The importance of data management to support open data: case study in Indonesia

Open Data become more and more be applied in many organizations, mainly in government agencies. In one side, open data create many benefits for many parties. But, without supporting by strong Data Management and Governance, Open Data can open many new risk holes. Today, many government agencies in Indonesia take benefits of process automation using sophisticated IT system in their organization. But, most of them never manage and govern their data carefully. All their data and information flow in their organization without supporting of strong data management. This paper will describe relationship analysis between Data Management Functions (from DMBOK) and Characteristic of Open Data that represent by eight Data Principles (Open Government). By this analysis, organization can determine the most important Data Management Function to support Open Data.

Business-IT Alignment: Strategic Alignment Model for healthcare (case study in hospital bandung area)

Alignment of the business and IT strategies of organization required to achieve business goals. Business IT Alignment approach via communication, consider the dimensions of organizational culture, top management support and vision implementation as key success factor. Unified Strategic Alignment Model aims to improving understanding of strategic alignment business and IT, consist of business strategy, IT strategy, IT infrastructure and process, organization infrastructure and process. This paper proposed a model SAM based on organizational culture and characteristic adopter of technology in case study hospital in Bandung (West Java). Organizational culture will influence dimensions of strategic alignment model. Clan culture as organizational culture and early majority as characteristic adopter technology in hospital can help organization to achieve business IT-alignment.

Syntax based prosody modeling using HMM for Bahasa Indonesia

This paper describes how to generate prosody of Indonesian sentences text to speech synthesis with a small corpus using hidden Markov model (HMM). Corpus contains PoS types and phrase categories types that represent text sentence syntax, as well as the type of pitch curve that represents the pattern of speech intonation. Learning process is carried out to obtain the probability of transition and emissions, where the hidden state input is a type of pitch curve pattern, and the state observation is the type of PoS and the type of syntax phrase categories. Text input sentences are syntactically parsed by chunking parser. HMM to predict the type of pitch curve patterns based on the output of chunking parser. Prosody generation is done by a certain rule that processes text input sentence, PoS type, phrase syntax categories type, and pitch curve pattern predict. Prosody generation using diphone concatenation with Indonesian diphone database.

Extended word similarity based clustering on unsupervised PoS induction to improve English-Indonesian statistical machine translation

In this paper, we present the unsupervised Part-of-Speech (PoS) induction algorithm to improve translations quality on statistical machine translation. The proposed algorithm is an extension of the algorithm Word-Similarity-Based (WSB) clustering. In the clustering, the similarity between words is measured by its grammatical relation with other words. The grammatical relation is represented as the n-gram relation. We extend the WSB clustering by take into account for the previous words in measuring the grammatical relation. The clustering results are then used in the English-Indonesia statistical machine translation. The experiments were conducted using MOSES as the machine translation decoder, and were evaluated by its BLEU score. Using 14.000 English-Indonesian sentence pairs, the clustering improved the BLEU score of 2.07%.

Design of EA Development Guideline for Small Enterprises Based on TOGAF 9.1

Information Technology (IT) become more and more important for business. Aligning between IT and business is a key success to get maximum benefit for enterprise as well as small enterprise. Enterprise Architecture (EA) framework allows an enterprise to get best alignment between business and IT, because EA represent business side and IT side together in a single model. However, todays EA framework (including TOGAF) is not dedicated designed for Small Enterprises or Small Business. In other hand, Small Business usually have very specific condition. In this case, they have very limited resources related to IT. It will be better if there is a more dedicated guideline as a reference for Small Enterprises in developing EA. So, by their limitations, Small Business can design good EA to support their business. This research is conducted to develop “EA Development Guideline for Small Enterprise” that modified from TOGAF 9.1. The resulted guideline has been tested and fulfilled all criteria from both content specification and format criteria.

Comparative Study on the Different Testing Techniques in Tree Classification for Detecting the Learning Motivation

Having motivation to learn is a successful requirement in a learning process, and needs to be maintained properly. This study aims to measure learning motivation, especially in the process of electronic learning (e-learning). Here, data mining approach was chosen as a research method. For the testing process, the accuracy comparative study on the different testing techniques was conducted, involving Cross Validation and Percentage Split. The best accuracy was generated by J48 algorithm with a percentage split technique reaching at 92.19 %. This study provided an overview on how to detect the presence of learning motivation in the context of e-learning. It is expected to be good contribution for education, and to warn the teachers for whom they have to provide motivation.

Designing enterprise architecture framework for non-cloud to cloud migration using TOGAF, CCRM, and CRMM

Cloud computing paradigm motivates many companies to adopt and use cloud services to take advantage of the inherent characteristics. Increasing number of companies are adopting cloud computing, but such adoption has not been sufficiently structured to ensure a successful migration to the cloud environment. Until now there has been no framework or paradigm that supports cloud migration to be used conventionally, so the adoption of cloud computing is still done on an ad-hoc. Therefore, in this research we designed an enterprise architecture framework for non-cloud to cloud migration using TOGAF, CCRM, and CRMM that effective and efficient framework to be used as a guide or reference for cloud migration that supports the alignment between business and IT and while considering existing conditions IT at the enterprise. We map phase and steps in TOGAF ADM with CCRM which modification steps, an additional steps, and also decrease steps based on the requirements needed in cloud computing, then adopted CRMM used to categorize cloud migration process to make it more clear. Then, the framework will be vaidated with implementation and user judgement. This research resulted an enterprise architecture framework for non-cloud to cloud migration using TOGAF, CCRM, and CRMM which consists of 4 main processes that are equipped with 10 phase and 93 steps to where in each step contains input, process, output, link processes, and tools, methods, and techniques. From the validation results showed that the cloud migration process on a framework is a good guide that can be used effectively and efficiently to help cloud migration is commonly used by all types of companies or agencies.

Measurement of learning motivation in electronic learning

The success of electronic learning (e-learning) process is highly determined by the extent of learning motivation that could be identified and measured through a number of methods. This study was designed to identify several attributes used to measure learning motivation in the context of e-learning as a chance of novelty in the domain of information extraction. The method by distributing questionnaires to 214 potential respondents with an interest in the field of study such as the e-learning facilitators including teachers, lecturers, instructors, laboratory assistants accustomed to assess or measure the participants learning motivation. The demography of respondents represents eight major islands in Indonesia, including Java, Sumatra, Kalimantan, Sulawesi, Papua, Bali, Nusa Tenggara, and Maluku with an expectation that the results of this study can represent a facilitator assessment towards e-learning Indonesia. A total of 1419 data has been collected and processed using Chi-Square method to test the hypotheses regarding the homogeneity of the respondents in choosing the candidates measurement of attribute in learning motivation. From the data processing, it can be concluded that the attributes of velocity, quantity, and relevancy can be further used as the variables in both the measurement of learning motivation in e-learning context and the field of information extraction.

An analysis of software project management (case study: Government agencies)

Software has important role for government agencies. It changes governance systems and processes by improving service delivery from government to business (G2B), community (G2C), and among agencies (G2G). It was triggering many government agencies to undertake software projects. On the other side, software projects are so dynamic and uncertain. The problems caused by delayed schedule, costs overrun and low quality of deliverables. Scope, time, cost, quality, risk and other domains should be managed to solve the problems. Several efforts have been done to improve software project management in government agencies. However, no one has specifically analyzed the correlation between project management practices, software engineering practices and government project procurement activities. This study chose and combined PMBOK, SWEBOK and the Presidential Decree number 4/2015 to analyze software project management for government agencies. Deep analysis have been conducted to find a preliminary framework of software project management for government agencies.

An analysis of information technology governance case study: Statistics Indonesia

Nowadays, IT support becomes crucial for an organization, either for National Statistics Office (NSO) which is available in almost every country to provide basic statistical information. UNECE (United Nations Economic Commission for Europe) and UNSD (United Nation Statistics Division) on behalf of the international statistics community, releases four kinds of reference which have been updated on 2013 namely, Generic Statistical Business Process Model (GSBPM), Generic Statistical Information Model (GSIM), Common Statistical Production Architecture (CSPA) and National Quality Assurance Framework (NQAF). Those steps are taken toward modernization of statistics production by means standardization between NSO and optimizing IT support. But the problem dealing with managing IT support called the silo culture is remained and it causes an impact on efficiency. On Analysis Document of Statistics Indonesia, it is described that currently applied IT management uses its own method of trial and error approach [1]. Thus it needs new reference of how IT will be managed and how the role of decision right related to IT management is arranged. COBIT 5 is chosen since it has been the latest framework for IT management and governance. While the preliminary concept of its collaboration with GSBPM, GSIM and NQAF is generated as the purpose of this research.
