A Study on Educations Role in Establishing Strategies for Improving Safety at Sea

Abstract Safety at sea is a major concern of the maritime industry and it is through education and training that continued improvement can be realized. Despite increased awareness there has often only been minimal improvement made to training programs. The steady stream of accidents and disasters at sea are testament to this situation. This paper has been written to encourage a review of present maritime education and training so as to provide a catalyst for improved safety at sea. In order to deal with these issues, three specific areas have been selected from extant literature that clearly demonstrate the important role education plays in the improvement of safety at sea. Parallels have been made to ways in which the aviation industry also deals with safety. The opinions of cadets at one maritime university in South Korea have been surveyed which afford a very powerful insight into the viewpoints of our future seafarers. A major rationale of this study is that issues of safety at sea are kept clearly in the attention of all involved in the maritime industry. By understanding the important role that education plays in improving safety at sea it is hoped that trainers and educators will continuously take time to improve the service they provide to seafarers and to the industry as a whole. The implications of the strategies outlined in this paper will hopefully encourage those with the power to induce change to search for ways to improve and implement the education and training that seafarers urgently need in order to enjoy a safe working environment.

An Empirical Study on Motivation and Performance of Maritime Trainees and its Implication for Maritime Education and Training

Accidents and incidents caused by poor performance in the maritime industry suggest the need to find ways to improve performance in order to operate effectively and improve safety. The data for this study was collected from maritime students and involves the performance and levels of intrinsic and extrinsic motivation. Various motivational factors were identified and the ways in which these factors relate to performance was analyzed. The importance of considering motivation when recruiting new trainees and workers, and continually looking for ways to increase intrinsic motivation, is stressed throughout this paper. The results suggest that high levels of good quality motivation correlate positively with better performance.

The Right Person for the Right Job: a Study on the Need for Enhancing Collaboration between Shipping Companies & Maritime Academies

Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely error-provoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training insitutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.

A Study on the Strategy of Establishing China Maritime Performing Party System

Based upon the analysis of the former paper, this paper suggest that present problems existing in Chinas relevant laws and regulations, the difficulties in constructing Chinas maritime performing party system, the strategy in constructing maritime performing party in China. The writer focused on the strategies of establishing maritime performing party in China, and analyzed the problems which needed to pay attention. Finally, in the writers view, China does not need to take part in the Convention, and can establish the maritime performing system by amending China Maritime Code.

A Comparative Review between the English Language Programs of Maritime Institutes in Korea and Europe

This paper compares the English language programs of two maritime institutes in very different parts of the world, South Korea and Belgium. It will show that although both institutes comply with the minimum standard set by the STCW Code issued by the IMO, course contents and requirements can vary greatly. Method of class delivery, choice of learning tools and testing will be examined to illustrate some of these differences. This paper will show that in order to train new seafarers in the best possible way that will fulfill the IMO mandate of Safer Shipping and Cleaner Oceans, continual review and development of course curriculum should be an ongoing process that focusing on encouraging cadets to communicate in a targeted, efficient and professional way within a nautical context. This paper will show by comparison the huge potential that the Korean Maritime English program has for positive change and growth.

Empirical Study on the Induction Effects of Safety Management System for the Shipping Company

This paper is the empirical study results on the introduction effects of safety management system(SMS) for the shipping company. First of all, we take a brief look at the present Korean situations after the SMS induction Next, we analyse the effect of the SMS induction. We divided the effect of induction in 21 factors. The result was 3.5 out of 5 perfect points, which shows the high preference. Higher points were scored with international companies than domestic ones, the companies accepted before 1998 than the ones after 1998, and large enterprises than smaller ones.

A Study on the Management Assessment Index of Remote Island Route Passenger Company

This study proposes the introduction of management assessment system on the remote island route passenger companies in a way of stimulating the companies to make sustained efforts on management improvement, and come up with the ways of management assessment index and management assessment methods by using the AHP scheme. These indices are organizes in three categories. The main category is consisted of responsible management part, management an control part, business operation part and customer satisfaction part, and the intermediary category has the 15 items including the efforts for responsible management, and the sub category is consisted of 44 items including the management vision of executive and participation of enterprise in responsible management, and others. The scoring of these indices is the result of scoring by calculating the added weight for each category by using the AHP scheme that it is considered as needed for the scoring adjustment for each standard of assessment index by the adjustment of added weight for categories with the consideration of shipping company operation and shipping characteristics while undertaking the actual affairs.

A Study on the Developments of the Salvage & Oil Spills Response

A country is acutely needed to establish a marine salvage & oil spills response system in order to prepare for a disaster. When a severe marine accidents occur, our country depends on foreign technique because of the insufficiency of facilities and technique. The damage of accidents expands due to not taking proper actions in early stage. Accordingly, in case of marine accidents, this paper aims to suggest a various scheme of infrastructure, investment of facilities, technical development, improvement of ability and etc. in salvage & oil spills response system in order to quick and effective response to the marine casualties.
