticities from various types of water entitlement sales in the southern Murray-Darling Basin, Australia. Our results suggest that price elasticities of demand and supply of high security water entitlements are inelastic in the relevant market price range between AUD

2,100 per mega-liter, and that supply is relatively more inelastic than demand. For lower reliability water entitlements, the price elasticity of demand is estimated to be even more inelastic than high security water entitlements. The price elasticity of supply for general security water entitlements is similar to high security water entitlements, while the supply of low reliability water entitlements is extremely inelastic for our data set. The comparison between the stated and revealed preference data provides strong evidence of support for a data fusion approach; nevertheless, some differences in water sale preferences were found for irrigators choosing not to sell all of their water. The consistency of our results signals support for the use of this methodology in other water basins around the world.

EFFECTS OF A CHILD'S DISABILITY ON AFFECTED FEMALE'S LABOUR SUPPLY IN AUSTRALIA

Zeng-Hua Lu; Alec Zuo

Abstract This study provides an overview of extension influence on the adoption of irrigation innovations in developed and developing countries, and finds that extension plays a more significant positive role in influencing soft technology adoption in developing countries. Case studies on the nature, use and availability of extension advice in six irrigation schemes in Tanzania, Mozambique and Zimbabwe are presented. The use of government extension officers varied significantly, with extension use not linked to farm outcomes. The results suggest the need to support more diverse sources of advice and to promote institutional reform in south-eastern Africa.

The impact of drought and water scarcity on irrigator farm exit intentions in the Murray–Darling Basin

Sarah Ann Wheeler; Alec Zuo

Interaction with nature has a range of significant health, ecological and economic benefits and a number of governments are implementing policies to increase humans’ engagement with nature. Using a large nationally representative survey sample in Australia, this study provides a detailed comment on the feasibility of such a policy, as well as contributing to an understanding of the characteristics of individuals who engaged in one or more of five dimensions of nature interaction, namely: nature engagement; conservation participation; nature advocacy; environmentally friendly purchasing and future engagement with nature conservation. The results indicate that age, income, education, marital status and household structure are all important influences on various types of nature engagement. It is suggested that increasing opportunities for young people to interact with nature is important, as well as supporting older peoples involvement in conservation, plus focusing on the need to target and direct various policies.
