The design of metadata for the Digital Museum Initiative in Taiwan

Metadata plays a crucial role in a digital library/museum environment. However, the development of metadata is not an easy task. Its formulation starts with analysing the attributes of collections as well as understanding the user information needs and information seeking behaviour. The issue of interoperability also needs to be considered in terms of both semantics and syntax. This paper discusses issues related to the development of metadata in Taiwan. It describes the development process of a Chinese metadata system, Metadata Interchange for Chinese Information (MICI), and an XML/metadata management system, Metalogy. Both were developed under the Digital Museum Initiative sponsored by the National Science Council of Taiwan.

Group III- and Group IV-Nitride Nanorods and Nanowires

The objective of this chapter is to provide a concise review of the growth, characterization and properties of the nanorods and nanowires in two nitrides systems: the group III-nitrides (specifically, AlN, GaN, InN and ternary Ga-In-N) and group IV-nitrides (Si3N4 and ternary Si-C-N). During the last three decades, tremendous efforts have been devoted to the physics, chemistry and synthesis of GaN and related materials. The wurtzite polytypes of AlN, GaN and InN form a nearly continuous alloy system with direct band gaps between 1.9 and 6.2 eV, therefore, suitable for optoelectronic devices that are active at wavelengths ranging from the green well into the ultraviolet. In fact, all primary and mixed colors can be obtained by using nitride emitters as pumps. Progress in III-nitride based devices has been made at an astonishing rate in the last decade [1]. Besides the applications of III-nitrides in light emitting diodes and laser diodes, high-speed field-effect transistors, ultraviolet photodetectors and high-temperature electronic devices have been demonstrated [2–4]. Furthermore, GaN is also chemically inert and radiation resistant and has been considered as a stable photocatalyst in photo-electrochemical fuel cells [5], while InN/Si tandem cells have been proposed for high efficiency solar cells [6, 7]. Of equal importance to just being an active component of the nitride optoelectronic devices, AlN has also attracted extensive interest for applications as electrical packaging material due to its high thermal conductivity and low coefficient of thermal expansion that closely matches that of silicon, and as components in structural composites owing to its excellent mechanical strength and chemical stability [8].

Government ontology and thesaurus construction: a taiwanese experience

Due to the quantity and the diversity involved in e-government presentations and operations, traditional approaches to web site information management have been found to be rather inefficient in time and cost. Consequently, the necessity of establishing a government knowledge management system, so as to speed up information lookups, sharing, and linkups, naturally arises. Moreover, this knowledge management system would in turn enhance e-government effectiveness as it helps to store and transmit information, be it explicit or implicit in nature. The first step in creating this knowledge management system is to build up the government ontology and thesaurus. Upon the completion of the ontology and thesaurus needed, semantic searching can be conducted, which in turn kickstarts other mechanisms required for effective information management. Our research team has been commissioned by the Executive Yuan of Taiwan to establish the draft of government ontology and thesaurus and to design a framework for multiple-layered information management systems upon which the ontology and thesaurus can be constructed. The goal of this paper is to present the government ontology and thesaurus which our research team has come up with as well as the related infrastructure and function of the multiple-layered information management system.

The relationship of learning culture, learning method, and organizational performance in the university and college libraries in Taiwan

Abstract Over the past few decades, organizational learning has become a significant concept for the development of organizations. Numerous scholars and experts in librarianship have advocated the importance of creating a learning library for handling various challenges, such as the rapid development of the Internet and digital technology. However, an effective learning organization relies on a positive learning culture and starts with an individual’s commitment to learn. This study investigated the learning methods that are commonly adopted by staff in Taiwan’s university and college libraries, measuring their values regarding the organizational learning culture and knowledge performance, and exploring the relationships among individual learning methods, organizational learning culture, and knowledge performance in these libraries. Based on the Dimensions of the Learning Organization Questionnaire (DLOQ) and previous studies, this study designed and conducted a questionnaire survey of 478 library employees in 162 universities and colleges across Taiwan. Some key findings of this study included: (1) the individual learning method of “self-learning by using Internet resources” is adopted most frequently by library staff in Taiwan’s universities and colleges; (2) the overall values of staff members regarding their organizational learning cultures are not strong; (3) the two dimensions “creating continuous learning opportunities” and “creating systems to capture and share learning” can influence the methods of library staffs’ learning formally and informally, and they can positively contribute to enhance the knowledge performance of the library. In addition, informal learning methods are likely to enhance organizational knowledge performance.

Migrating Researcher from Local to Global: Using ORCID to Develop the TLIS VIVO with CLISA and Scopus

This paper presents a prototype of TLIS VIVO, a researcher networking system of the Library and Information Science field based in Taiwan, by using ORCID, VIVO, and Linked Open Data technologies. It extends VIVO with the author identifier system ORCID, and integrates data thus harvested from Chinese Library & Information Science Abstracts (CLISA), and Scopus. The study demonstrates a practical approach to increase the visibility, collaboration of local and global researchers.

The research demonstrate NTNU library how to build a semantic framework using VIVO technologies and integrate open educational resources.

The research project presented in this paper aims to meet the need for courses in Chinese traditional calligraphic art through the use of digitalized paintings. Thus, this paper delineates vital aspects associated in converting such materials to e-formats and the platform on which digital archives and digital learning may become possible. Moreover, the construction of a platform for integrating digital content with e-learning creates a frontier, opening up new resources in Chinese traditional calligraphic painting instruction.

Knowledge Management in a Chinese Genealogy Information System

Our Taiwan Genealogy Online Project aims to digitalize genealogy material and to provide online services. This paper explains the design theory and implementation ideas of our system for Chinese genealogy.

Building an OAI-Based Union Catalog for the National Digital Archives Program in Taiwan

On January 1st 2002, the National Science Council of Taiwan launched a National Digital Archives Program (NDAP). To share the digital collections of all the archive participants, search via a union interface, and allow the general public access to the collections, it is urgent to build a union catalog of the National Digital Archives. In this article, we define its functions and the system architecture, and explain the problems we encountered in developing the OAI-based union catalog system.

Developing a Mobile Learning Application with LIS Discipline Ontology

For university students stepping into learning of the professional field or even graduate students that have engaged in learning of such a field for many years, they are often unable to grasp the big picture of “the scope of professionalism”, neither do they have a clue how to engage in self-learning. Therefore, how to construct the discipline-oriented ontology from the learner’s standpoint to enable the learner to grasp the whole picture of the discipline as well as developing a learning APP for young people to use are important issues that facilitate self-learning. In this study, library and information science was used as the example for developing discipline-oriented LIS Ontology. In addition, the ORCID system API was employed to integrate teachers’ English publications included in the Scopus database and Chinese publications included in the CLISA database in order to develop a learning APP for the discipline, allowing students to search departments, teachers, curriculums, research projects, knowledge scope, and other information of the discipline and link to the full-text database via their mobile phone, so that they can plan their own learning map and path.
