A comprehensive literature review of the ERP research field over a decade

Bjarne Rerup Schlichter; Pernille Kræmmergaard

Purpose – The purpose of this paper is first, to develop a methodological framework for conducting a comprehensive literature review on an empirical phenomenon based on a vast amount of papers published. Second, to use this framework to gain an understanding of the current state of the enterprise resource planning (ERP) research field, and third, based on the literature review, to develop a conceptual framework identifying areas of concern with regard to ERP systems.Design/methodology/approach – Abstracts from 885 peer‐reviewed journal publications from 2000 to 2009 have been analysed according to journal, authors and year of publication, and further categorised into research discipline, research topic and methods used, using the structured methodological framework.Findings – The body of academic knowledge about ERP systems has reached a certain maturity and several different research disciplines have contributed to the field from different points of view using different methods, showing that the ERP rese...

Measuring ICT usage quality for information society building

Bjarne Rerup Schlichter; Lesya Danylchenko

Abstract In 2003 the World Summit on Information Society made a call for measuring the state of Information Society (IS) building between countries. The purpose of the measuring was to assess and compare IS practices around the globe as well as share best practices. A number of measurement tools have since been developed, and a number of previously constructed tools have been employed to fulfil this goal. Even though many variations in terms of indicators have been employed, the construction of measurement tools is subject to certain limitations. One limitation is that they do not incorporate these indicators on the actual levels of Information and Communication Technology (ICT) usage off the countrys stakeholders. This paper analyses the most currently used indices for measuring the state of Information Society building from the perspective of their constituent indicators. Based on the analysis, an alternative framework for IS measurement, addressing the important aspects of ICT usage quality, is developed based on data from the EU member states. By applying the framework on measuring of ICT usage quality at Romania, Cyprus and Estonia, the usefulness is tested positive, and the need to evaluate the actual levels of ICT usage for the purpose of better policy-making, while establishing an information society, is accentuated.

Development of Trust During Large Scale System Implementation

Bjarne Rerup Schlichter

Implementations of information systems are complex and problematic with a reputation for being delayed and exceeding budget. A critical factor in implementations is trust in the system, trust in the project and trust between the various stakeholders. This case charts the evolution of trust in the implementation of the Faroese integrated healthcare system and shows how trust relations at various points in the project became difficult, what the causes and consequences of these trust difficulties were, and how they were successfully resolved in the project.

Trust dynamics in a large system implementation: six theoretical propositions

Bjarne Rerup Schlichter; Jeremy Rose

A large information systems implementation (such as Enterprise Resource Planning systems) relies on the trust of its stakeholders to succeed. Such projects impact diverse groups of stakeholders, each with their legitimate interests and expectations. Levels of stakeholder trust can be expected to vary in large-scale implementations (which can take several years), and cannot be taken for granted. Previous studies have largely focused on the taxonomic deconstruction of the trust construct, through point-in-time variance studies. They have identified the relationship between trust and project outcomes, but largely ignored the dynamics of trust relations. Giddens, as part of his study of modernity, theorises trust dynamics in relation to abstract social systems, though without focusing on information systems. We use Giddens’ concepts to investigate evolving trust relationships in a longitudinal case analysis of a large Integrated Hospital System implementation for the Faroe Islands. Trust relationships suffered a serious breakdown, but the project was able to recover and meet its goals. We develop six theoretical propositions theorising the relationship between trust and project outcomes, the maintenance, breakdown and restoration of trust, the role of the information system in restoring trust, and the emergent and reciprocal nature of trust and project outcomes.

RECOVERING FROM TRUST BREAKDOWNS IN LARGE SYSTEM IMPLEMENTATIONS

Bjarne Rerup Schlichter; Povl Erik Rostgaard Andersen

Abstract On the basis of experiences from the Faroese large-scale implementation of integrated healthcare information systems and insights into dynamic aspects of trust, we offer the following lessons for the successful management and recovery of trust (breakdowns) in large system implementations: restore relations by turning towards face-to-face events and procedures, assure a well- functioning and available support organization, demonstrate trust in actors to enhance their own self-confidence, and celebrate successes, even the smallest ones or those injected by yourself. The propositions are based on a six-year longitudinal qualitative case study and analyzed using critical incidents and content analysis by means of a framework based on Giddens Theories on Modernity and Abstract Systems. The propositions were discussed in a seminar with the project participants. Finally the findings are challenged and sharpened and suggestions for further research are given.

An Action Research Study of a Healthcare Enterprise Information System at the Faroe Islands: Towards a Problem-Solving Method for IT Public Value

Bjarne Rerup Schlichter; Per Svejvig; Poul Erik Rostgaard Andersen

Obtaining business value from IT is a recurring theme that has diffused into healthcare information systems (HIS) where stakeholders often question the value of IT investments. Having completed the implementation of an integrated HIS, the Faroese Health Service (FHS) has commenced discussions concerning getting value from their IT investment. In order to fulfill this objective an action research project was started in the fall of 2010 consisting of two cycles: (1) setting the stage for benefit realization and; (2) benefit realization in a pilot area. The first cycle has revealed that it is not possible to distinguish between working processes and HIS, that benefit realization in healthcare (a public organization) has a much broader perspective than just financial value and that the reaping of benefits is quite difficult. This paper reports on the first two action cycles. Framed by the theory of Style Composition in action research we suggest a method to identify and realize emergent IT public value in an HIS action research project. The method is presented and discussed, and issues and concerns for further research are presented.

Value Creation from Public Healthcare IS

Bjarne Rerup Schlichter; Per Svejvig; Povl Erik Rostgaard Andersen

The obtainment of value from IT is a recurring theme that has diffused into healthcare information systems (HIS). Having completed the implementation of an integrated HIS, the Faroese Health Service (FHS) has started discussions regarding the obtainment of value from its IT investment which is the subject of this paper. Based on an action research project focusing on the improvement of the stroke process, this paper reveals that it is not possible to distinguish between working processes and HIS and that the realization of value in this context has a much broader significance than mere financial value. During the project, specific key performance indicators (KPIs) were identified and a baseline was established for the stroke process. The outcome is a framework for measuring IS public value as: professional, organizational, patient-perceived and employee-perceived quality as well as learning. Selected non-financial measures for each dimension and their development are presented, e.g., a decrease in mortality.
