Brazil's rise on the international scene: Brazil and the World

Since Cardoso and during Lulas Administration, the international order has undergone significant changes. These changes have allowed the Brazilian foreign policy to mitigate internal effects of an order established by others and, at the same time, to become an active participant in the formulation of the new order. To democratize globalization became the mainspring of Brazilian foreign policy. In the scope, President Lula has maintained the tradition of formulating and programming foreign policy as a State policy, and also has fostered the logistic strategy of incorporation of Brazil into the international scene.

Relações internacionais do Brasil: um balanço da era Cardoso

Since 1990, particularly during the two administrations of Fernando Henrique Cardoso, the Brazilians international relations were characterized by the absence of an insertion strategy in a world of global interdependence, when the opening was chosen as the ideology of change. Brazil, together with the multilateral organizations, worked on establishing a world order on trade, environment, finances and security sectors. It attributed importance to the process of integration of the South Cone. The international relations presented mediocre results on international trade, induced to strong financial dependence and affected the national nucleus of the economy.

In the article we examine the foundations of international insertion of Brazil in the first government of President Dilma Rousseff (2011-2014). The causes of the loss of efficiency of the international action taken in the government of Luiz Inacio Lula da Silva (2003-2010), is considered under the elaboration of the analytical hypothesis of relative decline.

Conceitos em Relações Internacionais

Theories of International Relations are neither free from bias nor impartial. They are linked to specific interests, values, and patterns of conduct in certain societies which constitute their field of observation. They discard these factors of other societies. So, the theories which serve the First World are not convenient, necessarily, to emerging countries. This text proposes to substitute theories by concepts applied to the field of the study of international relations. Concepts expose the national or regional roots on which they stand. The Brazilian experience furnishes the observation base for the studys data gathering. This collection of concepts has two functions historically attributed to theory courses: providing explanations and values.

In this article, international relations in Latin America are analysed through the viewpoint of the transition from a diplomacy of development to a neoliberal model. Studies in International Relations as a discipline, especially those carried out in Brazil and Argentina, are the basis for the authors interpretation about benefits and failures of the neoliberal paradigm, understood as an ideological option. The author forwards the notion of Logistic State as a strategic alternative to the Normal State.

Política de comércio exterior e desenvolvimento: a experiência brasileira

The article exposes the Brazilian government thought and Brazilian external trade policy between 1930 and nowadays. Three verifications of Brazilian Diplomacy have conditioned Brazilian decision-making process: doctrines do not guide the practice of great powers, an emergent country disposes of little power in multilateral fora, radical liberal experiences do not produce the effects proclaimed by their indoctrinators. For this reason, the international trade policy avoided to obey the major principles and models, orienting itself with growing realism. It has been historicaly developed as an instrument to reinforce the internal economy and market, and it has evolved based on a contradictory strategy that protected the internal market and cried out for global markets openning. On the 90s, it has ceded to globalization tendencies, but not before it had extended introspection to the broaden regional market, Mercosul.

BRAZIL IN THE CURRENT WORLD ORDER

International insertion of Brazil in the 21st century is driven by new functionality of the State, which we call the Logistic State, in close cooperation with non-state actors that have been strengthened since the 1990s due to the emergence of society. Concepts, values and purposes are internal assumptions that are associated with reinforcement of power derived from the integration of emerging coalitions and bilateral partnerships. The most relevant result leading to maturity of international integration comes from the internationalization of the Brazilian economy. There are, however, barriers in State and in society which limit the effectiveness of external action.

Eixos conceituais da política exterior do Brasil

The evolution of the main concepts of the Brazilian foreign policy is seen through the articles published in the Revista Brasileira de Política Internacional, established in 1958. Coming after the “universalism” and the “regionalism” proclaimed at the end of the 50s, the next decade shows the radicalization of political currents of thought, adhering either to an autonomous and autarchical national project either to a liberal conception, foreign-friendly, of development. The first one sharpen its concepts and prevails as a solid ground for the foreign policy during the 70s and 80s. The second arises again in 1990, emerging from the distortions perceived in the implemention of “developmentalist” paradigm and from external pressures coming from the new international order.
