Since the adoption of the Convention on Biological Diversity (CBD) in 1992, environmental non-governmental organisations (NGOs) have been trying to influence the negotiation and implementation of a biosafety protocol to the CBD. In trying to impact on the outcomes of the biosafety negotiations, they have used several strategies, such as lobbying, advocacy and pressure. This chapter describes these strategies and assesses whether the NGOs were successful in influencing the formation and implementation of the Cartagena Protocol on Biosafety. In doing so, this chapter contributes to a growing body of literature on the political relevance of NGOs to international environmental politics.
