Service Delivery at the Neighborhood Level: Experience, Theory, and Fads

This is a review and evaluation of efforts and initiatives in neighborhood service delivery over the past decade. It is also an overview of the basis for shifts in modes of operation. Available research and evaluation is assessed. The conclusions are that styles, fads, and other forces have been as useful as has evaluated experience; few multiservice centers were implemented in accord with intent; and there has been an imbalance between access facilities and direct social services. More basic reconstruction of the delivery system is proposed, and an approach is suggested.
