Biomass Productivity-Based Mapping of Global Land Degradation Hotspots

Land degradation affects negatively the livelihoods and food security of global population. There have been recurring efforts by the international community to identify the global extent and severity of land degradation. Using the long-term trend of biomass productivity as a proxy of land degradation at global scale, we identify the degradation hotspots in the world across major land cover types. We correct factors confounding the relationship between the remotely sensed vegetation index and land-based biomass productivity, including the effects of inter-annual rainfall variation, atmospheric fertilization and intensive use of chemical fertilizers. Our findings show that land degradation hotpots cover about 29 % of global land area and are happening in all agro-ecologies and land cover types. This figure does not include all areas of degraded lands, it refers to areas where land degradation is most acute and requires priority actions in both in-depth research and management measures to combat land degradation. About 3.2 billion people reside in these degrading areas. However, the number of people affected by land degradation is likely to be higher as more people depend on the continuous flow of ecosystem goods and services from these affected areas. Land improvement has occurred in about 2.7 % of global land area during the last three decades, suggesting that with appropriate actions land degradation trend could be reversed. We also identify concrete aspects in which these results should be interpreted with cautions, the limitations of this work and the key areas for future research.

The Economics of Land Degradation

Healthy soils are essential for sustaining economies and human livelihoods. In spite of this, the key ecosystem services provided by soils have usually been taken for granted and their true value – beyond market value – is being underrated. This pattern of undervaluation of soils is about to change in view of rapidly raising land prices, which is the result of increased shortage of land and raising output prices that drive implicit prices of land (with access to water) upward. Moreover, the value of soil related ecosystems services is being better understood and increasingly valued. It is estimated that about a quarter of global land area is degraded, affecting about 1.5 billion people in all agro-ecologies around the world. Land degradation has its highest toll on the livelihoods and well-being of the poorest households in the rural areas of developing countries. Vicious circles of poverty and land degradation, as well as transmission effects from rural poverty and food insecurity to national economies, critically hamper their development process. Despite the need for preventing and reversing land degradation, the problem has yet to be appropriately addressed. Policy action for sustainable land use is lacking, and a policy framework for action is missing. Key objectives of this Issue Paper and of a proposed related global assessment of the Economics of Land Degradation (ELD) are: first, to raise awareness about the need for and role of an assessment of the economic, social and environmental costs of land degradation; and second, to propose and illustrate a scientific framework to conduct such an assessment, based on the costs of action versus inaction against land degradation. Preliminary findings suggest that the costs of inaction are much higher than the costs of action.

Economics of Land Degradation and Improvement – A Global Assessment for Sustainable Development

The costs of doing nothing about land degradation are several times higher than the costs of taking action to reverse it. Despite the crucial role land plays in human welfare and development, investments in sustainable land management are low, especially in developing countries. These findings come from the book, Economics of Land Degradation and Improvement—A Global Assessment for Sustainable Development, which examines the costs of land degradation and what needs to be done to reverse it. The book reveals the cost of land degradation in case studies for 12 countries, analyzes the drivers, and identifies strategies for sustainable land management. It focuses on two kinds of land degradation: long-term loss of value of land ecosystem services due to land use and cover change (LUCC) and the use of land-degrading management practices on cropland and grazing lands that do not undergo LUCC. Six major biomes that accounted for about 86 percent of global land area in 2001 are covered, including forest, shrub lands, grasslands, cropland, barren land, and woodlands. Thirty-three percent of grasslands, 25 percent of croplands, and 23 percent of forests experienced degradation over the last three decades.

Economics of Land Degradation Initiative: Methods and Approach for Global and National Assessments

Healthy land ecosystems are essential to sustainable development, including food security and improved livelihoods. Yet, their key services have usually been taken for granted and their true value underrated, leading to land degradation becoming a critical global problem. This pattern of undervaluation of lands is about to change in view of the rapidly rising land prices, which is the result of increasing shortage of land and high output prices. Despite the urgent need for preventing and reversing land degradation, the problem has yet to be appropriately addressed. Policy actions for sustainable land management are lacking, and a policy framework for action is missing. Such a framework for policy action needs to be supported by evidence-based and action-oriented research. The Economics of Land Degradation (ELD) initiative seeks to develop such a science basis for policy actions to address land degradation. The purpose of this methodological paper is to provide with sound and feasible standards for ELD assessment at global and national levels. Only if some basic standards are identified and adhered to, comparative assessments can be conducted between countries and useful aggregation of findings, based on these case studies, can be achieved. Therefore, using the Total Economic Value (TEV)framework, the paper identifies minimum core standards that need to be adhered to in all country case studies to generate comparable material for international assessment and ELD policy guidance. It also identifies additional and desirable areas of information and analyses that would add value to the country case study material. The proposed framework is also intended as a forward-looking agenda which can guide future research.

Bioenergy, food security and poverty reduction: trade-offs and synergies along the water-energy-food security nexus

This article provides a review of trade-offs and synergies of bioenergy within the water–energy–food security nexus, with emphasis on developing countries. It explores the links of bioenergy with food security, poverty reduction, environmental sustainability, health, and gender equity. It concludes that applying the nexus perspective to analyses of bioenergy widens the scope for achieving multiple-win outcomes along the above aspects.

Modern bioenergy is a core ingredient of sustainable economic development as it plays an important role in poverty reduction and green growth. This makes bioenergy innovations critical, especially in developing countries where many households and rural communities rely on traditional bioenergy. Managing the multiple tradeoffs among bioenergy use, agricultural productivity, and ecosystem functions is a major development challenge. Addressing this challenge requires the identification of the drivers, tradeoffs and impacts of bioenergy production, trade and use in the Water, Energy and Food Security Nexus. The key objective of this paper is to provide an analytical framework and assess the track record of policy actions to stimulate modern bioenergy innovation in order to achieve multiple-win outcomes in terms of poverty alleviation, improved health and gender empowerment and environmental sustainability. We begin by describing the global trends and drivers in bioenergy production, trade and use. Secondly, we review the state of the art on impacts and links of bioenergy with the other Nexus components. Thirdly, we suggest a conceptual framework for evaluating the synergies and tradeoffs of bioenergy with other bioeconomic and economic activities along the Nexus. Follow-up empirical research at household and community levels in several developing countries will be based on this framework. Finally, a discussion on the conceptual framework is enriched by insights on the relevant actors, the tools and mechanisms specific to these actors for catalyzing innovations in the bioenergy for development.

Global Cost of Land Degradation

Land degradation—defined by the Millennium Ecosystem Assessment report as the long-term loss of ecosystems services—is a global problem, negatively affecting the livelihoods and food security of billions of people. Intensifying efforts, mobilizing more investments and strengthening the policy commitment for addressing land degradation at the global level needs to be supported by a careful evaluation of the costs and benefits of action versus costs of inaction against land degradation. Consistent with the definition of land degradation, we adopt the Total Economic Value (TEV) approach to determine the costs of land degradation and use remote sensing data and global statistical databases in our analysis. Economics of Land Degradation in Central Asia

56.49 trillion in 2007. Contrary to past global land degradation assessment studies, land degradation is severe in both tropical and temperate countries. However, the losses from LUCC are especially high in Sub-Saharan Africa, which accounts for 26 % of the total global costs of land degradation due to LUCC. However, the local tangible losses (mainly provisioning services) account only for 46 % of the total cost of land degradation and the rest of the cost is due to the losses of ecosystem services (ES) accruable largely to beneficiaries other than the local land users. These external ES losses include carbon sequestration, biodiversity, genetic information and cultural services. This implies that the global community bears the largest cost of land degradation, which suggests that efforts to address land degradation should be done bearing in mind that the global community, as a whole, incurs larger losses than the local communities experiencing land degradation. Economics of Land Degradation and Improvement: An Introduction and Overview

15 billion per year or 0.07 % of the global GDP. Though these results are based on a crop simulation approach that underestimates the impact of land degradation and covers only three crops, they reveal the high cost of land degradation for the production of the major food crops of the world. Our simulations also show that returns to investment in action against land degradation are twice larger than the cost of inaction in the first six years alone. Moreover, when one takes a 30-year planning horizon, the returns are five dollars per each dollar invested in action against land degradation. The opportunity cost accounts for the largest share of the cost of action against land degradation. This explains why land users, often basing their decisions in very short-time horizons, could degrade their lands even when they are aware of bigger longer-term losses that are incurred in the process.
