Criteria for the management partnership model in Croatian seaports

Ana Perić Hadžić; Alen Jugović; Marko Perić

The aim of this article is to define the relevant criteria for the evaluation of public–private partnerships (PPP) for the implementation of the management partnership model in Croatian seaports. Previous studies have indicated a number of effects that PPPs need to achieve in order to ensure sustainable development. However, partnership in seaports in the Republic of Croatia is a poorly researched issue and the relevant criteria required for positive effects have not yet been defined. We have defined five groups of criteria: economic-financial, organisational, technical-technological, social criteria and criteria aimed at harmonisation with European Union policies (currently characteristic for Croatia). To determine the relevance and importance of these criteria, it was necessary to collect data by using the method of interviewing experts from different scientific areas and of diverse professional competences. Regarding the relevant stakeholders (public interest, private interest and the interest of the broader community), research analysis has provided multiple research results which have pointed out that technical-technological and organisational development are the key criteria for a successful partnership model. The results obtained in the research can be applied to future management models in Croatian seaports that will be based on PPPs.

Integrating Maritime National Single Window with Port Community System – Case Study Croatia

Edvard Tijan; Mladen Jardas; Saša Aksentijević; Ana Perić Hadžić; Consulting

A single point of data entry for documentary requirements and procedures in maritime transport Maritime National Single Window (MNSW) includes process integration of all stakeholders in the entire seaport system. The primary goal of the MNSW is to eliminate data redundancy in a way that the entered data is instantly visible in other systems, according to the set level of authorization and authentication. In many seaports, the administrative MNSW is connected to the commercial Port Community System (PCS), an information system for the exchange of cargo related commercial data. The linking of the MNSW and the PCS connects the administrative with the commercial business aspect, making seaport business processes more efficient and more effective. Both interfaces can only be developed by using process reengineering and presume significant investments in underlying information technologies. Such implementation requires in-depth analysis of all stakeholders’ processes in the seaport system, in order for both systems to complement each other.

Nautical Tourism: Generator of Croatian Economy Development

Katarina Ivanić; Ana Perić Hadžić; Đani Mohović

In nautical tourism, Croatia has great potential for further development; from the conditions of navigation, safety, destination content, traffic accessibility, natural beauty, traditional hospitality and gastronomic offer of island and coastal places, etc. Its features, at the same time, are the advantages of competing countries: purity of the sea and coastal places, beauty and preservation nature, climate, security, hospitality, country image and spatial layout of the marina. The disadvantages relate to insufficient availability and nautical ports equipment, insufficient education, low level of technical service at nautical ports. The research aimed at analysing the current state of nautical tourism in Croatia. The methods used, based on the collected data, have been analysed. The results of the analysis rely on the existing state of nautical tourism, which determines the importance of additional investment in this form of tourism. The aim of the research is to define and shape the necessary measures and development strategies to achieve the purpose of research: the development of nautical tourism contributes to the growth of Croatia’s economy.
