Increasingly, countries around the world are adopting policies that emphasize the importance of partnerships for disaster resilience. The overarching questions that this paper investigates are how to form and sustain (1) effective collaborative arrangements involving governments, businesses, non‐governmental organizations and communities to ensure development of disaster resilient communities, and (2) governance institutions that can effectively mobilize geographically dispersed disaster response resources with fragmented ownership. We have reviewed case studies of alternative inter‐sectoral collaborative arrangements that were formed to (1) promote the development of resilient communities and critical physical and social systems; (2) mitigate or respond to emerging crises; or (3) facilitate post‐disaster recovery and learning. We have developed grounded propositions articulating the antecedents of performance of inter‐sectoral collaborative arrangements.

Purpose – The purpose of this paper is to develop and test a theoretical model to examine how exchange climate attributes and contextual factors between two parent firms in an international joint venture (IJV) affect tacit knowledge transfer. The authors investigate how this tacit knowledge, which comprises international marketing expertise, knowledge about foreign cultures and tastes and managerial practices, impacts IJV performance.Design/methodology/approach – Based on data from a survey of IJV managers in 326 Korean firms from a variety of industries, structural equation modeling (AMOS 18.0) is used to test the authors’ hypotheses.Findings – The findings show that conflict resolution and cooperation positively affect tacit knowledge transfer, but communication does not. This paper attempts to fill this gap in the literature by focusing on the influence of knowledge senders’ willingness to share knowledge, their disseminative capacities and the knowledge-transfer opportunities they create on the effectiveness of knowledge transfer. We develop a theoretical framework that examines the impacts of key knowledge-senders’ abilities and behaviors on the knowledge-transfer process. We test our theory using survey data collected from 199 South Korean IJVs. We find that the willingness of foreign parent firms to share knowledge is manifested in their efforts to increase their abilities to articulate and codify knowledge, and to apply those skills to the codification of knowledge relevant to their IJVs. A willingness to share knowledge also plays a role in increasing the opportunities for two-way interactions, especially face-to-face interactions between the parents and their IJVs. The impact of the abilities of foreign parent firms to articulate and codify knowledge for transfer is mediated by the efficacy of their organizational communication systems. We also find that the opportunities created for the transfer of explicit knowledge have a significant impact on such transfers. However, opportunities for transfer of tacit knowledge only have an impact when senders and receivers have similar products and technologies.

Purpose The purpose of this paper is to advance a theoretical framework that incorporates the relationship between market challenge and learning and customer orientations, and the influence of these orientations on innovativeness in an international joint venture (IJV) context. Design/methodology/approach The authors estimate a structural equation model utilizing survey data collected from 199 IJVs in the Republic of Korea. Findings The authors found that while market challenge does not influence learning orientation in IJVs, it does have a significant positive influence on customer orientation. Further, the authors’ findings support that both learning orientation and customer orientation have positive impacts on IJV innovativeness. Another interesting finding shows that the impact of learning orientation on IJV innovativeness is significant only when IJVs have high levels of interaction with parent firms. The study also reveals that having a strong learning orientation amplifies the impact of customer orientation on innovativeness in IJVs. Originality/value Despite increased interest in IJVs, there has been relatively little work linking IJV innovativeness with learning and customer orientations. The study contributes to recent streams of research that seek to understand the role of these orientations in IJV innovativeness.
