This national survey found that responses to confidentiality boundaries were determined by role definition. The extent to which confidentiality was viewed as a necessity depended upon the job that the individual held. Those individuals dealing with the drug abuser from an apprehension and corrections standpoint tended to see confidentiality in a limited sense, feeling that it pertained only to background material and medical records. Those in counseling positions saw confidentiality in much broader terms, in both its scope of protection and importance to the counseling situation.

old Andy Griffith television series of the 1960’s took place within the combination sheriff’s office and jail. But at no time was the public shown the reality of the jail. Rather, the jail was populated by lovable town drunks and other guests, none of whom stayed a significant length of time (apparently only long enough to sober up). As a result, the jail, while a physically prominent part of the landscape, was effectively invisible to the onlookers.

The present survey is based mainly, as far as the United States is concerned, on the files of the Smithsonian Science Information Exchange (SSIE), from whom we received—with the financial support of the University of Central Florida—the most recent five hundred or so project reports in the field of criminal and juvenile justice and related areas, including crime-related drug and alcohol abuse projects. As to foreign projects, only a few are listed with SSIE; most of the following information is the result of an admittedly incomplete inquiry among organizations, research institutes, and universities abroad. May we say here that we received excellent cooperation from them which we greatly appreciated. Space being limited, we can describe in the following article only a few of the some one-thousand projects we examined.
