Organisational rules, codification and knowledge creation in inter-organisation cooperative agreements

Abstract The aim of our paper is to analyse the process of collaboration between independent firms linked by a technological agreement in the energy field, with a specific focus on the degree of codification of inter-organisational rules. Considering the agreement as a collection of different types of more or less codified rules, we show that their degree of codification and some other characteristics have an impact on the process of inter-firm cooperation. The paper first provides an analytical framework defining the concept and the types of rules relevant for our purpose. A rule is conceived to solve a problem of allocation or creation of resources; it serves a main function which can be of a cognitive, incentive or coordination nature; it is ambivalent, i.e. it entails side functions in addition to the main one. Two theoretical propositions are then developed and largely confirmed by our empirical research results based on two detailed case studies in the emerging field of fuel cell (FC) technology.

Eliciting preferences for wetland services: a way to manage conflicting land uses

A choice experiment was used to analyse the preferences of residents neighbouring the Erstein polder (Alsace, France) for the different services that it provides. The heterogeneous nature of these preferences was shown through the use of a latent class model. Whilst the population as a whole values the improvement in water quality and the contribution, even partial, to flood protection, preferences differ when it comes to biodiversity and public access to the site. This study shows the potential conflicts between the different uses of the Erstein polder. These conflicts represent different communication themes for the site managers.

En France, la gestion patrimoniale des reseaux d’assainissement est une preoccupation croissante. Certains reseaux commencent en effet a dater et vont necessiter des renouvellements importants et couteux pour les decennies a venir. A travers leur mise en œuvre sur les reseaux de Caen et de Bordeaux, cet article presente deux modeles complementaires, Indigau et GompitZ, permettant de decrire l’etat du reseau et de prioriser les troncons a rehabiliter.

Developing a GIS tool to assess potential damage of future floods

The evaluation of potential damage of future floods is an essential part of flood management project appraisals. Analysis results reliability is an important issue when comparing flood risk reduction project scenarios. Geographic Information System (GIS) technology plays a crucial role on flood risk analyses. On one hand, the evaluation process requires data on flood hazard and on vulnerability of assets at risk, both spatial data. On the other hand, this data must be combined in order to evaluate flood risk. Even though the role of GIS is central in the evaluation process, GIS software does not offer specific tools for achieving flood damage analysis. The use of standard methods for assessing and combining different data influences accuracy and comparability of evaluation results. Few countries in the world have developed national standard methods to assess flood damage potential. The construction of GIS-based methodologies and GIS models can be the first step toward standardisation of the whole evaluation process. In this purpose, this article presents the development of a GIS tool for evaluating future flood damage potential: F.R.A. GIS tool extension, for use with ArcGIS (ESRI). It first explains how GIS technology is used in flood risk analysis procedures. Then, the tool pre- and post-functions as well as structure of the model are detailed. Finally, a brief case study is presented in order to illustrate the functionalities of the model developed in this article. The methodology described here can be used to guide analysts on the realisation or the automation of flood risk analysis using other GIS software.
