A pluriatividade das famílias rurais no Nordeste e no Sul do Brasil: pobreza rural e políticas públicas

The pluriactivity of rural households in the Brazilian Northeast and South: rural poverty and public policies - The paper aims to undo the idea that pluriactivity finds favorable environment to its growth in regions with dynamic and modern local economies. The research is based on information processing from the microdata of the Pesquisa Nacional por Amostra de Domicilios ? PNAD (from 1992 to 1999 and from 2001 to 2005). This paper also points out that, in the case of the South region, the growth (or not growth) of pluriactivity ? and its influence over family farms ? depends fundamentally on political conceptions and political actions. In the Northeast, pluriactivity increases associated to poverty in interior areas of the region.

A APROPRIAÇÃO DAS RENDAS AGRÍCOLAS POR PARTE DOS GRUPOS OCUPACIONAIS FAMILIARES RURAIS NO ESTADO DO RIO GRANDE DO SUL NOS ANOS 2000

Studies indicate the occurrence of an agricultural boom in Brazil with effects also in the state of Rio Grande do Sul. The aim of this paper is to analyze the profile the appropriation of total agricultural income, in the types of rural households where at least one family member was engaged in agricultural activities in the state of Rio Grande do Sul in 2002 and 2009. To do so, we use microdata from the National Research by Household Sample (PNADs) with the decomposition of the effects of appropriation of agricultural income. The appropriation of farm income occurred in family farming, but with an important social differentiation. We conclude that public policies, especially credit promoted the continued specialization of agricultural activities and intersectoral integration process.

As Famílias Pluriativas e Não Agrícolas no Rural Brasileiro: condicionantes e diferenciais de renda

Based on the discussion of the income from non-agricultural activities and its importance for the Brazilian rural population, this study analyzes: (i) the determinants of pluriactivity and non-agricultural activities in rural households; and (ii) the impact of non-agricultural activities in the income of rural households. Analyses are based on pooled data from the National Household Survey from 2001 to 2013, period that is characterized invesby remarkable changes in the economy and rural society. Results highlight that the odds of having a non agricultural activity depends both on endogenous characteristics, such as the presence of a son/daughter in adult age and education of the responsible for the household, as exogenous factors, such as the proximity of the household from urban areas and geographic region. Despite considerable improvements in employment and income from agricultural activities in the 2000s, the share of families performing exclusively agricultural activities remained reducing in rural Brazil. This dynamic would be justified, in part, by the income of non-agricultural activities, which is greater than that of exclusively agricultural families and grew faster in the period, contributing to the enhancement income disparities in rural areas.

ANÁLISE DAS FORMAS DE OCUPAÇÃO E RENDIMENTOS DE HOMENS E MULHERES NAS ÁREAS RURAIS DO ESTADO DO RIO GRANDE DO SUL NO PERÍODO 2001-2007

Este trabalho examina as formas de ocupacoes e fontes de rendas de homens e mulheres das familias das areas rurais do Estado do Rio Grande do Sul. Utiliza-se como base as tabulacoes especiais dos microdados das Pesquisas Nacionais de Amostras de Domicilios (PNADs) do periodo 2001 a 2007. As estimativas mostraram um aumento importante da participacao de homens e mulheres em atividades nao agricolas, principalmente no que se convencionou denominar de “pluriatividade da agricultura familiar”. Em relacao a analise dos rendimentos, observa-se que os homens ainda sao os maiores responsaveis pela formacao da renda familiar, seja do ponto de vista das fontes de renda do trabalho, seja do ponto de vista do conjunto das fontes de renda. Percebe-se que as mulheres ainda tem muito a conquistar para equalizar perante os homens, sua participacao na estruturacao da renda familiar.

Pluriatividade e política pública: o caso do Sul do Brasil

The growth of contingent of pluriactive farm families (pluriactivity) has increasingly been accepted as important in reducing rural poverty and unemployment since at least two decades in the EU and very recently in Brazil. This paper supports that, differently from the EU, in the South Brazil, region of modern capitalist agriculture, it is hard to the pluriactivity to grow through the years, and in order for it to increase the public policies, it must be led mainly to avoid the exclusion of the small farms, their gradual abandonment of the traditional agricultural activities, and not only to offer them non agricultural occupations.
