This Is an Empirical Survey of 56 Applications of Computable General Equilibrium (Cge) Models to 24 Developing Countries, 45 of the Applications Being Less Than 5 Years Old. the Focus Is on the Economic Structure of the Models, Their Type of Macroeconomic Closure, Sources of Dynamization, and Simulations. Most of the Applications Deal with External Trade and Financing But Recent Work Has Been Produced on the Impact of Labor Market Distortions, Internal Tax Reforms, Changes in Domestic Price Subsidies, Alternative Forms of Domestic Financing, Etc.

Abstract The syndrome of development projects in agriculture and the social sectors languishing after completion of their foreign-aided establishment phase, due to lack of host government budget support, is particularly characteristic of, though by no means limited to, the eight countries of the West African Sahel. A two-year study of the problem by a multilateral working group attributed the problem substantially to donor policies causing recipients to attach a low opportunity cost, only a fraction of nominal value, to project-specific aid resources, as against the high opportunity cost, corresponding to a shadow price well over 1.0, attached to use of their own uncommitted budget resources.

Summary The paper summarizes the findings of a multinational study on recurrent costs which was jointly sponsored by the Permanent Inter-State Committee for Drought Control in the Sahel (C.I.L.S.S.) and the Club of the Sahel between 1978 and 1980. From an analysis of 29 Sahelian development projects the study concludes that: operational shortcomings of many projects are not attributable solely or even primarily to insufficient recurrent cost financing; local policies and donor practices can impede the generation of recurrent revenues as well as inflate recurrent costs and success in project implementation calls for flexibility and reliance upon concepts such as human capital formation. ABSTRACT Examining the performance of nine Sahelian countries, the author lists the different forms of external contribution to adjustment given to the countries, as well as the measures and reforms adopted internally. Special attention is given to measures on prices, salaries, public finance, public sector and external rate of exchange. Finally Jive basic and nagging questions related to structural adjustment are discussed: growth, equity, required adjustment-period, observance of conditionality and commitment of the governments concerned.
