The digital divide shifts to differences in usage

In a representative survey of the Dutch population we found that people with low levels of education and disabled people are using the Internet for more hours a day in their spare time than higher educated and employed populations. To explain this finding, we investigated what these people are doing online. The first contribution is a theoretically validated cluster of Internet usage types: information, news, personal development, social interaction, leisure, commercial transaction and gaming. The second contribution is that, based on this classification, we were able to identify a number of usage differences, including those demonstrated by people with different gender, age, education and Internet experience, that are often observed in digital divide literature. Internet Skills and the Digital Divide

Because of the growing amount of information on the internet and people’s increasing dependence on information, internet skills should be considered as a vital resource in contemporary society. This article focuses on the differential possession of internet skills among the Dutch population. In two studies, an in-depth range of internet skills are measured by charging subjects assignments to be accomplished on the internet. Subjects were recruited by applying a random stratified sampling method over gender, age, and education. While the level of operational and formal internet skills appeared quite high, the level of information and strategic internet skills is questionable. Whereas education appeared an important contributor to all skill levels, age only appeared a significant contributor to operational and formal skills. Using the Internet: Skill related problems in users' online behavior

This study extends the conventional and superficial notion of measuring digital skills by proposing definitions for operational, formal, information and strategic skills. The main purpose was to identify individual skill related problems that users experience when navigating the Internet. In particular, lower levels of education and aging seem to contribute to the amount of experienced operational and formal skill related problems. With respect to information skills, higher levels of education seem to perform best. Age did not seem to contribute to information skill related problems. Results did reveal that age had a negative effect on selecting irrelevant search results. Individual strategic Internet skill related problems occurred often, with the exception of subjects with higher levels of education. Younger subjects experienced far less operational and formal skill related problems, but there was no difference regarding information and strategic skill related problems.

Modeling habitual and addictive smartphone behavior

We investigate indicators of habitual and addictive smartphone behavior.Process and social related smartphone usage are strong determinants.Social stress has a positive influence, self-regulation a negative.Emotional intelligence did not have an influence.Age has a negative effect on habitual or addictive smartphone behavior. The present study investigates the role of process and social oriented smartphone usage, emotional intelligence, social stress, self-regulation, gender, and age in relation to habitual and addictive smartphone behavior. We conducted an online survey among 386 respondents. The results revealed that habitual smartphone use is an important contributor to addictive smartphone behavior. Process related smartphone use is a strong determinant for both developing habitual and addictive smartphone behavior. People who extensively use their smartphones for social purposes develop smartphone habits faster, which in turn might lead to addictive smartphone behavior. We did not find an influence of emotional intelligence on habitual or addictive smartphone behavior, while social stress positively influences addictive smartphone behavior, and a failure of self-regulation seems to cause a higher risk of addictive smartphone behavior. Finally, men experience less social stress than women, and use their smartphones less for social purposes. The result is that women have a higher chance in developing habitual or addictive smartphone behavior. Age negatively affects process and social usage, and social stress. There is a positive effect on self-regulation. Older people are therefore less likely to develop habitual or addictive smartphone behaviors.

Does the eHealth Literacy Scale (eHEALS) Measure What it Intends to Measure? Validation of a Dutch Version of the eHEALS in Two Adult Populations

Background The Internet increases the availability of health information, which consequently expands the amount of skills that health care consumers must have to obtain and evaluate health information. Norman and Skinner in 2006 developed an 8-item self-report eHealth literacy scale to measure these skills: the eHealth Literacy Scale (eHEALS). This instrument has been available only in English and there are no data on its validity. Objectives The objective of our study was to assess the internal consistency and the construct and predictive validity of a Dutch translation of the eHEALS in two populations. Methods We examined the translated scale in a sample of patients with rheumatic diseases (n = 189; study 1) and in a stratified sample of the Dutch population (n = 88; study 2). We determined Cronbach alpha coefficients and analyzed the principal components. Convergent validity was determined by studying correlations with age, education, and current (health-related) Internet use. Furthermore, in study 2 we assessed the predictive validity of the instrument by comparing scores on the eHEALS with an actual performance test. Results The internal consistency of the scale was sufficient: alpha = .93 in study 1 and alpha = .92 in study 2. In both studies the 8 items loaded on 1 single component (respectively 67% and 63% of variance). Correlations between eHEALS and age and education were not found. Significant, though weak, correlations were found between the eHEALS and quantity of Internet use (r = .24, P = .001 and r = .24, P = .02, respectively). Contrary to expectations, correlations between the eHEALS and successfully completed tasks on a performance test were weak and nonsignificant: r = .18 (P = .09). The t tests showed no significant differences in scores on the eHEALS between participants who scored below and above median scores of the performance test. Conclusions The eHEALS was assessed as unidimensional in a principal component analysis and the internal consistency of the scale was high, which makes the reliability adequate. However, findings suggest that the validity of the eHEALS instrument requires further study, since the relationship with Internet use was weak and expected relationships with age, education, and actual performance were not significant. Further research to develop a self-report instrument with high correlations with people’s actual eHealth literacy skills is warranted.

Internet Skills Performance Tests: Are People Ready for eHealth?

Background Despite the amount of online health information, there are several barriers that limit the Internet’s adoption as a source of health information. One of these barriers is highlighted in conceptualizations of the digital divide which include the differential possession of Internet skills, or “eHealth literacy”. Most measures of Internet skills among populations at large use self-assessments. The research discussed here applies a multifaceted definition of Internet skills and uses actual performance tests. Objective The purpose of this study was to assess how ready a sample of the general population is for eHealth. More specifically, four types of Internet skills were measured in a performance test in which subjects had to complete health-related assignments on the Internet. Methods From November 1, 2009, through February 28, 2010, 88 subjects participated in the study. Subjects were randomly selected from a telephone directory. A selective quota sample was used divided over equal subsamples of gender, age, and education. Each subject had to accomplish assignments on the Internet. The Internet skills accounted for were categorized as operational (basic skills to use the Internet), formal (navigation and orientation), information (finding information), and strategic (using the information for personal benefits). The tests took approximately 1.5 hours and were conducted in a University office, making the setting equally new for all. Successful completion and time spent on the assignments—the two main outcomes—were directly measured by the test leader. Results The subjects successfully completed an average of 73% (5.8/8) of the operational Internet skill tasks and an average of 73% (2.9/4) of the formal Internet skill tasks. Of the information Internet skills tasks, an average of 50% (1.5/3) was completed successfully and, of the strategic Internet skills tasks, 35% (0.7/2). Only 28% (25/88) of the subjects were able to successfully complete all operational skills tasks, 39% (34/88) all formal skills tasks, 13% (11/88) all information skills tasks, and 20% (18/88) both the strategic skill tasks. The time spent on the assignments varied substantially. Age and education were the most important contributors to the operational and formal Internet skills. Regarding the formal Internet skills, years of Internet experience also had some influence. Educational level of attainment was the most important contributor to the information and strategic Internet skills. Conclusions Although the amount of online health-related information and services is consistently growing, it appears that the general population lacks the skills to keep up. Most problematic appear to be the lack of information and strategic Internet skills, which, in the context of health, are very important. The lack of these skills is also problematic for members of younger generations, who are often considered skilled Internet users. This primarily seems to account for the operational and formal Internet skills. The results of the study strongly call for policies to increase the level of Internet skills.

Why e-government usage lags behind: explaining the gap between potential and actual usage of electronic public services in the netherlands

Most of the EU-15 countries illustrate a gap between potential usage and actual usage of electronic public services. Using a model of four successive kinds of access to digital technologies a number of explanations are sought. They are tested in the case of current Dutch electronic governmental service usage. Motivational access indicates that there is a part of the Dutch population that doesn’t have sufficient motivation for using computers and the Internet. It also appears that even in the Netherlands, a top country regarding Internet and broadband connections, physical access cannot be taken for granted. Insufficient digital skills produce serious problems as well. But the most striking facts are found in the context of usage access. Here we have observed a lack of user orientation in Dutch e-government services. It appears that the Dutch government doesn’t know what citizens want, how they use ICT en what the consequences for citizens are.

Digital Skills: Unlocking the Information Society

Following the work of van Dijks The Deepening Divide: Inequality in the Information Society, it uses conceptual analysis and empirical observations to show what digital skills are, how they are distributed, how skill inequalities develop, and how these inequalities can be remedied by designers, educators, policymakers, and different types of Internet users.

Internet skill-related problems in accessing online health information

PURPOSE Despite the amount of health information available online, there are several barriers that limit the Internet from being adopted as a source of health information. The purpose of this study was to identify individual skill-related problems that users experience when accessing the Internet for health information and services. METHODS Between November 2009 and February 2010, 88 subjects participated in a performance test in which participants had to complete health-related assignments on the Internet. Subjects were randomly selected from a telephone book. A selective quota sample was used and was divided over equal subsamples of gender, age, and education. Each subject was required to complete nine assignments on the Internet. RESULTS The general population experiences many Internet skill-related problems, especially those related to information and strategic Internet skills. Aging and lower levels of education seemed to contribute to the amount of operational and formal skill-related problems experienced. Saving files, bookmarking websites, and using search engines were troublesome for these groups of people. With respect to information skills, the higher the level of educational attainment, the less problems the participants experienced. Although younger subjects experienced far less operational and formal skill-related problems, it was revealed that older subjects were less likely to select and use irrelevant search results and unreliable sources. Concerning the strategic Internet skills it was revealed that older subjects were less likely to make inappropriate decisions based on information gathered. CONCLUSIONS The amount of online health-related information and services is consistently growing; however, it appears that the general population experiences many skill-related problems, particularly those related to information and strategic Internet skills, and they become very important when it comes to health. These skills are also problematic for younger generations who are often seen as skilled Internet users. The results of the study call for policies that account for low levels of Internet skills.

Increasing inequalities in what we do online

HighlightsWe investigate online activities among a representative sample (NL) from 2010 to 2013.Capital enhancing activities were relatively popular among men and younger people.These activities were also popular among those with higher education and income.Changes in the distribution of demographics between 2010 and 2013 were observed.There is increasing capital for those with higher education and income. We investigate types of Internet activities among a representative sample of the Dutch population from 2010 to 2013. We examined usage patterns of seven types of Internet activities (i.e., information, news, personal development, commercial transaction, social interaction, leisure, and gaming) and related these patterns with gender, age, education, and income. Activities related to news, personal development, commercial transaction, and social interaction increased in popularity. For most capital enhancing activities, men, younger people, higher educated people, and people with higher than average incomes were prominent. These observations, however, are subject to change. The Internet seems to provide increasingly more capital-enhancing opportunities for those with higher education and income, which would accordingly reinforce their already strong positions in society.
