An analysis of intercultural bilingual education in Argentina

Purpose – The purpose of this article is to assess the state of affairs of intercultural bilingual education (IBE) policies in Argentina. IBE encompasses educational proposals designed to address the specific needs of ethnolinguistic minorities. Design/methodology/approach – The article is divided into three parts and methodologically analyzes different types of materials (national legislation, bibliography and personal research experiences). Findings – In the first section, the educational policies on cultural and linguistic diversity are contextualized historically. Later, IBE is defined considering five main characteristics (the neoliberal compensatory education policy, educational decentralization/regionalization, the educational category of the system, linguistic goals and teacher profiles). Para ello, en un principio, se contextualizan historicamente las politicas educativas para diversidad etnica y linguistica. Luego, se define a la EIB considerando cinco rasgos centrales que la caracterizan actualmente: politica compensatoria en el contexto neoliberal, descentralizacion y regionalizacion educativa, modalidad del sistema educativo, metas linguistica y debates sobre la capacitacion docente. Por ultimo, en las conclusiones, se exponen los desafios, deudas pendientes y perspectivas a futuro de esta politica educativa. Reflections on the Concept of Interculturality in the Current Educational Debate in Argentina.

In this paper, we analyze the relevance of intercultural education within contemporary educational debates in Argentina. First, we will review Argentinean legislation. Then, we will discuss the core characteristics of the Argentine educational system in order to study the historical incorporation of indigenous people into the school system. Later, we will explore concrete legislation regarding intercultural education, emphasizing the potential of such legislation as well the limitations. Finally, we will present how our findings connect to the main discussions in the field of anthropology and education.
