After bibliographic research on costing methods in civil construction, and a presentation of the mix-based costing method, as well as an application of the activity-based costing method in the costing of civil construction projects based on other authors, a possible application of the mix-based costing was sought. This method allows the distribution of costs and indirect expenses to products without the subjectivities and uncertainties typical of traditional apportionment, by means of analyses of different production scenarios. The main objective of this article is to compare the results obtained from activity-based costing and mix-based costing in the costing of civil construction works.

In the last years, natural hazards related to flash floods have caused serious damage and losses to the population of the state of Rio de Janeiro. This research discusses the importance of implementing a methodology for the prevention of flash floods, by comparing the methods applied since 2013 in the city of Duque de Caxias, in the Baixada Fluminense region of the state of Rio de Janeiro, Brazil, and the major prevention actions suggested by the Flash Flood Early Warning System Reference Guide from the National Oceanic and Atmospheric Administration, questioning civil defense professionals about the importance of each method to vulnerable communities. Even without the occurrence of an extreme event that proves the effectiveness of the method between 2014 and 2016, the population will certainly be better prepared to face the risks of disasters in the city in the future. In addition, the study also underscores an approach of approximation between academic studies and operational activities, which is still very incipient in Brazil.

Resumo: A complexidade dos projetos tem aumentado, impulsionando a demanda, no gerenciamento moderno de projetos, por novos conhecimentos, ferramentas, técnicas e modelos de trabalho. No entanto, a comunidade científica ainda busca uma definição para o constructo projeto complexo e os fatores que o caracterizam. Assim, o objetivo deste estudo qualitativo e descritivo foi identificar os fatores que caracterizam a complexidade na visão dos profissionais de gerenciamento de projetos de engenharia e a partir deles propor uma definição para projeto complexo. Essa caracterização se baseou na percepção de 132 respondentes, capturada por meio da técnica de evocação de palavras, tratada e analisada pela técnica de Vèrges, com apoio da Teoria da Representação Social e da Teoria da Complexidade. Como resultado, o núcleo central da representação social que caracteriza um projeto complexo na visão dos profissionais da área de engenharia se constituiu, em ordem decrescente, de: stakeholders, dificuldade, riscos, tecnologia, grande, escopo, multidisciplinar e longo. Constata-se que os projetos complexos são vistos como um sistema superlativo, em termos de quantidade e qualidade de constituintes, sendo que o gerenciamento de stakeholders ganha protagonismo. Abstract: The complexity of the projects has increased, boosting the demand in modern project management for new knowledge, tools, techniques and work models. However, the scientific community still seeks a definition for the complex project construct and the factors that characterize it. Therefore, the objective of this qualitative and descriptive study was to identify the factors that characterize the complexity in the vision of engineering project management professionals and from that, to propose a definition for a complex project. This characterization was based on the perception of 132 respondents, captured through the word evocation technique; treated and analyzed by the Vèrges technique with the support of Social Representation Theory and Complexity Theory. As a result, the central nucleus of the social representation that characterizes a complex project in the view of the professionals of the engineering area was constituted in descending order by: stakeholders, difficulty, risks, technology, large, scope, multidisciplinary and long. It is observed that complex projects are seen as a superlative system, in terms of quantity and quality of constituents, and stakeholders management gains protagonism.

Landslides cause significant human and environmental damage, as well as unpredictable damage to structures and buildings. This paper presents the development and application of a web-based system for risk management in landslide-related emergency preparedness. This system allows for easy access to information, even in hard-to-reach regions, by integrating mobile internet devices, like cell phones and tablets, with GPS systems, without requiring cartography or geoprocessing for its operation. Furthermore, in cases of imminent risk, the system can help prioritize the emergency response, so that scarce response resources can be allocated to the most vulnerable areas. A case study is carried out, demonstrating the benefits and difficulties of implementing this system for emergency response decision-making in urban scenarios with geotechnical risks.

espanolEl analisis de superacion de equipos y barras en subestaciones existentes pertenecientes a la red basica es de fundamental importancia para el sector de la energia, con vistas a la constante expansion del sistema. Este analisis no es una tarea sencilla, ya que la evaluacion de los impactos causados en esas instalaciones, como resultado de una nueva conexion, implica diferentes estudios. En este articulo se presenta por medio de un ejemplo de caso, los estudios necesarios sobre el analisis de violacion de las caracteristicas nominales de los principales componentes de la instalacion de la red basica. Se propone para que sea evaluado un sistema electrico con la conexion de una nueva central termoelectrica en una subestacion existente. EnglishThe analyses for overcoming problems arising in basic grid substation buses and equipment are of essential importance to the Brazilian electric sector in view of the constant expansion of this system. These analyses are not simple tasks because they involve an evaluation of the impacts caused by installations arising from new connections and because they always include various studies. This paper presents examples of necessary investigations into the causes of the rated characteristic violations of basic grid installation components. An overview of the proposed electrical system that will be evaluated in conjunction with a new thermal generator plant connection to an existing system substation system is presented.

As Constituicoes Federal e Estaduais estabeleceram a existencia de sistemas de controle interno e externo, cujos sistemas sao responsaveis, dentre outros, pelas atividades de auditoria governamental. Contudo, os atos normativos nao estabeleceram o foco dos trabalhos e os profissionais que deveriam realizalos. O objetivo do presente estudo e investigar se os orgaos de controle adotam carreira multidisciplinar, especialmente com engenheiros, para realizarem auditorias em obras publicas e se executam Auditoria de Natureza Operacional – ANOp. Os achados da pesquisa revelam que os orgaos centrais de controle externo, os Tribunais de Contas, estao adotando carreira multidisciplinar, especialmente a carreira das engenharias, em quantitativo superior aos orgaos centrais de controle interno, as Controladorias Gerais, da mesma forma que a pratica das ANOps, tambem tem sido mais empregadas pelos Tribunais. Em pesquisas recentes foram constatadas necessidade de conhecimento do Project Management Body of Knowledge(PMBOK) pelo aluno de engenharia, qualquer que seja sua formacao especifica. Este conhecimento leva o profissional de engenharia engajar-se ao mercado de trabalho, trazendo consigo um Certificado de Project Management Professional (PMP). O conhecimento desta ferramenta de trabalho torna-o diferenciado dos demais concorrentes em sua area de atuacao. A proposta deste Artigo e apresentar como o PMBOK configura-se na literatura tecnica, sua influencia no mercado de trabalho e ainda, como um modelo proprio de gestao de projetos pode auxiliar professores, alunos e profissionais do setor, a conduzirem suas tarefas cotidianas.
