This work aims to analyze the federal government actions on two topics related to the federative issue creation of municipalities and formalization of metropolitan areas. The goal was to understand the rationale underlying the federal government decisions in this field after the Constitution promulgation. The Union action between these poles demands analysis by its obvious implications in various public policies such as housing, sanitation, urban mobility, education, health and others. Among the studied elements, we emphasize the legislative proposals and institutional changes, whether it occurred or not. Events occurring in this little more than a quarter century, analyzed in accordance to the narrative method, show that the federal government has shown difficulty to coordinate this field. Omission is not rare, such as lack of attention by the federal executive to metropolitan and other urban areas and, on the other hand, central government levies disregarding the federation, such as the decision not to decide on national rules relating to the creation of new municipalities.

A literatura concernente ao Programa Bolsa Familia tem focado questoes como o impacto sobre a pobreza e a desigualdade, os efeitos relacionados com o processo eleitoral e a funcao das condicionalidades. Entretanto, o Programa Bolsa Familia esta tambem associado a um problema de relacao principal-agente, pois requer o controle efetivo de um conjunto de regras para seu funcionamento. Na literatura nacional, pouco se tem produzido sobre o efeito de regras formais como instrumentos de modelagem comportamental dos atores politicos. Propoe-se aqui explorar o papel das burocracias federal e municipal na gestao de politicas publicas em uma federacao altamente descentralizada. Para testar como fatores de natureza politica, institucional e geografica influenciam a gestao intersetorial do programa, o estudo usa modelos de regressao linear multipla para uma analise comparada entre cerca de 5.500 municipios. Os resultados apontam que variaveis como competicao politica e localizacao regional impactam positivamente a qualidade da gestao. O estudo conclui que a aplicacao efetiva de regras foi determinante para gerar um aprendizado institucional entre os atores da politica.

This article analyzes stakeholders’ roles in implementing Public-Private Partnerships (PPPs) in the state of Bahia, Brazil. The research encom passed three experiences in the fields of health, sanitation, and sport/culture and it assessed all stages in the life cycle of each PPP, from the early stage of matching the proposal to contract execution, going through the funding and construction stages. The main findings show that the various stakeholder types (deliberative, claimant, controller, and funder) have converging and diverging stake patterns over the PPPs life cycle. In the same vein, survey findings reveal that the various stakeholders seem to be less prepared for the later project stages. Such results contribute to the current debates on applying the stakeholder theory to the public sector domain by providing a prospective view of the working patterns of various stakeholder groups in innovative organizational arrangements such as the PPPs.

Abstract The article aims to discuss some crucial elements as regards metropolitan governance in Brazil in the current context. Some elements serve to explain the complexity of metropolitan governance in Brazil, one of which is the proliferated diffusion of metropolitan areas across the country after 1988, something that has not yet been properly explained. Some state governments have formalized metropolitan areas, aggregating few cities in underdeveloped regions without urban density. This has been done without technical criteria or clear political purpose. In addition, today’s metropolitan issue requires an analytical treatment different to that used prior to democratization. In the current context, it requires not only the consideration of the federative challenge, but also the puzzle involving the many public policies that underlie the metropolitan space. It is necessary to observe the relevant actors in this ‘game’, particularly the strong Federal Government. Besides this, it is important to analyze what the Americans call ‘marble cake’: metropolitan plans and city master plans, urban mobility policy, sanitation policy, solid waste policy and other such imposed on urban areas by Brazilian law.
