Great power governmentality? Coincidence and parallelism in the new strategic guidance for the US Department of Defense

In January 2012, the US administration released new strategic guidance for the Department of Defense entitled ‘Sustaining US Global Leadership: Priorities for 21st Century Defense’. Two different security approaches seem to coincide in this document. By providing a governmental reading of the new strategic guidance, the aim of this article is to discuss if and how the guidance links a sovereign security understanding of great power politics on one side to governmental rationalities on the other. First, the guidance is discussed with regard to its main aims and strategies; then, second, the impact of governmentality in the guidance is revealed and systematized. Finally, the function that governmental logics have in the document, and the conceptual and political role that the minimally mediated encounter of sovereign (military) power politics with governmental rationalities plays, are considered.

The Rise of Executive Sovereignty in the Era of Globalization

It seems to be self-evident that globalization restricts the ability of the state to autonomous policy making and enforcement. However, the interrelation between the structural patterns of transborder politics and the systematic framework of stateness demonstrates that transborder politics not so much implies a weakening of the state in toto, but rather a strengthening of national governments – and of administrative logics in general. It will be shown not only that, but in more detail why and how executive politics is promoted by the boundary-dissolving forces of globalization. In order to do so, this chapter takes a conceptual look at the separation of powers under globalized conditions, including a theoretical discussion of different indicative examples. Understanding and acknowledging the expansion of administrative logics, however, suggests that losses of democratic legitimacy in the era of globalization can still be tackled also within the existing political and institutional framework of the state.

Exekutive Gouvernementalität und die Verwaltungsförmigkeit internationaler Politik.

Die Abwendung Foucaults vom Staat sowie von staatstheoretischen Konzepten hat die Fruchtbarmachung seines Denkens in den Internationalen Beziehungen erschwert und begrenzt. In diesem Artikel soll ein Beitrag zur Konkretisierung des analytischen wie kritischen Potenzials der gouvernementalitätstheoretischen Perspektive für die Analyse grenzüberschreitender Politik geleistet werden, indem die Anschlussfähigkeit des Gouvernementalitätsansatzes über einen engeren Foucault-Diskurs hinaus diskutiert und ausgewiesen wird. In einem ersten Schritt wird dargelegt, dass der Foucaultsche Gouvernementalitätsansatz auf die staatstheoretische Gewaltenteilungslogik rekurriert und mit der Struktur der exekutiven Gewalt korrespondiert. Im Anschluss daran wird der mögliche Beitrag einer staatstheoretisch rückbezogenen Foucaultschen Perspektive zum Ausweis einer verwaltungslogischen (Um-)Formung grenzüberschreitender Politik ausgewiesen und damit das empirische Feld umrissen, in dem ein solcher Ansatz fruchtbar gemacht werden kann. Schließlich wird im dritten Teil dieses Feld durch Hinweise auf empirische Phänomene und politische Trends aus dem Sachbereich der Sicherheit konkretisiert und an einigen explorativen Beispielen das Problem des verwaltungslogischen mainstreaming der Politik exemplifiziert.

Die Partikularisierung des Staates

Dass Staaten unter legitimationsund rechtstheoretischen Gesichtspunkten besondere Akteure sind und sich von nichtstaatlichen Organisationen und Akteuren in ihrer Rechtsqualität kategorial unterscheiden, ist ein sowohl staatsals auch rechtsphilosophischer Gemeinplatz. Während sich Staaten durch einen öffentlichen und allgemeinen Representationsund Gestaltungsanspruch auszeichnen, repräsentieren nichtstaatliche Akteure lediglich einzelne Gruppierungen und müssen daher als private und partikulare Organisationen gelten. Der Staat wird als allgemein-öffentliche Instanz Aller konstituiert, nichtstaatliche Akteure dagegen sind lediglich den Interessen Einzelner verpflichtet und stehen der staatlichen Allgemeinheit in Privatheit und Partikularität gegenüber. Dieser exzeptionalistische Status des Staates als legitimatorisch besonderer Akteur resultiert aus der kontraktualistischen Staatstheorie. Die Unterscheidung zwischen partikularer und allgemeiner Repräsentation und Geltung ist dabei eine conditio sine qua non für die Legitimität verbindlicher Rechtsschöpfung und -durchsetzung und somit für den Bestand legitimer und rechtsformiger Politik unhintergehbar. Tendenzen, diese Unterscheidung zu verwischen, müssen somit zwingend als Gefahr fur die Legalität und Legitimität politischer Ordnung gelten.

Governmentality of the Arctic as an international region

Linked to the image of a wild and still-to-be-explored territory, as well as to images of the region as one of new economic opportunities, discourses on the Arctic also tie in with issues of climate change, cooperation and conflict, Arctic governance, international law and the situation and rights of indigenous people, as well as Great Power politics. Taken together, these aspects characterize a region whose formation is different from regionalization processes in other parts of the world. As the regional peculiarity of the Arctic is reflected by a variety and plurality of representations, discourses, perceptions and imaginaries, it can usefully be analyzed as a region of unfolding governmentality. The present article argues that the prospects for the Arctic are strongly intertwined with perceptions and depictions of it as an international region subject to emerging practices of governmentality. By drawing on both Foucault’s texts and governmentality studies in international relations (IR), we discuss how the Arctic is affected by governmental security rationalities, by specific logics of political economy and order-building, as well as becoming a subject for biopolitical rationalizations and imaginaries. The discourses and practices of governmentality that permeate the Arctic contribute to its spatial, figurative and political reframing and are aimed at making it a governable region that can be addressed by, and accessible for, ordering rationalities and measures.

Einleitung: Gouvernementalität, Staat und internationale Politik

Michel Foucault hat es der Politikwissenschaft insgesamt sowie der politischen Theorie und der Staatstheorie im Besonderen nicht eben leicht gemacht, sich auf sein Denken und seine Ansatze zu beziehen. Zu deutlich und scharf ist Foucaults Zuruckweisung politiktheoretischer Grundbegriffe und Untersuchungsraster. So hat Foucault eine Analyse von Politik und Gesellschaft in Begriffen des Staates, der Souveranitat und des Rechts immer wieder als anachronistisch verworfen. Das wesentliche Argument fur seine dezidierte Ablehnung staatstheoretischer Konzepte besteht darin, dass sie auf einer anachronistischen Machtvorstellung als einer institutionellen und repressiven Kraft basierten, die fur moderne Politik kaum mehr relevant sei.
