Research on persuasive technologies PT focuses, primarily, on the design and development of IT for inducing change of individuals behavior and attitude through computer-human and computer-mediated influence. The issue of practices in co-located human-human persuasive encounters remained unattended in the PT community. This study uses the notion of persuasive practices to understand the course of events in face-to-face home security advisory sessions --- it specifies and illustrates such practices and discusses their impact on the persuasiveness of the encounter. Furthermore, it presents potential of IT to support such persuasive practices thus opening new research possibilities of PT research.

Purpose – The purpose of this paper is to investigate the face-to-face citizen service encounter in public administrations’ front offices, and present a novel qualification approach to empower service personnel on-the-job, and thereby deepen the knowledge on the role of information and communication technology for advancing governmental reforms. Design/methodology/approach – The presented study follows a design science research methodology, conducted in collaboration with the public administration of a major German city. Data were collected using multiple quantitative and qualitative methods, including questionnaires, semi-structured interviews and video analysis. Findings – A novel on-the-job qualification approach for empowering public employees in their job-related skills, building on the concept of affordances, is developed. Mobile Learning bietet innovative Moglichkeiten, Teile der Lernsteuerung wahrend der Durchfuhrung uber den elektronischen Kanal zu realisieren. Wesentlich sind in diesem Zusammenhang jedoch die Fragen, wie die Lernsteuerung erfolgt und welche Zusammenhange zwischen den Zielaspekten bestehen, um wirkungsvoll eingreifen zu konnen. In diesem Artikel wird ein entsprechendes Rahmenmodell zur Analyse der Lernsteuerung bei der Durchfuhrung mobiler Settings vorgestellt.
