Do Institutions Play a Role in Skilled Migration? The Case of Italy

This paper is based on the idea that the migration choices of the highly skilled are driven by the search for favourable socio-economic contexts able to ensure higher income, better employment opportunities but also better institutions. By using data on a sample of 47 300 Italian graduates, the impact of provincial institution quality on the probability of resident graduates migrating is studied. A Heckman probit estimation indicates that institutions do matter for migration decisions and their importance is comparable with that of per capita income provincial differences.

Firm productivity and institutional quality. Evidence from Italian industry

This paper aims at contributing to the debate on the determinants of differentials in firms’ productivity. The case of Italy looks particularly interesting, since it is characterized by a substantial and long-lasting productivity gap of industrial firms located in the Southern regions with respect to the rest of the country. We test the hypothesis that the macro factors, particularly the quality of institutions, play a central role in explaining Italian firms’ productivity. Consistent with previous studies, our results show that institutional quality is one of the basic determinants of the observed TFP differentials across firms located in different Italian regions.

Measuring Institutional Quality in Italy

In this paper we illustrate the main features of the Institutional Quality Index (IQI) first presented in Nifo and Vecchione (2014) for 2004 and then extended for the whole period 2004-2008. IQI allows to measure institutional quality in Italian provinces, confirming the North-South divide even under this peculiar perspective. The construction of IQI starts from elementary indexes which are grouped into five dimensions, called: i) Voice and accountability, ii) Government effectiveness, iii) Regulatory quality, iv) Rule of law, v) Control and corruption. Afterwards, normalization, attribution of weights and aggregation of sub-indexes lead to a single-value indicator for institutional quality.

ABSTRACT The rule of law and educational choices: evidence from Italian regions. Regional Studies. Educational choices about post-secondary fields of study vary across space and time due to psychological, social and economic motivations. A strand of the literature has focused on the role of institutional environment. In this vein, this paper emphasizes the link between regional institutions and students’ preferences by pointing out how effective rule of law decreases resources that rent-seekers may expropriate, thus reducing incentives to choose careers devoted to protect producers from rent-seeking. The econometric investigation on Italian regions supports this view, finding that institutional quality and rule of law in students’ region of origin are relevant to their choice.

A quali imprese vanno i sussidi pubblici? evidenza dall’industria manifatturiera italiana

La missione di un programma di incentivo alle imprese e quella di selezionare i progetti caratterizzati da piu alti rendimenti sociali attesi, che il settore privato non avrebbe intrapreso senza i sussidi pubblici. La nostra analisi su un campione di 4.230 imprese manifatturiere nel triennio 2005-2007 suggerisce che gli aiuti alle imprese in Italia non sempre sembrano seguire un preciso criterio di screening e di selezione dei progetti, in riferimento a specifici obiettivi prefissati. Nel dettaglio, l’impresa italiana sussidiata si segnala per essere relativamente piu grande, piu capitalizzata e piu incline all’internazionalizzazione (in termini di attivita produttive e commerciali). Localizzata prevalentemente nel Mezzogiorno, essa e caratterizzata da minore produttivita del capitale. La distribuzione delle agevolazioni sembra tendere nell’insieme a riprodurre l’assetto strutturale esistente del sistema produttivo nazionale, senza chiari orientamenti a favore di specifici settori produttivi o segmenti piu produttivi e innovativi dell’industria italiana. Nel complesso, l’evidenza segnala quindi una limitata capacita dell’intervento pubblico di premiare i progetti con i maggiori benefici economici complessivi, dal momento che i sussidi risultano di fatto confluire soprattutto verso imprese di maggiore dimensione e piu capitalizzate.

Il recente volume Produttivita e cambiamento nell’industria italiana curato da Laura Rondi e Francesco Silva offre un interessante panorama su molteplici aspetti del cambiamento intrapreso dall’industria italiana nell’ultimo decennio. Questo commento si propone di presentare sinteticamente i diversi saggi, di evidenziarne i punti salienti e soprattutto di fornire una possibile lettura unitaria di essi, in riferimento alle caratteristiche complessive e alla dinamica recente dell’industria italiana. Inoltre, laddove reso possibile dalle prime frammentarie evidenze disponibili, si esamina l’impatto che la crisi ha prodotto e verosimilmente produrra nel prossimo futuro sulle imprese manifatturiere italiane e sui processi di trasformazione da esse intrapresi.
