Internet-initiated incitement and conspiracy to commit child sexual abuse (CSA): The typology, extent and nature of known cases

Abstract This paper presents the first research on cases where offenders initiate contact with other individuals over the internet and incite, or conspire (IIIC) with, them to commit child sexual abuse (CSA). Interviews and record searches were carried out among local police services in the UK. IIIC cases were found to be diverse in terms of their typology but rare with regard to the extent of known cases. They were similar to other CSA in relation to victim and offender characteristics but were distinct with regard to offenders’ modi operandi. IIIC cases should be viewed as an additional and serious category of internet-related CSA, and one about which there needs to be much more awareness and research.

Outcomes among young adults placed in therapeutic residential care as children

Purpose – The purpose of this article is to advance knowledge concerning outcomes among the former residents of therapeutic childrens homes, especially those located in England.Design/methodology/approach – In total, 16 young adults who had been resident in one of seven therapeutic homes took part in interviews.Findings – It appeared, from the information they gave in these interviews, that their outcomes were good in terms of their emotional and behavioural well‐being, physical health, accommodation, and absence of early parenthood and substance use. Some of the young adults also had good outcomes in respect of their education and absence of criminal convictions. A small number of the young adults did less well on these latter two measures but few of them were particularly poor in either of these respects. Ritual, and child sexual abuse, but not ritual child sexual abuse

Central to the controversy over ritual (satanic) child sexual abuse have been claims concerning agency diagnoses of cases. Specifically, it has been alleged that agency findings of ritual abuse have been erroneous and are the product of poor practice. There is, though, little systematic information regarding agency assessment of suspected ritual abuse cases. This paper presents two cases where there was evidence both of child sexual abuse and ritual but where agencies adjudged that these aspects occurred independently of one another and were not indicative of ritual child sexual abuse. The existence of these cases underlines the need for a broader and more balanced debate in respect of ritual abuse in general and the agency handling of these cases in particular.

Fear of the unknown

While there is considerable public concern over stranger‐perpetrated child sexual abuse (CSA) and abduction, much of the professional debate over this subject is characterised by quite polarised views and a dearth of reliable research‐based knowledge. In order to start addressing this situation, a major questionnaire survey was carried out among almost 2,500 children aged 9‐16 years in 26 primary and secondary schools in four types of area in north‐west England. Approximately seven per cent of children reported an attempted or completed incident. In terms of its broader messages, the research suggests that we should adopt a more balanced approach in our assessments of the seriousness of stranger CSA and abduction. The research highlights practice issues for child safety educators, the police and therapists and counsellors, relating to prevention, disclosure, reporting and re‐victimisation.

Dangerous worlds? The problems of international and internet child sexual abuse

Media reports suggest that cases of child sexual abuse involving an international dimension or the internet are extensive, but are being dealt with effectively. This article argues, to the contrary, that known cases are generally quite rare but tend to be serious and are being met with an inadequate policy and practice response.

National Human Research Ethics: A Preliminary Comparative Case Study of Germany, Great Britain, Romania, and Sweden

Although international research is increasing in volume and importance, there remains a dearth of knowledge on similarities and differences in “national human research ethics” (NHREs), that is, national ethical guidelines (NEGs), Institutional Review Boards (IRBs), and research stakeholder’ ethical attitudes and behaviors (EABs). We begin to address this situation by reporting upon our experiences in conducting a multinational study into the mental health of children who had a parent/carer in prison. The study was conducted in 4 countries: Germany, Great Britain, Romania, and Sweden. Data on NHREs were gathered via a questionnaire survey, two ethics-related seminars, and ongoing contact between members of the research consortium. There was correspondence but even more so divergence between countries in the availability of NEGs and IRBs and in researcher’ EABs. Differences in NHREs have implications particularly in terms of harmonization but also for ethical philosophy and practice and for research integrity.
