The recent rapid and disturbing increase in admissions for mental illness in inner-city areas, particularly among the younger age groups, has yet again led to a growing professional concern. The Mental Health Task Force (Department of Health, 1994a) and the Royal College of Psychiatrists (1994) have drawn attention to the high occupancy levels of admission beds in inner cities. The Audit Commission (1994) also suggests that some of the most deprived inner-city districts appear to need four times the resources for mental health services than do other districts.
