Playing the blame game on Brussels: the domestic political effects of EU interventions against democratic backsliding

ABSTRACT This article develops the argument that European Union (EU) intervention to protect its core values is likely to provoke unintended and undesired consequences at the domestic level. EU intervention will typically invite the accused government to play the blame game on Brussels. By criticizing the EU for illegitimately interfering with domestic affairs, the government may frame EU intervention as a threat from the outside and present itself as the only safeguard against this threat. As a consequence, support for those domestic actors that were supposed to be weakened by EU intervention is likely to increase in the aftermath of a European intervention, while EU support might significantly drop. The article illustrates this argument by tracing domestic reactions to EU interventions against Austria between 2000 and 2002 and against Hungary since 2010. In conclusion, the EU should be very cautious with such external interventions, since they may easily strengthen anti-EU and illiberal political forces at the domestic level. To minimize the risk of such undesired consequences, bottom–up mechanisms against democratic backsliding should be installed, which would allow disadvantaged domestic groups to appeal to an independent European democracy watchdog if they feel that democratic rules are being violated in their country.

In the European Union we trust: European Muslim attitudes toward the European Union:

Recent research has indicated that Arab Muslims are skeptical of Western institutions such as the European Union. Do European Muslims hold comparable attitudes toward the European Union? In this article we develop a two-step argument based on a transfer of satisfaction logic. We build on both American politics literature on immigrant trust in the host countrys national political actors and on European Union literature assuming a transfer of trust from the national to the international level. Our expectation is that European Muslims should be more favorable toward the domestic political actors and, as a result, toward the European Union than their Christian and agnostic counter-parts. Our empirical evidence suggests the plausibility of the transfer of satisfaction argument while other factors seem to be of minor influence.

Die baden-württembergische Landtagswahl 2006 im Einflussfeld der Bundespolitik: Auswirkungen und Rückwirkungen

Landtagswahlen stehen immer auch unter dem Einfluss der Bundespolitik, wenngleich eine zweifelsfreie, exakte Messung dieses Einflusses methodisch bislang unlosbare Probleme bereitet. Dies gilt auch fur die baden-wurttembergische Landtagswahl vom 26. Marz 2006, der ersten Landtagswahl des neuen, im April 2005 ins Amt gelangten Ministerprasidenten Gunther Oettinger. Vor dem Hintergrund dieses Machtwechsels von Erwin Teufel zu Gunther Oettinger kam den Christdemokraten im Sudwesten die Vorverlegung der Bundestagswahl dann auch eher ungelegen. Das Kalkul war durchaus nachvollziehbar: Eine Landtagswahl im direkten Vorfeld einer Bundestagswahl mit bundesweiter Kampagne der Union gegen „Rot-Grun“ mobilisiert auch im Land die eigenen potentiellen Wahler. Fur die baden-wurttembergische CDU reduziert dies das Risiko von burgerlichen Protestwahlern, deren Stimmen ansonsten in der Endabrechnung fehlen konnten. Die ins Jahr 2005 vorgezogene Bundestagswahl hingegen schuf eine andere, fur den neuen Ministerprasidenten Oettinger zunachst keineswegs komfortabel erscheinende Ausgangssituation. Viele Unionspolitiker erwarteten einen klaren Sieg von Union und FDP im Bund und die rasche Einleitung von einschneidenden Reformen. Es erschien nicht unplausibel, dass sich die baden-wurttembergische Landtagswahl 2006 somit zu einer Sanktionswahl entwickeln konnte, in der die Landes-CDU fur bundesweite Reformeinschnitte die Konsequenzen zu tragen hatte. Zudem stehen bei einer Landtagswahl nach statt vor einer Bundestagswahl aller Erfahrung nach landespolitische Themen und Konflikte starker im Vordergrund.
