Determination and forecast of agricultural land prices

The aim of this study is to discuss and apply hedonic methodology for the determination and forecast of land prices in specific markets. This is important due to the fact that there is no official or reliable information in Brazil on current prices in land market transactions. This hedonic price methodology uses a multiple regression model which has, as an explanatory variable, the price per hectare and independent variables related to physical attributes (soil, climate and terrain), production (systems of production, location, access), infrastructure of the property and expectations (regional scenario, local investments). Application of the methodology to a Homogeneous Zone of the state of Maranhao, in Brazil, generated a parsimonious model, in which five independent variables were responsible for 70% of the variance in the price of agricultural land.

A sustentabilidade ambiental como direcionador estratégico ao processo de reindustrialização no Brasil

Much of São Paulo’s urban expansion is driven by the development of informal settlements on its periphery, which includes the catchment areas that provide important environmental services such as open space and catchments for drinking water reservoirs. In such areas, governance of land, water services and water resources, traditionally administered separately, are in fact interdependent. A role-playing game was built to explore the interactions between different actors (mayor, water company, district representatives and landowners of different types) in land tenure insecurity, water and sanitation infrastructure and pollution in the periphery of São Paulo. An assessment of the game sessions revealed the different points of view of local and institutional actors about the main issues and the possible negotiation arrangements. Institutional actors misunderstood the hierarchy and diversity of community actors’ preoccupations, which were related more to land tenure, access to public transport and other aspects such as health and education rather than to water and sanitation infrastructure. Institutional actors also failed to recognize how access to infrastructure and land tenure is shaped by power-based relationships. While community actors appreciated the game and felt that they had learned from the experiment, institutional actors were more critical. These discrepancies call into question the potential effectiveness of the legal, technical and institutional solutions that the institutional actors are promoting to address the pollution issue.

Institutional arrangements for articulating land and water management in peri-urban catchment: example of the metropolitan region of Sao Paulo, Brazil

O presente trabalho objetiva apresentar uma proposta de direcionamento politico e economico para a industria brasileira, voltando-se para um contexto de sustentabilidade ambiental como posicionamento estrategico na competitividade internacional, servindo assim como uma alternativa de combate ao atual processo de desindustrializacao no pais. O Brasil deveria aproveitar sua lideranca em certos ramos sustentaveis como a producao energetica e de sua disponibilidade de recursos naturais para redirecionar o processo industrial via uma politica economica que integre a questao ambiental e a necessidade de reindustrializar a economia. Para tanto, a acao do Estado e primordial como indutor e regulador do processo, bem como, sendo um dos principais financiadores deste projeto, conciliando uma nova politica industrial ambientalmente sustentavel com mudancas na politica monetaria e cambial, para que a acao possa ser realmente efetiva. The development of mega-cities exerts an increasing pressure on water resources in their peri-urban areas. Rapid changes in land use in these areas, characterised by the specific hydrologic functions they provide for the city, has resulted in increased pressures on water availability and quality. In the past, the traditional dual (urban/rural) focus of the institutions, their preference for sectorial legislation, and end-to-pipe technological responses have not been able to deal with these tensions in the metropolitan region of Sao Paulo, in the context of high social inequalities, uncoordinated metropolitan sectorial policies, and insufficient monitoring and control. New institutional arrangements based on democratic and territorial management of water resources are promoting a new vision on planning, and better integration on land and water management. Their efficient implementation may require a better definition of specific instruments to sustain economical compatible activities, facilitate metropolitan coordination and support the participation of the marginalised communities living on the edge of the city.

IMPACTO ECONÔMICO DO MANEJO DE SOLO E ÁGUA EM MICROBACIAS HIDROGRÁFICAS PARANAENSES

This article has the main goal to present the main directions for the implementation of sustainable re-industrialization in Brazil, seeking a convergence to what can be termed environmental development, combining the need for development and industrialization with the issue of environmental sustainability. Therefore it is first a brief overview of the discussion of deindustrialization in Brazil today, without, however, taking advantage of the existence of this phenomenon and even which type would be the same. Then we present the main focus of the study is to propose a new way of considering the environmental sustainability as a strategy for insertion of the Brazilian economy in international competition. To this end, three key questions are: institutional arrangements, the effective role of the state and business strategy. Such questions should be designed to promote the Plano Nacional de Desenvolvimento Sustentavel, involving monetary, fiscal, exchange and environmental policies for the same purpose.

Concentration and foreign ownership of land in Brazil in the context of global land grabbing

Neste trabalho sao apresentados e discutidos dados sobre o controle da erosao, que os programas de manejo do solo e da agua em microbacias hidrograficas permitiram que fossem alcancados no estado do Parana, no ultimo quarto do seculo XX. Para atingir este objetivo foi feita uma estimativa da reducao na perda de solo na area trabalhada, que serviu como parâmetro para mostrar o exito desses programas ambientais. Em seguida, calculou-se o custo aproximado da erosao e da reducao das perdas trazidas pelo manejo correto dos solos. Os resultados sao significativamente positivos, revelando a necessidade de manutencao e ampliacao do uso desta inovacao, que em muito contribui para o desenvolvimento sustentavel.
