An empirical analysis of technology transfer of national R&D projects in South Korea

This study is aimed at seeking policy implications for the policy makers of South Korean government and finding a direction to support R&D institutions in performing R&D activities more efficiently, by analyzing the factors influencing technology transfer of the national R&D projects. The data retrieved from NTIS (National Science & Technology Information Service) was used in analyzing the results of 575 projects with 1,903 cases of technology transfer, performed by the Ministry of Science, ICT and Future Planning, between 2002 and 2012. We found that there were significant differences between the government funded institutions and the universities and between basic R&D and applied ones. We also discovered that the government funded institutions did not necessarily take a better position than the universities in terms of the quantity of technology transfer. Lastly, the applied R&D of the universities was very vulnerable in terms of technology transfer.

Public Information Quality, Customer Value and their Effects on Satisfaction of SMEs

본 연구의 목적은 공공정보 서비스에 대한 소비자 가치와 만족에 영향을 미치는 요인이 무엇인지 파악하는 것이며, 조사대상 집단은 국내 중소기업 소속연구원들로 하였다. 조사 분석 결과는 다음과 같다. (1) 고객가치는 서비스의 품질에 의해 영향을 받는다. (2) 고객가치는 소비자 만족도에 정의 영향을 미친다. (3) 고객의 정보수요는 서비스 품질과 고객가치 간의 관계를 조절한다, 그러나 고객가치와 만족도간의 관계는 조절하지 않는다. 본 연구 결과를 통해 공공정보서비스분야에 있어서 이용자의 만족도를 높이기 위해 정보서비스품질과 고객가치의 중요성을 확인할 수 있다.

A Case Study on International Technology Transfer of Korean Public Information Systems and Recommendations for NTIS

국제기술이전은 이해관계 불일치, 기술수준, 문화 등 여러 거시적 환경여건의 차이로 국내기술이전보다 더 어려운 점이 많은 것으로 알려져 있다. 본 연구에서는 정보마케팅의 관점에서 국내 공공정보시스템의 국제기술이전 사례연구를 통해 미래창조과학부 NTIS의 해외진출에 관해 제언하고자 한다. 국내 공공정보시스템 국제기술이전의 대표적 성공사례로 평가되는 관세청, 특허청, 조달청의 국제기술이전을 성공시키기까지의 과정을 분석하여 국가과학기술지식정보서비스(NTIS)의 국제기술이전 촉진을 위한 정보마케팅 관점에서 사전준비전략을 제시한다.

Analysis of the Determinants Influencing Technology Transfer in Government Funded Research Institutes: Focusing on Features of National R&D Projects

공공연구기관들 중 과학기술개발에 핵심적 역할을 담당하고 있는 정부출연연구기관(이하 정출연)은 많은 연구비와 지식을 보유하고 있음에도 불구하고 기술이전 성과 활용에는 한계를 보이고 있다. 본 논문은 2009∼2013년 사이에 수행된 1,163개의 연구과제 데이터를 기반으로 분석을 실행하였다. 이를 위해 본 논문에서는 국가과학기술지식정보서비스(NTIS)에 있는 국가 R&D 데이터를 활용하여 정량적 통계분석을 통해 가설들을 검증하였을 뿐만 아니라 논문들과 정성적 비교를 하였다. 분석 결과 특허출원 유,무에 따라 기술이전료에 차이가 있는 것으로 나타났으며, 연구개발단계, 연구자 수 그리고 연구개발비의 다른 범주에 따라 기술이전료에 차이가 나는 것으로 나타났다. 마지막으로 분석에 사용된 변수들 중 특허출원, 연구자 수, 연구개발비의 규모가 기술이전료에 통계적으로 유의미한 관계가 존재하는 것으로 분석되었다. 위에 제시된 연구결과를 토대로 과제특성을 고려한 정책적 시사점을 제시한다.

Acquiring dominant compound terms to build Korean domain knowledge bases

Compound terms should be well ranked to reduce laborious work for building domain knowledge bases such as term dictionary and thesaurus. Especially, dominant terms in recent years are valuable in the aspects of coverage and reference. We adopt linguistic filtering using a part-of-speech filter and four combination rules to extract Korean compound terms. Domain seed terms are used to obtain their related terms from the above extracted term list. Term ranking, which considers the dominance trend of terms from several year data, assigns term dominance values to the related terms. Experimental results show that our ranking scheme adequately distributes extracted terms than term frequency ordering to reduce the effort of building domain knowledge bases in the manner of term clustering in three groups; growing, declining, and steady.
