Eppur si muove? Activation policies in Austria and Germany

Current debates about activation policies focus only to a very limited degree on continental or conservative welfare states, as countries like Austria and Germany are usually assumed to exhibit a low degree of activation. However, active labour market policies have a long tradition in both countries. This paper analyses the development of active labour market policy in Germany and Austria during the last two decades with special emphasis on recent reform attempts. Against this background, the potential outcome of the central reforms is discussed. In spite of claims to ‘modernise’ the welfare system and labour market policies, current developments work mainly in the direction of curtailing benefits and rights of the unemployed.

SOCIO-ECONOMIC ASPECTS OF THE AUSTRIAN 200 kWp-PHOTOVOLTAIC-ROOFTOP PROGRAMME

Abstract Between 1992 and 1994 a 200 kWp-rooftop programme to promote small grid-connected Photovoltaic (PV) systems was conducted in Austria. Within this programme about 100 PV systems with an average capacity of 2.28 kWp were installed. This paper investigates the socio-economic aspects of this programme and the prospects for a further dissemination of this technology. The major conclusions of this investigation are as follows: (1) The motives to invest in a PV system are: (i) environmental protection; (ii) an alternative to nuclear power; (iii) technical interest. Yet, it is also important that the public supports this purchase by means providing subsidies. (2) The purchase of a PV system leads to different changes in consumer behaviour. Consumers with low initial consumption increased their electricity demand slightly, while the majority of consumers with high initial electricity demand saved electricity. (3) The financial incentives in the programme were not optimally designed. With the same amount of total subsidies it would have been possible to promote more PV systems. (4) The key factors for a further dissemination of PV systems are: (i) financial incentives; (ii) a reduction of the investment costs; (iii) increase in reliability; (iv) distribution of information; (v) enhancement of environmental awareness.

WELFARE STATES AND WORK–LIFE BALANCE: Can good practices be transferred from the Nordic countries to conservative welfare states?

ABSTRACT Within the European Employment Strategy benchmarking and learning from good practices are main mechanisms to improve national performance. This is also the case for WLB strategies which are reinforced because of economic reasons to increase employment and population growth. The paper asks for the main criteria for public policies to promote WLB and whether or under which conditions such policies are transferable between the successful Nordic countries and the less successful conservative countries like Austria and Germany. Denmark and Finland are used as ‘good practice’ examples. The analysis shows that childcare leave regulations are an important instrument to encourage mothers for continuous working careers. But the consequences of these regulations concerning employment turn out to be quite different, even in measures with similar orientation. What we can learn from the Nordic countries is that the consistency of welfare state regulations and institutions are an important precondition for a successful WLB. This calls for an interplay of different fields and means that the imbalance of family and work and family reconciliation can hardly be solved by flexible working contracts or longer parental leave possibilities.

Between Scientific Standards and Claims to Efficiency: Expert Interviews in Programme Evaluation

In the past 20 years evaluation has been established in the German-speaking area as an integral part of social policy, particularly in connection with the development and implementation of social policy programmes. This development was strongly influenced by EU policy, specifically by the “open method of coordination” and the precept to evaluate all programmes co-financed by EU money. In most European countries this resulted in a boost to professionalization, which had already set in decades earlier in the USA1 In the meantime, in the field of evaluation of social policy programmes a state-of-the-art has developed in the German-speaking area that does receive Anglo-American research but which simultaneously foregrounds participatory and responsive practices as antithesis to quantitatively oriented effect analysis.

Gender bias in appointment procedures for full professors: Challenges to changing traditional and seemingly gender neutral practices

Abstract Background Women have conquered the universities but their way into top positions is still stopped by a class ceiling. Focusing appointment procedures for full professors the chapter examines why policies aiming at gendered practices have only shown moderate success. Design/methodology/approach The analysis follows a praxeological approach and draws on material derived from case studies covering all 22 universities in Austria. The aim of these case studies was to analyze the implementation of a new legal framework for appointment procedures at Austrian universities. Findings In this chapter, the effects of specific measures to tackle gender bias in appointment procedures for full professors in the Austrian context are analyzed. It is evident that despite gender awareness and a comprehensive set of regulations, regularly traditional practices remain stable and unreflected with regard to an inherent gender bias. The analysis presented thus reveals the limitations of existing equality policies. We can assume that reflexivity is a precondition for a change of unreflected practices, but does not form a part of existing policies. Practical implications We conclude that policies aimed at changing gendered practices have to (1) built up gender awareness as well as gender competence and (2) encourage reflexivity as well as agency among all stakeholders involved in a practice. Although there are cases where reflexivity arises from an individual conviction with regard to equality, most stakeholders have to be convinced – or even forced – by a superior authority to change their practices. Such a change can be forced by legal obligation or set down as a clear requirement by university management. It becomes evident that any guideline or regulation addressing gendered practices have to be accompanied by features that create room for reflection and reflexivity.

Berücksichtigung der Situation von Personen mit gesundheitlichen Beeinträchtigungen in Umfragen

Die Erfassung der Situation von Personen mit gesundheitlichen Beeintrachtigungen (Behinderungen, chronischen Krankheiten oder sonstigen gesundheitlichen Beeintrachtigungen) im Rahmen von standardisierten Umfragen stellt eine besondere Herausforderung dar. Im vorliegenden Beitrag stehen designtechnische Fragen im Vordergrund. Die damit einhergehenden Effekte auf Zielgruppenerreichung wie auch die Ergebnisse werden anhand eines Beispiels (Studierenden-Sozialerhebung) diskutiert. Zielsetzung dieser bereits zwei Mal durchgefuhrten Befragung (2002, 2006) ist es einerseits, das Ausmas der Betroffenheit abzuschatzen, andererseits Informationen uber Probleme im Studienalltag von Studierenden mit gesundheitlichen Beeintrachtigungen zu liefern. Auf Basis der Erfahrungen aus diesen beiden Befragungen werden folgende methodologische Herausforderungen diskutiert: (1) adaquate Erfassung der Formen der Beeintrachtigungen aufgrund des hohen Anteils vonMehrfachbeeintrachtigungen, (2) die besondere Bedeutung desWordings fur die Akzeptanz der Befragung und (3) die Frage nach Zugangsbarrieren fur bestimmte Gruppen von behinderten oder gesundheitlich beeintrachtigten Personen.

Soziale Mobilität - Haben sich die Aufstiegschancen von Frauen und Männern in Österreich gleichermaßen verbessert?

In den letzten Jahrzehnten haben sich auf dem Arbeitsmarkt gravierende strukturelle Verschiebungen ergeben. Auf der einen Seite war ein deutlicher Ruckgang der Beschaftigung in Industrie und Sachguterproduktion zu verzeichnen, auf der anderen Seite gab es starke Beschaftigungszuwachse im Dienstleistungsbereich (Chaloupek und Mesch 1998; Huber und Huemer 2004; Scheiblecker et al. 2004). Gleichzeitig hat sich durch die Bildungsexpansion seit den 1970er Jahren das Bildungsniveau deutlich erhoht (Papouschek und Pastner 1999). Beide Entwicklungen sprechen dafur, dass die Chancen auf einen „besseren“1 Beruf fur die jungere Generation gestiegen sind. Ob aber von diesem Wachstumsphanomen Alle gleichermasen profitieren konnten und dadurch Chancengleichheit gestiegen ist oder ob Herkunft und Geschlecht weiterhin zentrale Bestimmungsfaktoren der beruflichen Positionierung bleiben, wird unterschiedlich gesehen.

Zwischen Wissenschaftlichkeitsstandards und Effizienzansprüchen

ExpertInneninterviews spielen in der Evaluation von Arbeitsmarktpolitik eine wichtige Rolle bei der Informationsgenerierung und Hypothesenuberprufung. Dies ergibt sich aus mehreren Grunden: Erstens konnen bestimmte Fragestellungen mangels anderer Datenquellen oder aus Grunden der Effizienz nur durch die Einbeziehung von Expertinnen beantwortet werden. Zweitens ermoglichen Interviews mit unterschiedlichen Akteurinnen die Berucksichtigung differierender Standpunkte, Perspektiven und das Aufdecken moglicher Konfliktfelder. Und drittens wird der Zugang zu Informationen im Evaluationsprozess erleichtert und die Akzeptanz der Ergebnisse erhoht. Auch wenn praktisch kaum eine Evaluation ohne Expertlnneninterviews auskommt, wird die Frage aufgeworfen, inwieweit es sich dabei um eine abgrenzbare Methode handelt, fur die allgemein gultige Regeln zur Durchfuhrung und Auswertung erstellt werden konnen (Deeke 1995).

Von geschlechtsdifferenzierten Daten zu Gender- und Gleichstellungsindikatoren

Die durchgangige Differenzierung von Datengrundlagen nach Geschlecht und die Entwicklung von Indikatoren zur Abbildung von Geschlechterverhaltnissen ist eine unabdingbare Voraussetzung fur die Entwicklung und Umsetzung von Gleichstellungspolitiken. In diesem Beitrag wird zunachst der Unterschied zwischen geschlechtsdifferenzierten Daten, Gender- und Gleichstellungsindikatoren dargelegt. Im Anschluss daran wird die Entwicklung und Verwendung von Gender- und Gleichstellungsindikatoren als reflexiver Prozess skizziert. Die konkreten Anforderungen an solche Indikatoren werden anhand von zwei Beispielen veranschaulicht und abschliesend die Herausforderungen ihrer Entwicklung und Verwendung zusammenfassend dargestellt.
